8. Data for Question No. 76
Questions and Answers:
1. This Section L paragraph states that no page limits are defined, while the requirements for Factors 1, 2, and 3 state that there are 5-page limits. Please clarify.
The narrative shall not exceed five (5) pages per factor.
2. This would mean that questions are due by 20 September; however, at the site visit, the Government stated that questions were due by 9 September. Please clarify.
Offerors are referred to the solicitation.
3. In a number of cases the workload, equipment listings, or number of items are not provided in the detail required to provide the price to the Sub-ELIN Level. Based on a quick review, some examples are A01302 through A01307, A01406 through A01431, A01503 through A01504, A01913 and A01914, A01917, and A02002. Only the incumbent contractor has access to the required information or facilities to determine the specific workload requirements. Please provide the necessary detail, delete the requirement, or instruct the prospective bidders on what the Government desires in these circumstances.
The required information or facilities to determine the specific workload requirements can be found on the attachments, i.e. historical data, inventory of facilities and equipment, estimated quantity history, estimated quantities of service calls, janitorial service classes and common output level (COL) standards, pest control COLs and inventory of chiller equipment.
4. Review of the attachments for this Annex does not reflect any of the chillers or related equipment for UH Buildings 23, 24, 579, 580, 581, 582, 583, 584, 585, 401, 769, and 859 including all piping, valves, gauges, chemical treatment tank and equipment. Attachment J- 1502000-042 in Annex 1502000 appears to list the equipment in these buildings. Please clarify what Annex the chillers at UH Buildings 23, 24, 579, 580, 581, 582, 583, 584, 585, 401, 769 and 859 including all piping, valves, gauges, chemical treatment tank and equipment are to be covered by and what specific attachments apply.
Refer to Annex 1601.
5. It appears the Estimated Quantities description is incomplete (Service Facilities at the ?????).
Please clarify.
Quantities are estimates only.
6. In a number of Spec Items that would be Sub-ELINS there is no workload data provided by the Government that would allow a bidder other than the incumbent contractor to accurately propose estimated costs. Please provide the necessary detail to accurately price the Sub-ELINS.
The required information to determine the specific workload requirements can be found on the attachments under Annex 1401.
7. Does this Attachment apply to Annex 1401000? It is not referenced in Annex 1401000.
Attachment J-1401000-22 applies to both Annex 1401000 and 1502000.
8. In some cases Annex 14 workload is identified to Annex 1502000. Is it correct to assume the pricing for the workload data reflected as Annex 1502000 should be in Annex 15 not Annex 14?
The pricing for the workload data reflected as Annex 1502000 should be in Annex 1502000.
9. This Spec Item does not provide the linen exchange workload or frequency of linen exchange for the UH residents. This workload data is required in order to prepare accurate cost/pricing in support of this Spec Item. What is the workload or schedule exchange frequency for UH residents?
Sample data provided as follows:
Period Check-in Check-out 2010-2011 1,771 1,795 2011-2012 1,843 1,801 2012-2013 2,167 2,110
10. These two attachments as well as the other relevant attachments for this Annex do not provide the baseline detail (e.g. - floor type or surface area, number and type of fixtures; sq footage of floors and/or carpeting; usage data for restroom supplies to be provided the contractor, etc., etc,) that would facilitate a bidder other than the incumbent to prepare an accurate and responsive staffing and cost proposal particularly at the Sub-ELIN level. Will the Government provide this critical baseline data or establish a fixed staffing and cost figure for all bidders to include in their respective submissions?
The contractor shall provide the baseline detail (e.g. floor type or surface area, number and type of fixtures, etc. pertaining to custodial services.
11. The referenced Attachment does not show separately the number of calls initiated outside of Government regular working hours. Will the Government provide the number of these after hour calls?
On average, the contractor receives at least 10-15 Emergency calls after regular working hours a month/35-40 Urgent calls after regular working hours a month. Routine and urgent calls can be responded to the following work day.
12. Attachments J-1401000-013 and J-1402000-019 are both outdated and do not agree with the present inventories, or CNIC regulations, will these be updated?
Yes.
13. This paragraph states, "Housing customer wait time is not to exceed 15 minutes." Will additional time be granted if military members request a specific clerk and that clerk is already serving another member?
Refer to Annex 1401 Spec Item 3.1.1.
14. It is stated in Related Information that "answering machines are prohibited" and later in the same section it states "that the contractor will receive service call requests from 0700-2100 including emergencies," and further in the same section it states, "The contractor service call operation will be available 24/7." Can the Government further define the requirement?
Trouble desk has to be manned 24/7; answering machine is prohibited.
15. This section references Attachment J-1401000-022. This attachment offers estimated quantities of service calls received in Family Housing yet, the numbers appear to be low. Will the Government please validate these numbers?
Same as Question 5.
16. The contractor is required to turn in all completed original forms of lockout service call work Authorization and Bill Report (COMNAVMAR 10-5315/1 (5-79) to the area manager. This document appears to not have been uploaded. Will the Government provide a copy?
Yes. The revised form will be provided to reflect Naval Base Guam vs COMNAVMAR.
17. This reference states that the preventive maintenance schedule is to include vacant units on a semi-annual basis, however, on Page 43 of 57, there's a reference on the PM schedule to Attachment J-1502000-51, which says the PM requirement is quarterly, semi-annual and annual.
Please clarify.
Refer to solicitation.
18. The referenced Attachment J-1502000-43 does not indicate condition, size, location or last know test. Can the Government update?
No PMI was conducted for these valves.
19. Is it the Government's intent to require the maintenance contractor to develop and design a mitigation plan for units with elevated pCI/l levels, such as is currently being conducted by NAVFACPAC Environmental Hawaii?
Yes. NAVFAC Pacific will continue to make periodic visits to conduct the mitigation testing and inspection.
20. The references says that auxiliary generators shall be activated to restore electrical power within five minutes. However, ATS is believed to be proprietary to the contractor (MIDPAC).
Additionally, if the intent is for the maintenance contractor to take over, are the latest testings of generators and ATS available for reference.
No actual testings have been performed. Testing would require scheduling with Physical
Security, MIDPAC and the current contractor along with the Government.
21. The reference states, "Contractor shall submit to the COR/PAR results from manufacturer recommended tests for household appliance conducted," although the manufacturer does not support or suggest annual testing. Is it the Government's intent to test all appliances in the warehouses, Government Family and UH Housing, loaners in town and if so, what test should they perform and what is the criteria for the test?
Testing for operability only when appliances are to ensure that the appliances issued/received meet the intended purpose is safe for issuance. Appliances are also tested when returned to the warehouse for operability and safety for reissuance. Further guidance is identified on the CNIC Desk Guide for Furnishings Maintenance.
22. The Performance Objective states, "Service designated exhaust hoods and ducts and associated equipment ... ." Presently this requirement is in the FFP area of the PWS and appears to include all homes, as well as barracks. Since this requirement has the potential to cost the contractor an excessive amount of money, is it the Government's intention for this task to stay in the FFP portion of the contract, or would the Government consider including this as an IDIQ item? If it is the Government's intent for this item to be a FFP task, please include additional information to facilitate pricing.
Refer to solicitation.
23. Attachment J-1502000-57 is noted, but not included with the solicitation. Please let us know if it will be provided.
Yes.
24. The reference states, "Exterior window cleaning shall be scheduled concurrently with interior window cleaning." It is our assumption that in the Family Housing areas that this work will be scheduled concurrently as a COM, and in the barracks (UH) it would be for all assets as per Attachment J-1503010-010 or four times a year. Is this correct? Since the majority of the barracks cannot be reached with manlifts or bucket trucks, does the Government have OSHA-approved fall protection installed on the length of each building?
Exterior window cleaning is excluded.
25. This reference states, "The contractor shall repaint in its entirety, to include but not limited to the following: court surfaces, recreation and play equipment." Because the surface preparation and paints are specific for courts the cost for each may be as high as $10-$15K each, is it the Government's intent for the contractor to replace all of the courts at contractor's expense under
FFP?
Daily maintenance will be required. Additional replacement/resurfacing will be ordered through projects.
26. In this reference, the Performance Standard says that playground matting will be maintained 98 percent of the time. Can the Government provide all bidders the current condition of the mats and when the next scheduled replacements are anticipated, or is it the Government's intent to have the contractor replace playground matting upon start of the contract on FFP?
Projects are currently ongoing to replace existing (problematic) mats from rubber version to liquid form.
27. Please provide clarification: In order to provide more accurating pricing of the individual list of IDIQ line items within ELIN X023 and ELIN X026, would the Government provide more detail and specific information? Example: The COLs for such items as X02344 (Grounds Maintenance Services).
COLs 3: 2” to 4”
28. Referencing Spec Item 1.3.13.2, Explosive Safety, it states: "Any excavation to be performed must be coordinated with the Contracting Officer to determine whether Explosive Safety Submission (ESS) is needed. If required, Contractors specialized in Munitions and
Explosives of Concern (MEC) - Unexploded Ordnance (UXO) shall perform MEC-UXO survey in order to comply with ESS requirements." Request clarification whether the government will absorb the cost for the survey.
Yes, Government will absorb the cost.
29. We request clarification on where to obtain the Contract Data Requirements Listings (CDRLs).
CDRLs are located in Section F of the solicitation.
30. Will the government provide training for the Over the Counter Banking system (OTC)?
Contractor is expected to perform within contract standards.
31. Attachment reflects Mainbase Harborview 75, 77 and 79 which are not listed as Unaccompanied Housing Units.
These units should not be included and will be deleted in Amendment.
32. Building 860 not included. What is the government's intentions?
Building 860 is a laundry facility, therefore, excluded from Annex 1402. Building 860 is included in Annex 1503010.
33. Change of Occupancy Service (COS) list does not request cleaning yet, the requirement states that they must be clean. What is the intent?
The intent is for custodial services for vacant rooms unless both rooms are unoccupied therefore, custodial services are for the entire module.
34. Attachment J-1402000-013 is not updated. Does government plan to update?
Yes. Attachment J-1402000-13 is updated.
35. Attachment J-1402000-015 only references janitors and storage room. Is there a designated linen storage room?
There is no designated linen storage room.
36. Section F is mentioned throughout the PWS but not included in attachments. Please advise whether this will be made available.
Solicitation Section F lists the CDRLs.
37. The COL descriptor for FY 11-16 reflects COL3. Is this COL level defined in Attachment J- 1503010-011? If so, which area does it apply? UH is not included/identified. Is it janitorial or operational?
The COLs, Class B is for Janitorial Services.
38. Referencing Attachment J-1402000-024 is for Andersen dormitories: Will correct attachments be provided for Navy/NBG?
Attachment J-1402000-029 NBG UH Customer Evaluation/Comment form will be provided in Amendment.
39. Please clarify check-in/out requirements to be accomplished within 30 minutes. If the contractor is to follow CNIC standards, then completing this process would be impossible in the living quarters based on geographical locations and local speed limits. Would the government consider one-hour timeframe or change the requirement?
The 30 minutes is for the front desk personnel to greet the guest. The time allotted does not include travel time.
40. Per Spec 1, personal property storage is beyond the scope of the contract. Yet Spec 3.1.1.7 states, "Operate the baggage storage room for permanent party quarters" and "maintaining security of the room; and putting a system in place to ensure that personal property is not stolen."
Could the Government clarify?
Personal Property Storage is within the scope of the contract.
41. It is stated that the contractor shall manage the linen exchange. When referencing Attachments J-1402000-017 and J-1402000-022 we have noticed that there are as many "transients" as there is "UH PCS residents." Does the linen requirements, Service Calls, COS and cleaning of the rooms support the "transients," and if so, what is the average transient stay?
Yes, average of 30-day stay.
42. Is there any climate controlled area with shelves designated for UH linen storage? There is no designated linen supply room provided in Attachment J-1402000-015.
No. Attachment J-1402000-15 is the inventory of Storage and Janitor rooms per building.
Storage rooms are climate controlled and can be used as designated linen storage for each facility.
43. COLS is listed as a level of service although Unaccompained Housing or related is not mentioned. Can you define?
COLs 3, Class B is for Janitorial Services.
44. In the Areas of Responsibility under the Air Force Facilities for “DORM - PMs for appliance only, facilities for divested units in Attachment J -1402000-25 and ice machines in Attachment J- 1402000-32”, there is no Attachment J-1402000-32. Please advise if the government will be providing the referenced attachment.
Refer to Attachment J-1402000-028.
45. This Spec Item requires a PM Program to be prepared and references Attachment J1502000- 52 (AC PM FH Units) for PM Inventories. This attachment does not reflect size and quantity of AC units installed in each of the Units. Will the Government provide a listing showing size and quantity of installed AC for each unit?
See revised Attachment J-1502000-52.
46. This section states the PM Inventories are provided in J-1402000-30 for UH. There is no J- 1402000-30. Please provide.
Attachment J-1402000-030 is provided.
47. Attachment J-1503020-011, will the government be providing?
Attachment J-1503020-011 does not exist.
48. Annex 1502000A, Page 20 of 35, Preventive Maintenance (PM) Program. There is no Attachment J-1402000-30 referenced. Please advise if the government will be providing the referenced attachment.
Refer to Attachments J-1502000-050 and J-1502000-051.
49. Spec Item 3. This item states in part “The current Chiller Plant and Distribution System Description and Inventory are provided in J-1601000-001…”. There is no description/equipment list covering the Chilled Water Loop, Hydronic Systems (Chilled Water Loop-Condensing Water Loop), or the Cooling Towers associated with the Chiller Plant. Please provide in order to facilitate an accurate maintenance staffing estimate and cost for a Chiller Plant and Hydronic Systems Testing and Treatment Program as required by the PWS.
Refer to Attachment J-1601000-006.
50. Annex 1601000 –3.1 implies the plant requires an in-plant operator or operators 7/24 and
3.1.3 implies a roving operator can make checks as needed and there is no requirement for in-plant 24 coverage. Also the minimum attendance documents stated in 3.1.3 have not been provided with the PWS, Attachments, or the Solicitation. Please clarify as to the coverage requirements (roving or 7/24) and the number of operators the government requires per shift if in-plant 7/24 coverage is required.
Refer to specification.
51. L.15.(b)(3)(2) FACTOR 2: Management Plan: Was the insertion of: “Housing Operations and Maintenance Services (HOMS)/N40192-13-R-9011 Change of Occupancy Maintenance Services (COMS)” in the middle of this requirement an error?

The ELIN exhibit indicates for ELIN “C020 Annex 1503020A AAFB Pest Control Services Firm Fixed Price (FH), C02001 Scheduled Pest Control FH - Spec Item 3.1.1 and C02002 Unscheduled Pest Control (Service Calls) FH - Spec Item 3.2.1”, “D020 Annex 1503020A AAFB Pest Control Services Firm Fixed Price (FH), D02001 Scheduled Pest Control FH - Spec Item 3.1.1 and D02002 Unscheduled Pest Control (Service Calls) FH - Spec Item 3.2.1” and “E020 Annex 1503020A AAFB Pest Control Services Firm Fixed Price (FH), E02001 Scheduled Pest Control FH - Spec Item 3.1.1 and E02002 Unscheduled Pest Control (Service Calls) FH - Spec Item 3.2.1” indicate the quantity to be for 6 months, did the government intend to make this quantity 12 months as indicated for all other ELINS in those option years?
Amendment 0004 will correct “quantity” to read 12 months.
55. Can the government please provide workload data with building numbers and square footage amounts for CLIN A-E 02001 Scheduled Pest Control FH - Spec Item 3.1.1 for AAFB?
See Attachment J-1503020-011.

No.
57. The referenced Attachment J-1601000-005 only contains the titles but not the actual references. Will Government provide references mentioned on the attachment?
Yes. References can be downloaded from http://www.wbdg.org/ccb/DoD/UFC
58. Operation of the chiller system includes equipment and systems components, such as monitoring and control systems. Some systems are equipped with Johnson Controls and DCC, which are password protected. What is the Government's intent regarding these items?
Chiller at Bldg 24 is a stand alone and shall be maintained by Housing Contractor. All HVAC units with Johnson Controls shall be maintained by Johnson Control Contractor.
59. The paragraph states: "Safe operation shall ensure that all chiller plant equipment requiring operator attendance is staffed by qualified personnel at all times of operation." Is it the Government's intent to staff at 24/7?
Refer to specification.
60. The paragraph states: "The contractor shall operate Chiller plant controls and monitoring system to ensure the efficient production and distribution of chilled media." Please explain the Government's intent regarding the injection pumps, which could be degraded affecting the production of chilled media for the chillers at B24. Will the Government provide the serviceability status of the units and all sub-assemblies?
The Government considers all units installed as intended.
61. The referenced Attachment J-160500-002 is not available. Will the Government provide this attachment?
Sample will be provided to awardee.
62. Regarding referenced Attachments J-1502000-037 and J-1502000-038, these maps only show four pavilions and basketball courts, yet requirements in the PWS list many more areas of responsibility. Are maps or quantities not uploaded? Clarification requested.

The reference states, "The Contractor shall develop and submit a Critical Spare Parts Inventory per Section F and shall maintain on hand the critical spare parts required to keep the entire system in continuous service to meet chilled media demand requirements." Questions from this follow: 1) Please advise as to where we can find the referenced Section F? 2) Until the Government provides the referenced F, please advise as to what the bidders are to use to determine what the critical spare parts are? 3) If the successful contractor is to develop and submit a Critical Spare Parts Inventory List to the Government, we assume the Government will retain approval authority to ensure the submitted list meets the Government's intent. If this is a true assumption, what basis will the bidder use to determine the dollar value of the required Critical Spare Parts to be included into the FFP portion of the submitted cost volume? 4) If the Critical Spare Parts are procured as FFP and the government does not exercise the option year or at contract close out, does the Government intend to purchase these items from the contractor since this could be a substantial cost?
Section F is part of the solicitation. Critical spare parts will be procured under IDIQ.
73. Since there have been no questions for this solicitation answered to date, will the Government consider extending the proposal due date so that bidders may have sufficient time to incorporate Government answers into their respective proposals?

77. In this section, it states "No page limits are defined for the proposals." However, for Factor 1, Factor 2 and Factor 3, requirements for narratives that shall not exceed five pages are specified.
Please clarify.
Offerors are referred to the solicitation and applicable amendments.
78. This section requires "a minimum of three (3) and a maximum of five (5) past performance questionnaires must be submitted directly from references no later than the proposal due date."
However, within the requirements for Factor 5 -- Past Performance, a CPARS is requested and if not available, directions are given for submission of PPQs. Please clarify whether PPQs are required in addition to CPARS in light of the Section L.12.2 reference.
Refer to the solicitation.
79. Under "Factor 2: Management Plan/Quality Control," the solicitation states, "Key Personnel should also be Housing Operations and Maintenance Services (HOMS) N40192-13-R-9011 Change of Occupancy Maintenance Services (COMS) identified by name, educational level, qualifications, years of service with the company, and skills offered." This implies some/all employees within the HOMS and COMS organizational structure should be identified by these specific characteristics, which is counter to the limited space allowed for response in this factor.
Please clarify to what level employees beyond those named (Project Manager, Quality Control Manager, Site Safety and Health Officer) should be identified by name, educational level, etc., in the offeror's proposal.
Refer to solicitation.
80. Please provide clarification: Is it the Government's intent that the QTY 6 Months is correct for Pest Control Services required during Option Year 2, 3, 4 - Firm Fixed Price (FFP) Work within ELIN C020; D020;E020?

Please advise as to whether more recent data is available.
Attachments J-1401000-015 through 017 and 026 are provided in Amendment 0004.
82. Our analysis of the current CLIN structure leads to the potential for double-capturing IDIQ and FFP. For example, in Schedule B Item No 9000 is captured in its own CLIN as well as Items No. 0002 and 0003. Please clarify the makeup of the Total Evaluated Price for evaluation.
Refer to solicitation Section M.

85. Reference Spec Item 1.3.13.2, Explosive Safety, states "Any excavation to be performed must be coordinated with the Contracting Officer to determine whether Explosive Safety Submission (ESS) is needed. If required, Contractors specialized in Munitions and Explosives of Concern (MEC) - Unexploded Ordnance (UXO) shall perform MEC-UXO survey in order to comply with ESS requirements." Request clarification if the Government will absorb the cost for the survey.
Duplicate question.
86. Reference Spec Item 2.3.5, Contract Data Requirements List (CDRL). Request clarification on where to obtain the CDRL Listings.
Duplicate question.
87. Reference Spec Item 2.8.3, Passes and Badges. It states "The Government will issue badges without charge." Current procedure requires all contractors entering Naval Base Guam to obtain NCAC credentials at the cost of the Contractor. Request clarification if this requirement is no longer applicable.
See Annex 020000 Spec Item 2.8.3, Amendment 0002.
88. Reference Spec Item 3.2.4 and 3.3.3, Auxiliary Generators Testing, and Certification (at NBG FH Guardhouse only). It states, "Maintenance shall include periodic startup, run and load test of all auxiliary generators to ensure operability." Request clarification as to whether the ATS will be maintained by the vendor who has proprietary ownership, and will the cost of the vendor to assist in conducting the test be absorbed by the Government.
ATS will be maintained by the vendor (MIDPAC) and the cost of the vendor to assist in conducting the test will be absorbed by the contractor.
89. Reference Sanitary Landfill: "Contractor shall dispose of debris in Navy Landfill at $95.35 ton." Has the landfill been reopened for contractor use, or will contractors be forced to haul their refuse off-base for separation and contracted removal at our expense?
Navy landfill accepts construction demolition debris. Hazardous materials are no t accepted.
90. Regarding Spec Item 3.5, Ground Structures Maintenance, it states "Contractor shall perform maintenance on ground structures to include repair of defects found. Ground structures include but are not limited to perimeter fences, walls, street sign pedestals, entrance signage, concrete slabs and sidewalks. Notify the COR of imminent or possible large scale concrete structural failures." Request clarification as to whether the fence along Breakwater Ave., Harbor View (currently hidden by extraneous vegetative growth) will be covered or will the Government bring the maintenance of the fence up to standards prior to award of contract.
Fence along breakwater avenue at Harbor View is not covered by this contract.
91. Regarding Spec Item 3.4.1, Meter Reading, The Historical Chiller Plant and Hydronic Systems Meter Inventory, Locations and Schedule of Readings are provided in J-1605000-002.

See Attachment.
92. This section states, "The Contractor shall clean the roofs, gutters, and downspouts of housing units to remove all leaves, twigs, limbs, pine straw, and other debris to include removal of vegetation and algae." Is it the Government's desire to have the roof, concrete walkways and patios pressure washed (waterblasted) during a COM?
Roof cleaning shall be done during COM.
93. "Specifications listed below are supplemental to those in Section J-0200000-04 and 06.
Colors for finish coats will be specified by the Contracting Officer from Federal Standards 595."
The MIL Numbers given are outdated and in some cases no longer manufactured. Will the Government consider using a name-brand paint that is also sold in Guam? Throughout all of the upgrades, construction, occupant paint jobs there are over 25 different colors and sheens presently being used. Would the Government also allow standardizing colors to better accommodate the Self Help Store and to keep the cost down?
Yes.
94. Regarding "Note: Canopies are still under warranty; Contractor will only remove those that are not taken down by the Construction Contractor." Will the Government provide a standard timeline of removal of canopies listed and update warranties on the listed canopies?
Canopies will be removed during typhoon COR 3.
95. The term COLS has been found in J-1503010-011 "Janitorial." Should COLS be removed and replaced with J-1503010-001?
No. J-1503010-001 is a map.
96. Attachment J-1503020-011 does not appear to have been uploaded.
Attachment is provided.
97. Is this spec item referencing Family Housing Assets only? Is there also any history or projected work that relates to bird and/or mosquito surveys?
No.
98. Change of Occupancy (COM) states, “Includes all interior and exterior maintenance and repair.” We find that the ELIN structure appears to be asking for a group pricing on A02101, A02102, A02401 and A02501 while at the same time, there is a request for individual pricing for each tasking. Can you further detail the difference between these ELINs and scope of work?
Refer to the solicitation.
99. This attachment states, "painting is ordered as a separate ELIN for COOM work." Later in the same attachment it says that painting "IS" part of this requirement, then refers to Attachment J-1401000-021, which includes painting and every other possible activity that could be including in remolding of a home and both of these documents support COM. It is unclear the intent of the word COM. Can you clarify?
COM is the correct acronym for Change of Occupancy Maintenance. Exterior painting is not part of this contract. Interior painting is “as needed”.
100. It is stated that all COM work must be completed in three days, yet based on the attachments in the COM section we find that the timeframe would be impossible to make, would the Government consider extending this requirement to 10 working days?
No. Contractor is expected to perform within the standards.
