About this file
This is Amendment 0002 to a solicitation for water heater and boiler replacement work at Camp Lejeune, North Carolina. The amendment is issued by NAVFAC Mid-Atlantic (Contract ID N40085-26-R-9080) with an effective date of August 25, 2026, and does not extend the proposal submission deadline. Offerors must acknowledge receipt of this amendment prior to proposal submission or face potential rejection.
The amendment addresses a Request for Information regarding the use of Fulton Kestava condensing water heaters as an alternative to the specified equipment. The proposed configuration would include KTV-1000 and KTV-750 models at various buildings (HP52, HP56, HP551A, HP561A) with a total of eight Kestava units versus fourteen PVI Turbopower units. The offeror highlighted advantages including redundancy, reduced footprint, improved design configuration, and Duplex Stainless Steel heat exchangers resistant to chloride corrosion. The Government's response explicitly states that it does not prefer this configuration and requires offerors to bid according to the original specifications. The amendment also notes that a site visit roster has been provided and confirms all other terms and conditions remain unchanged.

CONTINUATION SHEET
1. QUESTION: Could the Fulton Kestava condensing water heater be used. If so would the following configurations be approved:
Design load is 587 GPH @ 100F delta T:
HP52 two (2) KTV-1000 @ 1,140 GPH per heater HP56 same as HP52 HP551A Two (2) KTV-750 @ 876 GPH per heater HP561A same as HP551A
PVI Turbopower 96 total 14, Fulton Kestava total eight (8).
The Kestava design gives redundancy but uses about half the heaters verses the PVI.
Kestava has a smaller footprint as well as they are down fired with the burner on top so there is no side vessel hot spot or side mount burner weld leak as with the PVI.
Both Fulton and PVI use Duplex Stainless Steel heat exchangers that are highly resistant to chlorides unlike 316 stainless.
ANSWER: The Government does not prefer this configuration. Please bid per specs.
2. A site visit roster has been provided.
3. All other terms and conditions remain unchanged.
