About this file

This is Amendment 0002 to a federal solicitation (N40085-26-R-9020) issued by NAVPAC Mid-Atlantic, the Resident Officer in Charge of Construction at Camp Lejeune, NC. The amendment was effective March 24, 2026, and dated March 17, 2026, for Project No. 25-0001 related to Drainage Repairs 1230 Area SWP13.

The amendment addresses three contractor questions and answers regarding the drainage repair project. The first question concerns a 27-inch diameter pipe noted on drawing C102 that is unavailable in reinforced concrete pipe (RCP); the contractor proposed using a 30-inch RCP instead but questioned whether an elliptical pipe should be used due to utility crossings. The answer directs the contractor to provide equivalent RCP to allow for proper separation of utilities. The second question addresses the removal and reset of a streetlight required to perform pipe replacement work and whether the base can support temporary removal; the answer clarifies that the base cannot support temporary removal and indicates that the lights are fed from Building 1231 and service five lights along the driveway, with the lighting circuit expected to be down for at least one month. The third question concerns the accuracy of a forebay notation on drawing C102, which measures approximately 90 feet long with a 2:1 existing slope; the answer confirms that the intent is to refresh the entire forebay rather than only address disturbance around the new outfall. The amendment specifies that the time and date for receipt of proposals remains unchanged and that acknowledgment of the amendment is required when proposals are submitted.

N40085-26-R-9020 Amendment 0002

CONTINUATION SHEET

1. QUESTION: One of the pipes noted on drawing C102 is 27" in diameter. This size is unavailable in RCP. We suggest a 30" RCP for the run; however, due to the crossing other utilities, we question whether this run should be elliptical instead of round. Please advise.

ANSWER:

separation of utilities.

2. QUESTION: The streetlight will need to be removed and reset to perform the pipe replacement. Will the base support the outage? If not, where are the lights fed from so the contractor can perform the lockout/tagout. The lighting circuit will be down for at least a month.

ANSWER: Base will not support the temporary removal of the lights. The lights are fed out of the back of Building 1231 and feeds the 5 lights along the driveway behind the building.

3. QUESTION: The hatch mark for note 8 on drawing C102 does not accurately reflect the forebay's size. The forebay measures roughly 90 feet long from the edge of the retention pond to the pipe outlet. The existing slope appears to be 2:1. Please advise if the intent is to refresh the whole forebay or only to address the disturbance around the new outfall.

ANSWER: The intent is to refresh the entire forebay.

4. All other terms and conditions remain unchanged.
