About this file

This is a Decision Memorandum issued by the United States Marine Corps, Marine Corps Installations East-Marine Corps Base (Camp Lejeune, NC) documenting a Categorical Exclusion (CATEX) from National Environmental Policy Act (NEPA) requirements for a storm water drainage repair project. Dated December 4, 2024, the memorandum approves Project 25M001CN under categorical exclusion subparagraph (33), which applies to new construction similar to or compatible with existing land use within cantonment areas. The project scope involves repairing or replacing failed storm water drainage infrastructure located between the Main-Side Commissary 1230 Area and Storm Water Pond-13. The area currently experiences multiple sinkholes along existing reinforced concrete pipe (RCP), an undermined/failing drop inlet, and flooding in the parking lot and toward Holcomb Boulevard due to overgrown vegetation and inadequate drainage capacity. The action sponsor is the Public Works Division/Operations, with a project start date of February 1, 2025 and completion target of December 31, 2025. The project will result in permanent site improvement across approximately one acre with digging, grading, and use of earthen fill material.

Enclosure 3 specifies applicable conditions and requirements contractors must follow, including coordination with multiple programs and branches due to the site's location within a Land Use Restriction (LUR) for aquifer use and an intermediate petroleum-derived groundwater plume. Key requirements include protecting existing monitoring wells, implementing proper waste management procedures if groundwater contamination (BTEX) is encountered, complying with stormwater permit specifications, protecting an existing above-ground petroleum storage tank, implementing 3R munitions awareness training, and ensuring sediment control during construction. Multiple environmental reviews confirmed no concerns from Explosive Safety Office, Water Quality, Air Quality, Wildlife, Cultural Resources, Threatened and Endangered Species, Wetlands, and Floodplains offices. Site approval from Asset Management Branch (910-451-0982) is required prior to construction initiation. The memorandum notes that if the project does not begin within one calendar year or if the scope changes significantly, coordination with the Environmental Planning Program Manager (910-451-4542) is required to determine whether updated environmental review is necessary.

(2) Supporting Documents

(3) Applicable Conditions

1. In response to enclosure (1), this Decision Memorandum satisfies reference (a) National Environmental Policy Act (NEPA) requirements applicable to the proposed action.

Pursuant to reference (b) planning considerations, this Decision Memorandum (DM) also documents the decision to categorically exclude (CATEX) the proposed action from the requirements of preparing an Environmental Assessment (EA) or an Environmental Impact Statement (EIS).

2. As outlined in enclosures (1) and (2), the proposed scope of the project is:

Repair or replace storm water drainage measures situated between the back of the Main-Side Commissary 1230 Area and Storm Water Pond-13. The area has several sink holes along existing RCP, as well as an undermined/failing drop inlet. The RCP appears to be failing or fracturing in multiple locations causing the sinkholes.

At the south RCP outlet, storm water runoff is backed up causing flooding into the Parking lot, as well as South eastward towards Holcomb Boulevard due to overgrown grass lined ditch/swale, and efforts to repair through corrective maintenance, IDIQ’s, etc., are not sustainable.

3. Pursuant to subparagraph (33) of reference (c), the proposed action qualifies for the following categorical exclusion: " (33) New construction that is similar to or compatible with existing land use (i.e., site and scale of construction are consistent with those of existing adjacent or nearby facilities) and, when completed, the use or operation of which complies with existing regulatory requirements (e.g., a building within a cantonment area with associated discharges and runoff within existing handling capacities). The test for whether this CATEX can be applied should focus on whether the proposed action generally fits within the designated land use of the proposed site.."

04 Dec 2024

The proposed action will not result in any extraordinary circumstances.

4. In accordance with NEPA, this Decision Memorandum (DM)documents the proper level of environmental review for the proposed action to date but may not constitute authority to proceed with the implementation of the project. Please see the enclosures for more information. If the proposed action changes or does not begin within one calendar year after the date of this DM, please coordinate with the Environmental Planning Program Manager at (910-451-4542) to determine whether this DM continues to apply to the proposed action or whether an updated environmental impact review will be required to find that a CATEX still applies to the proposed action.
