About this file

This is a Limited Asbestos and Lead Paint Testing Report for NSN Building LF-18 (JFK Restrooms Renovation) located at 9727 Avionics Loop, Norfolk, Virginia, prepared by ECS Mid-Atlantic, LLC for Naval Facilities Engineering Command. The report is dated February 2, 2026, and covers ECS Project No. 47:23100.

The survey evaluated readily accessible interior areas of the first-floor JFK men's and women's restrooms and adjacent janitor closet for asbestos-containing materials (ACMs) and lead-based paint. Asbestos testing involved collection of 19 bulk samples (29 sample layers) from plaster ceilings, drywall, joint compound, CMU paint/filler, vinyl cove base, ceramic floor tile grout, and fiberglass pipe insulation fittings. All samples were submitted to Environmental Hazards Services, LLC (NVLAP-accredited laboratory) for polarized light microscopy (PLM) analysis per EPA methodology. No asbestos was detected in any sampled materials. Lead paint testing utilized X-ray fluorescence (XRF) spectrometry and identified detectable lead concentrations in plaster ceilings, metal pipes, concrete column bases, metal structural columns/framing, CMU walls, masonry block walls, ceramic floor tile glazing, metal door components, metal electrical panels, metal conduit lines, and concrete floors. The report notes that inaccessible building areas (behind walls, sub-grade materials, exterior, and roofing) were excluded from scope and may contain unidentified suspect ACMs. All recommendations comply with OSHA standards 29 CFR 1926.62 and 29 CFR 1926.1101, requiring contractors to conduct exposure determinations before disturbing painted or glazed surfaces.

1.0 SITE DESCRIPTION

The property is developed with an administrative building located at 9727 Avionics Loop in Norfolk, Virginia.

2.0 PURPOSE

The purpose of this Limited Asbestos and Lead Paint Testing was to evaluate if asbestos-containing materials (ACMs) and lead paint may be present in readily accessible areas of the interiors of the first-floor "JFK" men's and women's restrooms and adjacent janitor closet.

No other areas of the building were included in the scope of work. Exterior and roofing materials were also excluded from the scope of work.

The floor plan indicating the project scope of work area is provided in the Appendices.

3.0 METHODOLOGY

ECS performed the authorized Scope of Services in general accordance with our proposal, standard industry practice(s), and methods specified by regulation(s) for the identification of Asbestos-Containing Materials (ACMs) and lead paint.

3.1 Asbestos-Containing Materials

The non-invasive/non-destructive asbestos sampling was performed by an asbestos inspector who has received EPA-accredited training and is appropriately licensed in the Commonwealth of Virginia.

Samples of suspect ACMs were collected utilizing hand tools and placed into individual, labeled plastic bags. Unique bulk suspect ACM samples were submitted to Environmental Hazards Services, LLC in Richmond, Virginia for analysis via Polarized Light Microscopy (PLM) in accordance with the current EPA-600 methodology. Materials consisting of additional layers were analyzed separately.

Environmental Hazards Services, LLC is listed as an accredited laboratory by the National Voluntary Laboratory Accreditation Plan (NVLAP) managed by the National Institute of Standards and Technology (NIST) for bulk sample analysis by currently approved EPA methodology by PLM.

During the survey, ECS attempted to identify suspect ACMs in readily accessible areas. However, due to the destructive means required to identify some materials, certain areas were deemed inaccessible (i.e. behind walls or sub grade materials) and were not surveyed for suspect ACMs. Unidentified suspect ACMs may be located in these and/or other inaccessible areas, or in areas of the building that were excluded from the scope of work (as described to ECS).

Samples were collected in general accordance with EPA Standard 40 CFR 763 Subpart E, Asbestos Hazard Emergency Response Act (AHERA) and OSHA Standard 29 CFR 1926.1101 Inspection Protocol.

Multiple samples of each unique material were submitted.

February 2, 2026

ECS Project # 47:23100

3.2 Lead in Paint and Surface Coatings

The lead paint testing was performed by a Virginia-licensed lead risk assessor using an X-ray fluorescence (XRF) spectrometer to identify lead concentrations in painted surfaces. Paints with concentrations of lead detectable by the XRF are considered lead-containing paints. Activities that disturb lead-containing paints are regulated by OSHA (29 CFR 1926.62).

Although this lead paint screening survey was conducted in general accordance with the U.S.

Department of Housing and Urban Development (HUD) “Guidelines for the Evaluation and Control of Lead-Based Paint Hazard in Housing”, it was not intended to meet the requirements for a surface-by-surface investigation per HUD Chapter 7 guidelines. This was a screening survey that included readily accessible representative building components suspected to be painted/coated with lead paint, within interior areas of the first-floor JFK restrooms and adjacent janitor's closet (only).

Test locations were listed by letters, with side “A” representing the east side of the building, proceeding clockwise to “B, C, and D”.

Note: The survey was intended to aid the contractors or other parties disturbing paint with lead in complying with 29 CFR 1926.62. Complying with this standard is the responsibility of the employer of the personnel who disturb the paint.

4.0 RESULTS

The following is a summary of laboratory results, findings and observations.

4.1 Asbestos Sampling

A total of 19 bulk samples were submitted to the laboratory for analysis, from which 29 sample layers were analyzed. Environmental Hazards Services, LLC submitted the signed final laboratory report to ECS on January 30 , 2026.

Samples of the following materials were collected for laboratory analysis: plaster ceilings, patches at plaster ceiling, drywall and associated joint compound, CMU (concrete masonry unit) paint/filler, vinyl cove base and adhesive, ceramic floor tile grout, and mudded fittings at fiberglass pipe insulation.

None of the samples submitted for analysis to Environmental Hazards Services, LLC were reported to contain asbestos.

Asbestos-Containing Materials (ACMs) are defined as any material containing more than one percent (>1%) asbestos as determined using the method specified in Appendix A, Subpart F, 40 CFR Part 763, section 1, PLM.

A list of materials sampled and submitted for analysis, the associated chain of custody, and the reported analytical results can be found in the Appendices.

February 2, 2026

4.2 Suspect or Assumed Asbestos-Containing Materials

Due to the inaccessibility or the destructive means that asbestos sampling requires, additional suspect ACMs may remain within the building hidden behind inaccessible areas that include but are not limited to, sub-grade walls, structural members, topping slabs, sub-grade sealants, areas behind/ within walls, pipe trenches, and subsurface utilities, etc. These areas were deemed inaccessible and were not assessed. Additionally, materials other than accessible materials within the first-floor JFK restrooms and the adjacent janitor's closet were not assessed.

If these or any other materials not previously sampled are discovered during construction activities, they should be presumed to contain asbestos and be treated as ACMs or sampled immediately for asbestos content by a certified asbestos inspector prior to disturbance, in accordance with 29 CFR 1926.1101.

Based upon our experience in the identification of ACMs in similarly constructed buildings, the following additional suspect ACMs may also be located in inaccessible areas of the building:

• Vapor barriers/waterproofing/insulation below concrete slabs at or below grade and within exterior walls

• Electrical components inside electrical panels/boxes

• Pipe insulation concealed within solid walls

• Fire doors

• Materials in areas of the building outside of the scope of work (outside first-floor JFK restrooms and adjacent janitor's closet)

• Mastic below ceramic floor tiles and mastic behind mirrors

4.3 Lead in Paint and Surface Coatings

Paint and surface coatings that contain detectable concentrations of lead are considered “lead-containing paints”. Since OSHA has no specific action level for lead in paint, all paint in found to have a measurable concentration of lead should be assumed to be lead-containing. Work performed that may disturb lead-containing paint is regulated under OSHA as referenced under 29 CFR 1926.62.

A total of 40 readings were collected during the screening survey, including calibration readings.

Paints in which detectable concentrations of lead were identified during the screening survey are summarized in the table below, and representative photographs of these materials can be found in the Appendices. A complete list of the tested materials/building components is also provided in the Appendices.

5.0 RECOMMENDATIONS AND REGULATORY REQUIREMENTS

Based on our understanding of the purpose of the Limited Asbestos and Lead Paint Testing, the results of laboratory analysis, and our findings and observations, ECS presents the following recommendations.

5.1 Asbestos-Containing Materials

None of the bulk samples submitted to Environmental Hazards Services, LLC were reported to contain detectable concentrations of asbestos. If additional suspect asbestos-containing materials are uncovered that were not accessible or sampled during this sampling event, or if the size of the anticipated work areas expands to encompass previously untested neighboring materials, it is

February 2, 2026 recommended that these materials be sampled or tested immediately upon discovery for asbestos content by an asbestos inspector in accordance with 29 CFR 1926.1101, or be assumed to contain asbestos.

5.2 Lead in Paint and Surface Coatings

Based on the findings of the lead paint screening survey, detectable concentrations of lead were identified on some painted/glazed surfaces. If future activities disturb building materials that were not tested for the presence of lead, the materials should be assumed to contain lead.

For OSHA compliance purposes under 29 CFR 1926.62, irrespective of ECS’ survey findings, the standard requires employers to “perform an initial exposure determination at paragraph 1926.62(d), using airborne exposure monitoring, historical data, or objective data” where potential airborne lead exposure may occur when disturbing any painted or glazed surface. Where lead concentrations were found to be negligible or not detected, the site safety supervisor or other safety professional may be able to provide further guidance on whether disturbance of these materials would trigger compliance with 29 CFR 1926.62 due to the nature of the activity being performed and/or the concentration of lead identified in the surfaces being disturbed. This determination was outside the scope of the services of ECS for this project. All painted or glazed surfaces within the project area should be assumed to potentially contain some lead, and any disturbance of painted/glazed surfaces should comply with 29 CFR 1926.62.
