About this file
This is Amendment 0001 to Solicitation N40085-26-R-0242 for LF-18 JFK Restrooms Renovation at Naval Station Norfolk, Norfolk, Virginia. The amendment is effective August 24, 2026, and does not extend the receipt deadline for offers. Offerors must acknowledge receipt of this amendment prior to the specified hour and date by completing the amendment form and returning copies, acknowledging receipt on each offer copy, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers. The issuing office is NAVFACSYSCOM MIDATLANTIC ROICC NORFOLK, located at 9742 Maryland Avenue, Norfolk, VA 23511-3095, with the point of contact being Melissa Domon at melissa.g.domon.civ@us.navy.mil, telephone 757-341-0562.
The amendment adds four key items to the solicitation: a site visit log (Attachment K), Limited Asbestos and Lead Paint Testing documentation (Attachment L), NAVFAC Design Revision No. 01 (Attachment M), and responses to 18 Pre-Proposal Inquiries (PPIs). The government responses address critical project requirements including the provision of temporary bathroom facilities for government personnel during renovation, assumptions regarding asbestos and lead paint in specified areas, reuse of existing pipe support hangers and ductwork where feasible, equipment selection criteria, soil excavation and backfilling procedures, fire alarm system verification, door hardware modifications, commissioning scope, and quality control personnel requirements. The amendment clarifies that commissioning is not required due to low project complexity and that the Quality Control Manager must be separate from the Superintendent, though the Key Technical Representative may recommend combining positions post-award for government consideration.

Question Government Responses Page Section Paragraph
1 08/13/26
It was mentioned by the government during the site visit that the government has an expectation for the contractor to provide a temporary bathroom facility for the exclusive use of government personnel during the duration that the permanent bathroom are out of service due to the renovation. We are not able to locate any such requirement in the RFP documents. May the government please point out the requirement in the RFP that is being overlooked?
Please see Design Revision 1

2 08/13/26
If the requirement for the temporary bathrooms is sustained and is a new requirement being added to the RFP, the contractors will need a ton of information from the government in order to determine the fixture counts to be provided within the temporary restroom facility such as: number of people per day the facility is to service, frequency of use per day, governing criteria to determine fixture count (Va Plumbing Code, UFC, IBC, etc), existing water, sewer, electric utility services to be utilized, exchanges of air required, ADA access requirements, location of the temp facility on site.
Who is responsible for the periodic janitorial service? What is the complete and exhaustive expectation of the government?
Please see Design Revision 1
3 08/13/26
We request a copy of the hazardous material field survey report from the government which was used and referenced during design.
See attached "Limited Asbestos and Lead Paint Testing Report", dated February 2, 206.
4 08/13/26
Has the floor tile in Office 108 (Maintenance Shop) and the mastic adhesive been tested for the presence of asbestos?
Lead and Asbestos testing has not been performed in the room Office 108 and Corridor 100.
Assume asbestos containing mastic in the floor tiles and carpet.
5 08/13/26 Are we to assume there is only one layer for floor tile in office 108 (Maintenance Shop)?
Assume one layer of floor tile in the Office 108.
6 08/13/26
Can the existing pipe support hangers above the ceiling be reused if their locations are suitable for the new piping?
Yes.
7 08/13/26 Dwg MH101
Can the portion of the exhaust ductwork above Bathroom 109 remain and be utilized without being replaced? Even though there is a mezzanine above this area, there is no physical means to adequately reach that portion of ductwork without walking on the existing plaster ceiling. The new exhaust ductwork can be connected to the existing ductwork at the wall line separating Rm 109 and Rm 102.
In Rev 01, the gypsum ceiling above the entrance to Room 109 is demolished. With access to the space above through that opening as well as via the mezzanine, enough room should be provided to demolish the existing and provide the new ductwork.

8 08/13/26 Dwg MH101
If the government insists on the ductwork above Bathroom 109 being replaced, can the government provide the requirement for the ceiling above Bathroom 109 to be replaced in order to facilitate the replacement of the ductwork?
In Rev 01, the gypsum ceiling above the entrance to Room 109 is demolished. With access to the space above through that opening as well as via the mezzanine, enough room should be provided to demolish the existing and provide the new ductwork.
9 08/13/26 Dwg MI601
We request the basis of design equipment for EF-1 and H-1 the government used and referenced during design.
A basis-of-design will not be provided. All of the performance, physical and functional criteria required for the Contractor to select and price appropriate equipment is included in the Specifications and Drawings.
10 08/13/26 P-501
Can the soil removed during trench excavation for the below slab plumbing lines be reused as suitable soils for backfilling the trenches?
Yes, as long as no contamination is found in the backfill, which includes construction materials and debris such as rocks and broken concrete. 5" of sand or fine gravel beneath pipe is still required as indicated in Detail B1/P-501.
11 08/13/26 Dwg FA101
What is the manufacturer of the existing fire alarm system?
Contractor to field verify.
Contract entails notification appliance work only, no initiating devices; panel compatibility should not be an issue.
12 08/13/26
Are and of the wall or ceiling penetrations required to be fire rated? None of the wall and ceiling assemblies are shown to be fire rated in the drawings.
Wall and ceiling penetrations are not required to be fire rated.
13 08/13/26 Dwg AE103
The floor stops noted by Keynote #10 on drawing AE103 will void the warranty of the hollow metal door, HM frame and the door hinges. A better solution would be to incorporate a stop into the door closer. Will a door stop in the door closer satisfy the requirement for the floor stop?
Yes, refer to Design Revision 1.Please remove floor stop L02141 / 626 / BHMA from Hardware Set No. 1. Specified Door Closer C02051 / 685 / BHMA has holder arm included.
14 08/17/26
Is there a lead and asbestos report? If so, please provide.
See attached "Limited Asbestos and Lead Paint Testing Report", dated February 2, 2026.

Along with the duties of the SSHO, can the Superintendent perform the duties of the QC for this project?
The QCM must be separate from the Superintendent. The KTR may suggest combining all three positions after award and the government will consider.
However, government acceptance should not be assumed.
17 08/20/26 01 45 00
Commissioning is mentioned in various locations of section 01 45 00. Please confirm if formal commissioning is required for this project. If so, can a commissioning specification be provided for our use?
Due to the low complexity of this project, Commissioning is not required. The KTR's QC program will need to ensure controls are working as designed.
18 08/20/26
There was discussion at the site visit regarding a temporary restroom facility that the contractor is to provide, however this scope is not located in the contract documents. In order to provide this service, we would need the following information: How many stalls are needed for the temporary facility?
Do we need to provide both male and female facilities? Is there a water hookup that can be utilized for the temp facility? Will contractors have the ability to run power from the electrical room to the temp facility, or should contractors provide a generator for the electrical demands? Will maintenance of the facility be the contractor's responsibility? If maintenance is to be provided by the contractor, how often should they be serviced?
Please see Design Revision 1
All other terms and conditions remain unchanged.
