About this file
This is a Bid Schedule for a federal construction contract for the renovation of LF-18 JFK Restrooms at Naval Station Norfolk, Virginia (eProjects No. 1766564).
The contract consists of two pricing line items. CLIN 0001 is a lump sum price for the complete LF-18 JFK Restrooms Renovation project, covering approximately 750 square feet of renovation and repair work in accordance with the drawings and specifications. CLIN 0001A is a unit price line item for additional concrete slab and thickened slab demolition, soil removal, soil preparation, and concrete refill work, with a quantity of 27 square feet priced on a per-square-foot basis. Award will be made on the total sum of CLIN 0001. For unit-priced CLIN 0001A, offerors must enter both unit prices and extended totals; if discrepancies exist between unit price and extended total, the unit price will be considered the intended bid. The document stipulates that unbalanced pricing proposals may be rejected. CLIN 0001A quantities are additive and will only be performed at the Contracting Officer's direction; any unused quantities will be deobligated through a Deductive Modification based on established unit prices. The bid schedule includes provisions for estimated quantity variations, allowing equitable price adjustments if actual quantities vary more than 15 percent above or below estimated quantities, and permitting contractors to request time extensions if quantity variations extend the completion timeline.

b. Quantities on the bid schedule that are followed by an asterisk (*) are estimated quantities and Variations in Estimated Quantity shall apply to these Line Items. If the quantity of a unit-priced item in this contract is an estimated quantity and the actual quantity of the unit-priced item varies more than 15 percent above or below the estimated quantity, an equitable adjustment in the contract price shall be made upon demand of either party. The equitable adjustment shall be based upon any increase or decrease in costs due solely to the variation above 115 percent or below 85 percent of the estimated quantity. If the quantity variation is such as to cause an increase in the time necessary for completion, the Contractor may request, in writing, an extension of time, to be received by the Contracting Officer within 10 days from the beginning of the delay, or within such further period as may be granted by the Contracting Officer before the date of final settlement of the contract. Upon the receipt of a written request for an extension, the Contracting Officer shall ascertain the facts and make an adjustment for extending the completion date as, in the judgement of the Contracting Officer, is justified.
c. The quantities for CLIN 0001A additive bid item, over and above the quantities indicated in the RFP.
These items will only be performed at the direction of the Contracting Officer. In the event that some or all of the quantities in CLINS 0001A are not utilized, a Deductive Modification will be issued to deobligate the unused balance based on the established unit prices.
d. Any proposed pricing for items indicated above which are unbalanced as to price may be rejected as unacceptable. An unbalanced offer is one that is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.
