About this file
This is Standard Form 30 Amendment 0002 to solicitation N40085-26-R-0228, a Design-Build (DB) repair contract for Officer Training Command (OTC) Dorm King Hall Building 291 at Naval Station Newport, Rhode Island, issued by NAVFAC Mid Atlantic Contracting Core. The amendment extends the proposal due date from October 16, 2026 at 2:00 PM ET to October 29, 2026 at 2:00 PM ET, while the Pre-Proposal Inquiries (PPI) cutoff date remains unchanged. The contract completion deadline is 1,278 calendar days from the date of award, inclusive of 10 calendar days for submission and approval of bonds and insurance. The Government reserves the right to eliminate offers at any time, conduct discussions if necessary, and award to the offeror representing best value using a best-value tradeoff process. Factor 1 (Technical Solutions) is of equal importance to past performance rating, and all non-price factors combined are approximately equal to price.
The amendment incorporates updates to General Requirements sections addressing time for completion, evaluation criteria, and responses to 166 Pre-Proposal Inquiries addressing technical clarifications, design standards, sustainability requirements, environmental compliance, structural design, fire protection and life safety, accessibility, permits, sequencing, meeting requirements, and numerous project-specific design and construction specifications. Key responses confirm that the Design-Build contractor is responsible for all necessary existing condition investigations, independent design development per current codes and UFC requirements, Third-Party Certification (TPC) registration and all associated costs, Government review of fire protection systems to be conducted by the Qualified Fire Protection Engineer (QFPE), in-person design review meetings, bi-weekly Owner-Architect-Contractor meetings, and coordination of swing space construction with multiple occupied buildings. The contract Point of Contact is Catharine Keeling at catharine.a.keeling.civ@us.navy.mil.

SUMMARY OF CHANGES
The following have been added by fully text:
AMENDMENT 0002
The purpose of this amendment is to incorporate the following:
1. Provide a proposal due date extension
2. Updates to General Requirements (in red)
3. Provide Pre-Proposal Inquiries (PPI) Responses
N40085-26-R-0228
1. The proposal due date is extended from 16 October 2026 2:00 PM ET to 29 October 2026 2:00 PM ET. PPI cutoff date is not extended.
2. Updates to General Requirements:
The following sections have been updated:
Time for Completion:
The deadline for completion of this task order (including Bid Options) shall be 1,278 calendar days from date of award (includes 10 calendar days for submission and approval of bonds and insurance). Completion of the entire work ready for use must occur prior to the aforementioned date. The time stated for completion shall include final cleanup of the premises.
VI. EVALUATION:
The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract; to negotiate with offerors in the competitive range; and to award the contract to the offeror submitting the proposal determined to represent the best value—the proposal most advantageous to the Government, price and other factors considered.
As stated in the solicitation, the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.202(a)(2)) (DEVIATION 2026-O0048). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
The best value tradeoff process is selected as appropriate for this acquisition. The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced offeror or other than the highest technically rated offeror.
The technical factor (Factor 1 – Technical Solutions) is of equal importance to the performance confidence assessment (past performance) rating; and all non-price factors, when combined, are approximately equal to price.
Any proposal found to have a deficiency in meeting the stated solicitation requirements or performance objectives will be considered ineligible for award, unless the deficiency is corrected through discussions. Proposals may be found to have either a significant weakness or multiple weaknesses that impact either the individual factor rating or the overall rating for the proposal.

G NOTES -
Note 1 & 3
Drawing G-005, Note 1 requires compliance with Specification Sections 04 01 00.91, Restoration and Cleaning of Masonry in Historic Structures, and 04 03 00, Conservation Treatment for Period Masonry. Note 3 requires a historic masonry consultant to evaluate the existing masonry and recommend cleaning and restoration procedures, and again refers to Section 04 01 00.91. Neither section appears in the RFP Part 5 list of prescriptive specifications. In addition, UFGS 04 01
00.91 has been retired and superseded.
Please clarify whether the Government intended to provide project-specific prescriptive specifications for this work. If so, please issue the applicable sections and revise G-005 as needed. If the intent is for the Design- Builder to develop the project specifications using the
Design Build contractor to provide design in accordance to all relevant UFC/UFS/FC CODES, Regulations as relevant at the time of award.
UFGS, please confirm whether current UFGS 04 03 00 is the governing guide specification, identify the applicable edition, and clarify whether the references to retired Section 04 01 00.91 should be deleted.
Please also confirm whether the historic masonry consultant identified in Note 3 is required to develop or review the cleaning, repair, and repointing criteria and proposed procedures for incorporation into the Design- Builder’s specifications.
734 Vol_2 Attachment G - Permit Record of Decision
Form
(PROD)
The Permits Record of Decision identifies Historic Preservation as not required and states that unaccompanied personnel housing is exempt from Section 106 of the National Historic Preservation Act, subject to “Government to Confirm.” Drawing G-005 also identifies Building 291 and its masonry as historic and requires a historic masonry consultant.
Please confirm that the Government has completed its determination and that this project requires no State Historic Preservation Officer (SHPO) consultation, submission, concurrence, or approval by the Design- Builder. If any SHPO coordination or other historic preservation review is required, please identify the applicable requirements, responsible party, required deliverables, and review durations.

8 112 01 33 29 1.6.18 Section 01 33 29 includes three separate and overlapping Third-Party Certification provisions that appear to establish different project conditions and Contractor responsibilities:
•Paragraph 1.6.18.1 requires the Contractor to register the project, complete the design and construction work necessary to achieve GP Assessment (DoD) or a Government-approved equivalent, and bear the associated registration, review, certification, assessment/validation, and plaque costs.
•Paragraph 1.6.18.2 states that the project is already registered with the TPC organization and primarily requires the Contractor to provide construction-related sustainability documentation and complete the work necessary to achieve certification.
•Paragraph 1.6.18.3 again requires registration and achievement of GP Assessment (DoD) or an approved equivalent and requires the Contractor to pay registration and certification-related fees.
These provisions create uncertainty regarding the project’s current registration status, the applicable certification pathway, and the division of design, PROJECT WILL REQUIRE TPC - AS A DESIGN

construction, documentation, and fee responsibilities.
Please identify which of Paragraphs 1.6.18.1, 1.6.18.2, or 1.6.18.3 governs this project and confirm the following:
1.) Whether the project is currently registered with a TPC organization.
2.) If registered, provide the name of the TPC organization, project registration number, current registration status, and available registration documentation.
3.) Whether the required certification is specifically GP Assessment (DoD) or another Government-approved equivalent.
4.) Whether the Contractor is responsible for registration, review, assessment/validation, certification, plaque, and related third-party fees.
5.) Whether the Contractor’s responsibility encompasses both design- and construction-phase certification requirements or construction-phase requirements only.
6.) Whether the nonapplicable provisions will be deleted or otherwise identified as not applicable.

PPI:
Paragraphs 1.6.18.1.2(a), 1.6.18.2.1(a), and 1.6.18.3.2(a) direct the Contractor to “Refer to TPC Checklist at the end of this specification section.”
Certain provisions further state that multiple checklists would indicate multiple buildings requiring Third- Party Certification.
However, Section 01 33 29 ends following Table 3-1, Volatile Organic Compounds Requirements, on Page 24, and the referenced TPC Checklist is not included.
The checklist is necessary to establish the applicable sustainability criteria, required certification pathway, documentation requirements, and basis for the Contractor’s design, construction, cost, and schedule obligations.
Please provide the project-specific TPC Checklist and confirm the following:
1.) The applicable checklist title, edition, and version.
2.) The designated TPC organization and assessment program.
3.) Whether a single checklist applies to King Hall or whether separate checklists are required for individual buildings, areas, or project phases.
4.) Any criteria that the Government has determined to be not applicable or previously satisfied.
5.) Whether an existing preliminary checklist, assessment, scorecard, registration record, or correspondence with the TPC organization is available.
6.) Whether the Contractor is required to use the checklist as issued with the RFP or update it during design and construction based on the final scope.
If the checklist was omitted inadvertently, please issue it as an RFP amendment and identify any associated changes to the Contractor’s scope, cost, or schedule obligations.

Part 3 (vol 1), Seismic Evaluation, pdf page 615 (vol 2)
RFP Part 3, Chapter 4, Section 4.2.1 states that retrofits are required for the existing Lateral Force Resisting System based on the Seismic Analysis included in Part 6, Attachment E, and identifies proposed reinforced masonry shear walls as the proposed means of providing additional lateral resistance.
The RFP also states that the designs, calculations, and plans included in the Design Build RFP are conceptual in nature and that the Design Build Contractor and Designer of Record are responsible for providing an independent design. The RFP further requires the Contractor to perform design in accordance with the latest applicable DoD Facilities Criteria and to check the accuracy of the documents and data provided in the
RFP.
The seismic evaluation provided as part of the RFP is based on ASCE 7-16 and ASCE 41-13. The current UFC 3-301-01 references ASCE 7-22 and ASCE 41-
17. An evaluation using ASCE 7-22 and ASCE 41-17 would classify the building as having a “Very Low” level of seismicity rather than the “Low” level used in the RFP evaluation. For Collapse Prevention of a Type

C3 building, the “Very Low” checklist does not require the Shear Stress Check identified as non-compliant in the RFP evaluation. If no other seismic deficiencies are found, the proposed new LFRS shear walls would not be required.
Please confirm that the DOR may perform an independent design and seismic evaluation using the current applicable UFCs and referenced standards and develop the structural design based on the results of that evaluation, concluding that LFRS shear walls are not required. For bidding, should contractors include or exclude the proposed shear walls in their base price?

UFC 1-200-01 references ABA for accessibility requirements and permits use of the applicable requirements of IBC 2024 where the ABA Standards reference previous editions of the IBC per UFC 1-200- 01 §2-10. IBC 2024 §1009.2.1 contains the same four-story threshold.
In our assessment, the first deck is the story of exit discharge for this facility; therefore, there are only three stories above the story of exit discharge. Based on this configuration, our interpretation is that an elevator is not required as part of the accessible means of egress.
Please confirm that an elevator is not required for accessible means of egress and that a standby power is not needed.
Otherwise, please confirm that the elevator is required as part of the accessible means of egress and that a standby power is required. Provide the preferred method for providing this power.
