About this file
This is a Pre-Proposal Inquiry (PPI) Response document containing government answers to contractor questions regarding the Q-58 Data Concentrator Shed (DCS) Restoration project at Naval Station Norfolk, Virginia, under solicitation N4008526R0105. The document clarifies numerous technical specifications, scope discrepancies, and administrative requirements identified by offerors during the pre-award phase.
Key technical clarifications include: all steel components must be hot-dip galvanized (eliminating previous references to stainless steel to prevent dissimilar metals concerns); clip angles for beam connections shall be 4" long L3x3x3/8; ladder anchorage welds require 5/16" fillet welds; ASTM A307 Grade A bolts, ASTM A563 nuts, and ASTM F844 washers are specified per the SOW; and EPDM rubber is acceptable for fender materials with product data submission required. Regarding site logistics, contractors may moor worker transport boats overnight at the MWR Norfolk Naval Sailing Center Marina, barges may remain on-site throughout construction, and the exact spud-down location for equipment will be determined at the preconstruction meeting with NAVFAC representatives. The scope includes 5 cubic yards of bird guano and debris cleanup for the base bid with an additional 3 cubic yards under CLIN 0001AC; demolition of 20 linear feet of existing handrail is included in CLIN 0001AF; and painted surfaces are assumed lead-free, though lead discovered during construction will be treated as a changed condition. Government-issued roof photographs will be provided via the contract specialist. Several SOW items (12a, 12b, 12d) and drawings containing references to stainless steel or irrelevant cleaning work will be removed in forthcoming design revisions, and Division 01 front-end specifications will be added to govern administrative and quality control requirements.
