About this file

This is an Executable Scope of Work document for the Q-58 Data Concentrator Shed (DCS) Restoration project at Naval Station Norfolk, Virginia, prepared by NAVFAC Mid-Atlantic. The project involves comprehensive restoration of a steel structure used during degaussing range operations that is supported on four steel pipe piles and includes two bollards and a fender system for small craft berthing.

The scope of work requires cleaning and recoating of four 18-inch diameter battered steel pipe piles, two 15-foot long by 6-inch wide pile cap W-shapes, eight 15-foot long by 6-inch wide upper and lower steel beams, and four 30-inch diameter steel conduits using power tool cleaning or scraping above mean low water elevation. The contractor must relocate two existing 4-inch diameter steel bollards from their current location and provide two new bollards at outboard locations. The project includes demolition of the existing foam-filled fender system and installation of a new 3-foot wide docking platform with updated fender frame components, including eight W6x20 beams, two C6x10.5 channels, bracing, vertical C15x40 channels, 1.5-inch steel grating, and four foam rubrail wing-type fenders. Additionally, the contractor must demolish the existing steel ladder and install a new hot-dip galvanized steel ladder with an integrated fall arrest system designed to meet Navy Fall Protection Guide requirements for 3,000-pound fall arrest loads and 1,000-pound rung loads, along with two pre-manufactured swing gates at ladder egress points. All steel must be painted with three-coat epoxy systems (zinc-rich base, intermediate, and top coat) matching existing DCS surface colors, and all materials must comply with ASTM standards, AWS D1.1 welding codes, and EM-385/OSHA safety regulations. The contractor must submit detailed submittals including manufacturer's product data, welder and torch cutter qualifications, shop drawings, paint samples, and comprehensive safety plans (Accident Prevention Plan, Activity Hazard Analysis, Hazardous Waste Management Plan, and Fall Protection Plan) prior to work commencement, with work coordinated with the Contracting Officer regarding facility security, laydown areas, hoisting equipment requirements, and final inspection protocols. Design Revision 1 was issued on April 17, 2026.

Date: December 20, 2025, Revised per Design Revision 1: 04/17/2026

General Notes:

The Q-58 Data Concentrator Shed (DCS) is a steel structure used during degaussing range operations. The structure is supported on four steel pipe piles. There are two small bollards and a fender system for small craft berthing.

Contractor Requirements:

1. The general scope of work includes, but is not limited to the restoration of the structural elements of the DCS including steel pile, beam, shell cleaning and recoating, fender replacement, and ladder repair.

2. Where existing structures to remain are damaged due to construction or demolition required by these documents, the Contractor must repair the damaged item(s) with new materials to match the adjacent material, texture and color, at no additional cost to the government.

3. Perform a thorough site visit before preparing a bid for any work on this project. Field verify existing dimensions and conditions given prior to ordering materials or beginning demolition. All existing dimensions indicated are plus/minus (+/-).

4. Observe and maintain facility and compound security requirements as directed by the Contracting Officer. An escort to the remote job site may be required daily. Contractor to coordinate with the activity and the contracting officer.

5. Laydown area must be coordinated with the activity by the Contracting Officer prior to the preconstruction meeting. Contracting Officer will establish the allowable area size.

As this work will be taking place in a remote area of the Chesapeake Bay, surrounded by water, anticipate the use of a barge or similar lay down area to assist with the storage and transfer of materials.

6. The working platform has limited space for mobility and transference of equipment. A caged ladder is the only existing access to the platform. Anticipate the need for hoisting equipment such as a barge supported crane. Coordinate with the Contracting Officer.

7. Provide and install all required materials in accordance with manufacturer’s written instructions and specifications herein.

8. Dispose of all unused and demolished materials to an offsite location. For bidding purposes, assume that the existing paint coating is NOT a Class B coating system.

9. In general terms, demolition work and the use of word “demolish”, must include the removal, effective management and disposal of existing construction and or structures.

Contractor must take care to prevent damage to existing utilities and construction that are not scheduled for demolition. If damage occurs, the Contractor must make repairs to the satisfaction of the Contracting Officer and at no cost to the Government. Selling of demolished or salvaged materials and equipment on government properties is prohibited. Dispose of all unused and demolished materials to an offsite location.

10. All repair materials must be new and are to be procured and installed by the Contractor, unless specifically noted as existing or as being provided by the government.

11. Adhere to all EM-385 and OSHA safety regulations. The use of access man lifts and fall protection devices will likely be required as part of this project.

12. Provide the Contract Line Item (CLIN) lump sum price for the items listed in the Supplementary Instructions to Offerors and the Price proposal Form (CLIN 0001AB – CLIN 0001AF). These items are to be included in the construction contract only at the direction of the Contracting Officer.

13. Submittals: The Contractor must submit all manufacturer’s drawings, certifications, catalog cuts, welders’ qualifications, testing and inspection reports, warranty documents and a safety plan to the Contracting Officer for review. Work may not begin on any given work task until all submittals related to that task have been successfully reviewed and approved by the Contracting Officer.

14. Work Schedule: Work will be accomplished in and around areas involving boat and ship traffic. Accordingly, measures must be taken to avoid interference. The DCS facility itself hosts infrequent personnel activity. Minimal interference with DCS personnel is expected. The Contractor must submit his proposed Work Schedule to the Contracting Officer at least 15 working days in advance of arriving on-site. All work milestones must be coordinated with the government inspector, the Facility Manager and the Activity Point of Contact.

15. The Contractor must contact the Government Representative 24 hours in advance to set up a time for final approval and acceptance of the repairs. The Activity point of contact must also be notified. Contract must not be considered complete until a satisfactory record of inspection is granted.

16. Any hazardous waste generated must be disposed and managed as such. Coordinate with the hazardous waste program manager to ensure environmental compliance. If further clarification/guidance is needed, contact Ronnie Stephens at (757-341-0642) or ronnie.s.stephens.civ@us.navy.mil

9. Finishing paint must match the color of the adjacent surfaces of the DCS. Paint must be applied in accordance with SSPC-PA 1 to the surfaces of installed hardware and offset 1 ft.

surrounding new work (applied to DCS).

a. Zinc-Rich Epoxy Base Coat Epoxy polyamide, MIL-DIL-24441/19C (Formula 159, Type III), 3 mil min.

thickness.

b. Epoxy Intermediate Coat Epoxy polyamide, MIL-DIL-24441/31 (Formula 150, Type IV), 3 mil min.

thickness.

c. Epoxy Top Coat Epoxy polyamide, MIL-DIL-24441/31 (Formula 151, Type IV), 4 mil min.

thickness.

10. Climbing ladder with fall arrest system must be designed to meet the requirements of the

Navy Fall Protection Guide and the following loads:

a. Fall Arrest System………………… 3,000 lbs.

b. Rungs…………………………………… 1,000 lbs. applied in the middle of the rung.

c. Attachment to walls…………….. 3,000 lbs. shear

Note: Rungs in which fall arrest system attaches to are required to resist 3,000 lb shear applied to the middle of the rung.

11. A standard SHOA compliant fixed industrial ladder (off-the-shelf) having ¾” rungs will not meet these load requirements. It is not permitted to attach or install a climbing ladder fall arrest system to an off-the-shelf ladder.

12. The manufacturer of the climbing ladder with fall arrest system must consider the shear and tension forces acting simultaneously on the anchors due to the eccentricity of the shear load acting on the attachment.
