Information

The referenced paragraph states, "Proposals shall be submitted electronically through the PIEE Solicitation Module in accordance with the instructions below by the proposal due date. Offerors may also [emphasis added] send proposals via Federal Express (FedEx), United Parcel Service (UPS), or hand-carried to the following address no later than three (3) calendar days after the electronic proposal due date (hard copy submission in addition to the electronic submission, not in lieu of ).

Please confirm our interpretation of, "may also" to mean that proposals are required to be submitted electroncially via PIEE, but that a hardcopy submission is OPTIONAL.

Yes, the requirement is to submit proposals electronically via PIEE, submission of a hard copy is optional and is not mandatory.

2 10/23/24 20 01 30 00 1.9.1

Spec 01 30 00, para 1.9.1 calls for facilitated formal facilitating partnering, requiring offeror's to carry costs for third-party independent Facilitator Consultant, meeting room and other incidental items. Requring a third-party facilitator will drive up project costs. Can NAVFAC waive this requirement?

Yes, This requirement can be waived.

Pre-Proposal Inquiry Submission Form Solicitation #: N4008525R2520

Project Title: NSN, Pier 11 Partial Demolition

3 10/23/24 179 01 57 19 1.5.1.1.2

Spec 01 57 19, 1.5.1.1.2 calls for hazardous material survey/inspection prior to commencement of work.

However, para 3.6 states that no hazmat anticipated for this work. Please clarify if the Contractor needs to provide the hazmat survey and/or inspection as part of its bid.

No hazmat survey as part of bid is required.

4 10/23/24 184 01 57 19 1.6.6 Please confirm that a marine mammal observer is required for this project per 01 57 19, paragraph 1.6.6.

5 10/23/24 110 01 45 00 1.6.5

Spec 01 45 00, 1.6.5 calls for a Registered Structural Engineer to review contractor’s submittals prior to sending it to Navy. It’s not a design-built project and typical approval of all submittals is done first by the contractor's QC Manager followed by the Government.

Having the Registered PE or the Architect for this work will result in unnecessary costs that can be avoided. Will NAVFAC waive this structural engineer requirement?

Yes, this requirement will be waived.

6 10/23/24

The RFP provides a hard completion date of June 15, 2025. However, assuming the soliciation closes on 11/20/24, the government has until March 20, 2025 to award the project (120 days). This would leave less than 90 days to complete and closeout the project. What is the project's Period of Performance?

Project must be completed by 6/15/25 with an estimated award of early December.

Time for Completio n

It is stated, "Hard contract completion date is June 15, 2025." With a proposal acceptance period of 120 days from receipt of offers, this would leave contractor with 87 days to complete the work. Can the Government confirm if this project is expected to be awarded within the first 30 days from the proposal to allow for adequate time for the subcontractor to perform the work?

See # 6.

10R 10/23/24 G-02 General Notes #22

It is a concern that pile extraction may not be possible. Is cutting the piles at the mudline or a government provided minimal depth below the mudline acceptable?

Notes #22

Note states, "Retain a geotechnical engineer licensed in the Commonwealth of Virginia to design a pile extraction plan." As a marine contractor of 75 years, it is our opinion that these piles will not be able to be extracted based on the size and length of the piles. We recommend cutting the piles at the mudline or some minimal distance below the mudline, approximately 5’. If full extraction is still required, we will not be able to bid the project.

In the General Requirements document it states, "Time for Completion: Hard contract completion date is June 15, 2025. This date includes the initial 15 days allowed for distribution of the task order award, submission and approval of insurance, bonding and other requirements set forth in the task order/MACC.

Task order award is considered notice to proceed." It also states, "Proposal Acceptance Period: 120 days from receipt of offers."

If both of these statements hold true then the Contractor may not have enough time to complete the demolition and reconstruction, considering material submittals & procurement lead times. Please clarify.

79 11/09/24 Amend 2 PPI #10

The answer to PPI #10 ambiguous and open-ended as a "goal" and a requirement have completely different meanings. Please restate the answer to PPI #10 indicating that the extraction of the 170 ft. 24"x24" piles is a contract requirement for which all costs shall be included by all offerors.
