AMENDMENT 0003
The purpose of this amendment is to provide the following:
1. Extend proposal due date to 15 April 2025 NLT 2:00 PM EDT
2. Revisions to “General Description” under Section A
3. Revisions to “Basis for Award” under Section M
4. Revisions to “Evaluation Factors for Award” under Section M
All revisions in RED TEXT.
SECTION A – SOLICITATION/CONTRACT FORM
GENERAL DESCRIPTION
P993 F-35 AIRCRAFT SUSTAINMENT CENTER AND P995 COMPOSITE REPAIR FACILITY,
MARINE CORPS AIR STATION (MCAS) CHERRY POINT, NORTH CAROLINA
P993/995 are design-bid-build projects. These projects will utilize the Early Contractor Involvement (ECI) approach and be procured in two segments: Segment I – Early Contractor Involvement Preconstruction Services and Segment II – Construction Services.
This acquisition is for Segment I and will result in the award of Firm Fixed Price (FFP) contracts for early contractor involvement pre-construction services to support P993 F-35 Aircraft Sustainment Center and P995 Composite Repair Facility, Marine Corps Air Station (MCAS) Cherry Point, North Carolina. For Segment I, the Government intends to award no more than three (3) contracts to the responsible offerors whose proposals represent the best value after evaluation in accordance with the factors and their relative importance in this solicitation.
Awardees selected under this solicitation will be considered pre-qualified to propose on the future Segment II solicitation for the construction services, pursuant to DFARS 236.272. Only those contractors pre-qualified will be allowed to submit proposals for the Segment II – Construction Services for P993 and P995. For the future Segment II under a separate procurement, the Government intends to award only one contract for the construction services.
The ECI preconstruction efforts will focus on P993 but will also consider coordination and schedule with P995. The P993 and P995 projects will be at the 65% design stage. The selected contractors for the ECI will work collaboratively with Designer of Record (DOR) and the Government team to improve the overall project delivery.
The preconstruction services will generally include: reviewing and evaluating the design documents at specified stages of development to identify potential constructability challenges and risks; providing value engineering-style recommendations and alternative ideas to improve the final product considering cost and schedule; advising on efficient construction means and methods; providing regularly updated construction cost information with substantiating documentation; identifying construction cost and schedule risks and mitigation recommendations; and identifying opportunities to increase small business subcontractor participation. The DOR will collaborate with the ECI Preconstruction Services Contractors to ensure the design does not inhibit use of efficient construction means and methods, and to develop design solutions that avoid constructability challenges and minimize cost and schedule risks. The DOR will maintain responsibility for the quality and engineering compliance for the design, and the
Preconstruction Services Contractors’ involvement during the design phase does not absolve the DOR of this contractual responsibility or Architect-Engineer (AE) liability. Input from ECI Preconstruction Services Contractors shall be submitted to the Government, but the Government will not provide any information or input in response.
This approach is essential to ensure all ECI Preconstruction Services Contractors have access to the same information to ensure a level playing field for the Segment II competition.
The P-993 F35 Sustainment Center is a 255,461 SF depot level hangar to support (20) F-35 aircraft. The facility is also a pilot project for net-zero carbon emissions in military construction (MILCON). In addition to the hangar maintenance bays, the project will also include 4 paint booths, administrative space, aircraft part modification and tool shops, and a secure area built to ICD705 standards. The main facility is a precast structural concrete panel with a pile supported foundation, slab on grade, and cross laminated timber roof deck. The structure is a single story with a two-story administrative space. The site development scope includes utility improvements to support entire Hancock Village, taxiway with a bridge and aircraft parking apron. The P-995 105,755 SF Composite Repair Facility is a new consolidated depot-level facility for advanced composites and rotor blade repair. The project consists of two major sections, a composite repair and manufacturing shop that will include a disassembly area, parts kitting area, production control/clean parts area, assembly area to include climate controlled dirty room, bonding room, clean room, depot and fleet classrooms and engineering/laboratory space. Also included is an aircraft rotor blade repair shop that includes a disassembly and staging area, dirty room, sanding pit, and bonding room. Shared spaces that include painting, parts wash, freezer, hygiene facility, bathrooms, and breakrooms to minimize construction costs and improve sustainability. Construction of the facility consists of structural steel roof framing with standing seam metal insulated roof system on load-bearing concrete masonry unit (CMU) walls with exterior finish of brick veneer and metal wall panels. Foundation design includes reinforced concrete floor slabs on prepared subgrade, and shallow concrete spread footings bearing on controlled structural fill.
SECTION M – EVALUATION FACTORS FOR AWARD
1. BASIS FOR AWARD
All technical factors are of equal importance to each other and when combined are of equal importance to each other and when combined are of equal importance to the performance confidence assessment (past performance) rating;
and all technical factors and the performance confidence assessment (past performance) rating, when combined are significantly more important than price.
2. EVALUATION FACTORS FOR AWARD
Basis of Evaluation and Submittal Requirements for Each Factor
Price Proposal:
(i) Solicitation Submittal Requirements:
DELETE #6, SMALL BUSINESS SUBCONTRACTING PLAN IN ITS ENTIRETY:
6. Small Business Subcontracting Plan (Reference FAR 52.219-9 ALT II and DFARS 252.219-7003).
REVISED NUMBERING:
6. Bank Reference. One (1) Signed Bank Reference demonstrating adequate financial resources. If offeror’s firm has a line of credit, provide information on how many figures the offeror can borrow against the line of credit (i.e. medium 6 figures – exact line of credit is not required).
7. Financial Statements. The Offeror shall provide the latest three complete fiscal year financial statements for the prime contractor, certified by an independent accounting firm, if practicable, or signed by an authorized officer of the organization. Submit evidence of availability of working/operating capital, which will be used for the performance of the resultant contract. For Joint Venture arrangements, submit the latest three complete fiscal year financial statements for each company in the Joint Venture and discuss the financial responsibilities among the companies.

10. Bonding. Provide a signed letter from your bonding company that demonstrates a single project bonding capacity of at least $350,000,000.
Non-Price Factors:
Factor 1, Corporate Experience:
(i) Solicitation Submittal Requirements:
The Offeror shall submit the following information:
Submit a minimum of two (2) up to a maximum of five (5) relevant construction projects for the Offeror that best demonstrate your experience on relevant projects (similar in Size, Scope, and Complexity as defined below).
Experience shall be that of the offeror, performed as the Prime Contractor. Experience of proposed subcontractors will not be considered. Furthermore, experience of the offeror while working as a subcontractor will not be considered.
For purposes of the evaluation, a relevant project was further defined as:
Size: A final construction price of $60 million dollars or greater. Note: Final construction price is defined as the final price of the project to include the Award Price as adjusted by any and all modifications issued during performance.
Scope: New building construction of an aircraft hangar, aircraft maintenance hangar, airfield support facility, or high bay industrial/warehouse facility. Renovation projects will not be considered relevant. A project that only included airfield pavement will not be considered relevant; rather, one of the aforementioned facilities must have been part of the project.
Complexity: Each project submitted does not require demonstrated experience with all of the following components, but collectively, the offeror’s relevant projects must demonstrate experience with all elements:
a) At least one (1) relevant project must have a final construction cost of $100 million dollars or greater.
b) At least one (1) relevant project must demonstrate experience with sequencing and/or phasing requirements
c) At least one (1) relevant project must demonstrate experience with constructing multiple buildings at a single site
d) At least one (1) relevant project must demonstrate experience with site improvements (e.g., utility infrastructure)
Note: To be relevant, a project must meet the above Size and Scope, as well as the below requirements on recency.
Not all relevant projects must demonstrate one or all of the Complexity elements. However, the Offeror’s relevant projects shall, cumulatively, demonstrate experience with all of the elements listed under “Complexity”. All elements do not have to be included under one relevant project, experience may be demonstrated collectively through all relevant projects submitted meeting Size and Scope.
Projects submitted for the Offeror shall have been completed within the past ten (10) years from the date of issuance of this RFP. Projects which are not complete as of the date of issuance of this RFP will be considered “Not Relevant”. Additionally, projects completed prior to ten (10) years from the date of issuance of this RFP will be considered “Not Relevant.” Note: Complete is defined as beneficial occupancy date (BOD), acceptance by the customer, or other similar industry standard.
For all submitted projects, ensure that the project description clearly addresses how the project meets the above Size, Scope, and Complexity requirements and clearly provides the final construction cost. The absence of any such information or information that does not clearly address the requirements may result in the project being considered Not Relevant, which could result in a rating of UNACCEPTABLE for this Factor if the minimum requirements are not met.
A project is defined as a construction project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project;
rather, Offerors shall submit the work performed under a task order as a project. The submission of a multiple award and/or indefinite delivery/indefinite quantity type contract as a whole will be considered Not Relevant.
The attached Construction Project Data Sheet is MANDATORY and SHALL be used to submit project information.
Except as specifically requested, the Government will not consider information submitted in addition to this form nor will the Government consider this information submitted via any other medium. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed two (2) pages. Information beyond this page limit will not be considered.
If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects may be submitted for the Joint Venture members. Offerors may submit experience where a member of the JV performed as a JV with another entity but must clearly demonstrate how its work on that project met Size, Scope, and Complexity as defined above.
Likewise, Offerors that are not submitting as a JV may submit a project where it performed under a JV with another entity but must clearly demonstrate how its work on that project met Size, Scope, and Complexity as defined above.
If a project was performed by a JV, and not all partners from that JV are on the JV proposed for this contract, the offeror shall clearly demonstrate what portion of the work was performed by the JV member offering on this contract and shall not include work performed by the JV as a whole. The JV member proposed for this contract shall specifically address field work performed by that JV member including field staffing and direct field work oversight.
The JV member proposed for this contract shall also address home office management performed by that JV member including the number/percentage of employees provided for the overall contract by the JV members as well as the overall percentage of work performed by the JV member. The Offeror shall also submit a SIGNED copy of the Joint Venture agreement indicating the proposed participation of each Joint Venture member. Offerors are still limited to a total of five (5) projects combined.
For a JV, the offeror shall submit the signed JV agreement. For an 8(a) Mentor-Protégé Joint Venture, the offeror shall submit the signed U.S. Small Business Administration (SBA) Mentor-Protégé approval letter and signed JV agreement.
If an Offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the SF1442) (“Corporate Affiliate”), the Factor 1 Project Data Sheet shall clearly demonstrate how the Corporate Affiliate will have meaningful involvement and clearly describe the role that firm will have in the performance of the contract. This includes an identification of the specific resources that the Corporate Affiliate is committing for use in performance of the subject contract. If this standard is not met, experience of the Corporate Affiliate will not be considered. This procedure is only available for entities that have a connection to the offeror through shared organizational/corporate structure. As noted above, reliance experience as a subcontractor or from proposed subcontractors is not permitted.
(ii) Basis of Evaluation
The basis of evaluation will include the Offeror’s demonstrated experience and depth of experience in performing relevant construction projects as defined in the solicitation submittal requirements. The assessment of the Offeror’s relevant experience will be used as a means of evaluating the capability of the Offeror to successfully meet the requirements of the RFP. The Government will only review five (5) projects for total. Any projects submitted in excess of the five (5) for Corporate Experience will not be considered. The Government will review the first five projects if more are submitted. An offeror that does not submit a minimum of two (2) relevant projects as defined above will be assigned a Deficiency and receive a rating of “Unacceptable”. An Offeror with an “Unacceptable” rating in any Factor will not be eligible for award.
Proposals from JV offerors demonstrating relevant project experience for each JV partner may be more favorably considered than proposals from JV offerors that only demonstrate relevant experience of one JV partner.
Proposals that demonstrate all required Complexity elements in a single relevant project may be considered more favorably.
Proposals that demonstrate experience with providing Early Contractor Involvement preconstruction services may be considered more favorably.
Factor 2, Preconstruction Services Approach:
(i) Solicitation Submittal Requirements:
The composition and qualifications of the Preconstruction Team and the approach to best providing preconstruction services will be evaluated in this factor.
The Offeror must submit the following information:
(1) Provide a simple organizational chart that clearly identifies the Preconstruction Team to include all key personnel identified below at a minimum and the lines of authority between each for this contract. Include a brief description of the role and responsibility of each key personnel position identified below, not to exceed (1) one page for each position.
(2) Provide resumes for the following Preconstruction Team key personnel to meet the minimum requirements in this solicitation under Section C Statement of Work:
• Project Manager / Design Office Liaison
• Cost Estimator
• Scheduler
• Each of the following Systems Expert(s):
o HVAC System Expert o Electrical System Expert o Airfield Paving System Expert o Paint booth Manufacturer
Each resume must clearly state the number of years of experience the key personnel has in their respective role they will perform for this project. Each resume must describe the key personnel’s experience with respect to the role they will perform in this project in performing preconstruction services (see definition above). Each resume must not exceed four (4) pages.
(3) Provide a narrative describing the Offeror’s management plan to provide preconstruction services during design for the project requirements of this RFP. The plan must describe in detail:
• the interaction and communication protocol between the Offeror’s Preconstruction Team noting key personnel, Government stakeholders, and the Government’s design agent;
• the approach to team collaboration and a partnering atmosphere;
• the Offeror’s preconstruction services approach to identifying and mitigating construction risks;
• how the Offeror will create and maintain accurate cost information, and how it will be used to provide informative feedback during the preconstruction phase.
The narrative must not exceed eight (8) pages.
(ii) Basis of Evaluation:
The Government will evaluate the Offeror’s approach considering the extent to which the Offeror demonstrates a comprehensive approach to providing preconstruction services to include: a systematic organizational structure for the Preconstruction Team; demonstrated depth and breadth of experience and qualifications by key personnel in performing preconstruction services; ease of communication and interaction between the Government and the Offeror; and a costing approach that will provide accurate feedback during the preconstruction phase to mitigate risk and enhance the success of the project. Any pages submitted in excess of the page limit for each type of document will not be considered.
Factor 4, Past Performance:
(i) Solicitation Submittal Requirements:
Projects are evaluated for recency and relevancy based on the parameters set forth in Factor 1, Corporate Experience. Projects that are more recent or contain more of the complexity elements listed under Factor 1 may receive greater weight in the Past Performance evaluation.
If a completed Contractor Performance Assessment Reporting System (CPARS) evaluation is available, it shall be submitted with the proposal for each project included in Factor 1. The offeror shall include all completed CPARS evaluations (interim and final) for a project. If there is not a completed CPARS evaluation, the Past Performance Questionnaire (PPQ) included in the solicitation is provided for the offeror to submit to the client for each project the offeror includes in its proposal for Factor 1 Corporate Experience. AN OFFEROR SHALL NOT SUBMIT A
PPQ WHEN A COMPLETED CPARS IS AVAILABLE.
If a CPARS evaluation is not available, completed PPQs should be submitted with your proposal. If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the Offeror should complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). Offerors should ensure correct phone numbers and email addresses are provided for the client point of contact. Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government's point of contact, Brittany Cristelli, via email at brittany.n.cristelli.civ@us.navy.mil prior to proposal closing date. Offerors shall not incorporate by reference into their proposal PPQs or CPARS previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.
Offerors may provide any information on problems encountered and the corrective actions taken on projects submitted under Factor 1 – Corporate Experience. Offerors may also address any adverse past performance issues.
Such explanations shall not exceed four (4) pages in total. Information beyond this page limitation will not be considered.
Sources of Past Performance Information for evaluation that may be used are as follows:
• Past performance information provided by the offeror, as solicited;
• Past performance information obtained from questionnaires tailored to the circumstances of the acquisition;
and
• Past performance information obtained from any other sources available to the Government, to include, but not limited to, Contractor Performance Assessment Reporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; the Defense Contract Management Agency; and interviews with Program Managers, Contracting Officers, and Fee Determining Officials.
While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.
A copy of the blank Past Performance Questionnaire to be used for requesting client references is included as an Attachment.
The Government reserves the right to contact references for verification or additional information. The Government’s inability to contact any of the Offeror’s references or the references’ unwillingness to provide the information requested may affect the Government’s evaluation of this factor.
