About this file
This document is an Amendment (0001) to Solicitation N4008525R2515 for the F-35 Aircraft Sustainment Center and Composite Repair Facility at Marine Corps Air Station Cherry Point, North Carolina. The amendment provides responses to 16 pre-proposal inquiries addressing various aspects of the solicitation, including project experience requirements, key personnel qualifications, preconstruction services, and design milestone details. Key responses include confirming that contractors can propose two renovation projects within the total of five projects, verifying the offer acceptance period of 60 days, and clarifying that preconstruction services are anticipated to be approximately five months.
The amendment also updates several federal acquisition regulation (FAR) clauses, representations, and certifications, including adding new deviation clauses for apprentices and trainees, sustainable products, and subcontracts for commercial products and services. The North American Industry Classification System (NAICS) code for the acquisition is 541990, with a small business size standard of $19,500,000. The proposal due date remains unchanged at 11 April 2025 NLT 1400 (EDT), and the government will focus early contractor involvement (ECI) preconstruction efforts on P993 while considering coordination and schedule with P995.

AMENDMENT 0001
The purpose of this amendment is to provide the following:
1. Responses to Pre-Proposal Inquiries (PPI’s)
Pre-Proposal Inquiry Responses:
Question # Reference
Question Government Response Page Section Paragraph
1 74 Factor 1:
Experien ce Scope
Considering the scale of this project, we request that contractors be allowed to submit up to two (2) renovation projects in addition to the new construction projects, within the total of 5 projects.
Propose per RFP.
2 SF33 Block 12
In Block 12, the offer acceptance number of calendar days is left blank; however, it says "60 calendar days unless a different period is inserted by the offeror).
Please confirm the offer acceptance number of days from receipt of offers.
60 days confirmed.
3 81 3.2
Section 3.2 Pre-Proposal Inquiries identifies a cutoff for submitting PPIs, of 14 days prior to the solicitation closing date, however no time was given. Please confirm a cutoff time of COB or 5:00p EST.
Close of business.
4 SF33 Block 9
Given the magnitude of the solicitation documentation, including the CUI specifications and drawings, we request an extension of three weeks to allow contractors sufficient time to review and develop our best technical and pricing solutions for NAVFAC and the installation.
Proposal due date remains unchanged.
To price the cost of ECI, it would help contractors to know the size of the 65% design drawings and specifications package for P995.
P-995 includes 325 drawings at the 65% Design Submittal, as well as a Specification of 2290 pages. It is a 107,000 SF new

facility directly adjacent to P-
993. Construction pricing is not required for this proposal.
6 75 Factor 1 ii Basis of Evaluation
Factor 1, Basis of Evaluation notes that Proposals demonstrating relevant project experience for each JV partner may be more favorably considered. Please confirm this is not considered more favorable than an offeror who is not a JV and submitting projects performed by themselves.
Confirmed.
7 74 Factor 1
Factor 1 notes project must be complete in the past 10 years from date of issuance of this RFP and then notes relevant projects demonstrating experience with providing Early Contractor Involvement preconstruction services may be considered more favorably. Please confirm if the offeror can propose a relevant project that is ECI with NAVFAC where the preconstruction services has been successfully completed but construction is not yet finished.
Contractor must submit a minimum of 2 relevant projects that have been completed with the past ten (10) years per the
RFP.
8 6 & 76 Factor 2
Factor 2 states to provide resumes for the Preconstruction Team key personnel to meet the minimum requirements of the RFP. Section
1.4.2.1 states the PM/DOL must have 10 years experience on project of similar monetary size "or" scope complexity to this project. The RFP does not define the estimated magnitude of construction per DFARS, and Factor 1 lists similar projects of at least $60M but one must be $100M.
1 - Please confirm what the "monetary size" should be for the
PM/DOL?
2 - Please confirm monetary size and scope is required not one or the other?
Size and scope are defined in Factor 1.
9 6 1.4.2.3
Section 1.4.2.3 notes the scheduler must have 5 years experience in estimating on preconstruction and construction projects of similar size or
Propose per RFP.
complexity and hold a Scheduling Professional from the Project Management Institute (PMI-SP) or similar scheduling credentials.
The certification is not a typical requirement on DoD construction projects for the Scheduler.
1 - Please confirm a Scheduler who has 10 years similar experience is acceptable in lieu of a certification.
2 - Please confirm what "similar scheduling credentials" will be acceptable?
10 6 1.4.2.4
Section 1.4.2.3 notes the scheduler must have 5 years experience "in estimating" on preconstruction and construction projects. Is "in estimating" supposed to be "in scheduling," or does NAVFAC want to confirm the scheduling has estimating experience?
In this paragraph, the individual is estimating the schedule.
Experience specific to construction scheduling is requested.
11 2 Section
C Part 1 - Services
The RFP notes the ECI preconstruction efforts will focus on P993 but will also consider coordination and schedule with P995. The Part 1 - Services does not note P995. Please confirm if offerors are to provide a detailed schedule for P995 construction when providing a schedule for P993 after each design submittal of P993.
A construction schedule is required for P993 that address coordination required with the ongoing construction of P995.
12 2 Section
C Part 1 - Services
Please confirm no constructability views, Variations, or cost estimate during Preconstruction services is required for P995.
The ECI preconstruction efforts will focus on P993 but will also consider coordination and schedule with P995.
13 5 Section
C 1.2.2
1.2.2 notes that Preconstruction Services is anticipated to start in May 2025 and construction contract is targeted for February 2026 award. Section 1.4.4.2 notes the Final Design will be complete on June 9, 2025 and Section 1.4.5 notes the PM/DOL is to attending bi-weekly meetings over a 6 month period. Section 1.3.1 notes "The maximum time allowed for performance has been identified in the RFP N4008525R2515," however no maximum allowable time has been provided. This is important for pricing
Pre-construction services are anticipated to be approximately five (5) months.
preconstruction services.
Please confirm how long Preconstruction Services period of Performance is anticipated?
14 5 Section
C 1.1.1
1.1.1 notes Preconstruction services notes we are to provide cost information at each design milestone and then listed the milestones as 65%, Prefinal, and Final design. Confirm we owe 3 cost estimates as part of preconstruction services. The Future Segment II under a separate procurement will be a bid of the IFC set?
Cost information at each design milestone is required. Firm fixed price will be requested on signed seal drawings in segment II.
15 7 Section
C 1.4.4.2
1.4.4.2 notes the 65% will be at Task Order award but then notes the Pre-final set will be on April 28, 2025. Section 1.2.2 notes the plan award is May 2025. Please confirm the design has not progressed beyond 65%. If it has preconstruction services to include schedule, constructability review, and cost estimate be required for both a 65% and Prefinal?
The design is progressing and 65% and Prefinal preconstruction work is required.
16 6 Section
C 1.4.2.4
1.4.2.4 notes if we are not self-performing construction work associated with the areas for the System Experts subcontractor personnel must be participate.
We are not able to finalize self-performing vs subcontracted at this time as this will be a key component of our preconstruction services to identify the best value to the government, pending final design, available resources, schedule constraints and other items. Please confirm offerors can provide in-house experts that meet the requirements for these system experts regardless of if we self-perform or subcontract the work.
Qualifications for self-performed and system experts are the same.
