About this file
This document is an Amendment (Amendment 0002) to Solicitation N4008525R2515 for the F-35 Aircraft Sustainment Center and Composite Repair Facility at Marine Corps Air Station Cherry Point, North Carolina. The amendment provides responses to 31 pre-proposal inquiries (PPIs) covering various aspects of the solicitation, including clarifications on design development review meetings, organizational chart requirements, system expert resume expectations, scheduling credentials, cost information submission, and confidentiality of submitted materials.
Key clarifications include confirming the 2024 filing cycle for VETS-4212, specifying that design development review meetings will be held separately with each Early Contractor Involvement (ECI) contractor in the Havelock/New Bern area, allowing 8.5x11 or 11x17 page sizes for organizational charts, and establishing that the government will provide a template for cost information following the Uniformat work breakdown structure. The amendment also addresses travel expectations for key personnel, virtual meeting options, and guidelines for submitting system expert resumes, with the proposal due date of 11 April 2025 at 1400 EDT remaining unchanged.

PPI 8 response in Amendment 1 defines relevant expires as size and scope in listed in Factor 1 which identifies Size as $60M and Scope as Aircraft Hangar or high bay industrial/warehouse but notes a project that only included airfield pavement will not be considered relevant. Does the Airfield Paving System Expert require 10 years on similar $60M hangars or highway industrial/warehouses or can they show 10 years of experience in concrete paving even if a hangar is not part of the scope?
The following statement from Factor 1, "A project that only included airfield pavement will not be considered relevant," is not related to the requirement to submit a resume for the Airfield Paving System Expert as outlined in Factor 2, Solicitation Submittal Requirements.
