1.0 PROJECT DESCRIPTION

A. Background. Per Regulations of Connecticut State Agencies Section 22a-174-22 and boiler operating permit number 070-0283 boiler stack emission testing for Nitrous Oxides shall be conducted every five years from the date of the previous stack test. In order for the boilers to be emission testing ready a boiler recalibration/tuning will be necessary. Additionally boilers must be recalibrated for peak heating season and summertime light load operation. Recalibration involves balancing the fuel to air ratio to run at the highest efficiency possible while adhering to Connecticut Department of Energy and Environmental Protection (CT DEEP) emission limitations. Supplying excess air to boilers while ensuring complete combustion of fuel also has the detrimental effect of diluting combustion products and lowering their temperature. Lower temperature combustion products transfer less heat to boiler feed water increasing the amount fuel required to produce the same volume of steam created with less excess air. During the winter time (peak heating season) the excess air introduced to the boiler is cooler and less humid and the summer (low steam demand) the excess air introduced to the boiler warmer and more humid. These seasonal changes combined with changes in boiler loading necessitate recalibration (tuning) of boilers at least semi-annually. The installation of a condensate return meter is necessary to better understand and manage boiler plant operations. The amount of condensate returned for use in the boiler determines how much make-up water will need to be introduced into the system. Condensate return water is generally re-introduced to the boiler feed water system at a much higher temperature than make-up water reducing the amount of boiler heat input energy from fuel to create steam. Having a condensate return meter will assist in identifying boiler performance issues.

B. Existing Site Conditions In the past boiler calibration/tuning services have been performed by Frank I. Rounds Company under the Boiler Maintenance Contract with the latest set of boiler tuning for boiler 4 occurring in March 2022.

C. Scope of Work

Boiler 4 will need to be tuned in March 2024 and late October or early November 2024. Boiler 1S will need tuned in May 2024 and late October or early November 2024.

b. Tuning services provided shall include: the real time monitoring and analysis of boiler stack exhaust gases for adjusting each unit’s excess air to fuel ratio for compliance with Connecticut Department of Energy and Environmental Protection (CT DEEP) air emission standards while providing the highest boiler combustion efficiency possible.

c. Supply boiler replacement parts as necessary to facilitate the boiler tuning process.

SCOPE OF WORK

Air Tox will provide an accurate measurement of emission rates for the pollutants listed in Table 1 respective to each test scenario.

The data collected during these test program will consist of defensible, quality assured data that will be used to demonstrate the facility’s compliance with the respective allowable emission rate limits in accordance with the U.S. Environmental Protection Agency (US EPA) and the Connecticut Department of Energy and Environmental Protection (CT

DEEP).

Air Tox Environmental Company, Inc.

Proposal No. 22017 – Navy Base Caterpillar RICE 5-Year Testing Program 2022 Page No. 1

Test Protocol & Test Notification

Upon award of contract and subsequent request to test, Air Tox will prepare a Site Specific Test Plan (Test Protocol) detailing the methodologies that will be used to perform the compliance test program. The document will contain a brief introduction, including a proposed schedule, as well as sections detailing the plant operations, sampling and analytical methodologies, and quality assurance procedures.

The protocol will be suitable for submission to the CT DEEP & EPA as applicable.

Air Tox will notify, at the client’s request, the CT DEEP in writing of the facility’s intention to conduct the performance test at least 45 calendar days prior to the test date. The notification will also include the aforementioned Site Specific Test Plan.

Test Scenario 1 – Caterpillar Diesel Generator No. 1 Compliance Test

Air Tox anticipates that this test program will take a single mobilization effort and a single day (approximately 9 hours onsite) to perform the testing in accordance with the required EPA Methods. This is contingent on full cooperation from the facility and prompt operation of the equipment.

The test program will consist of three (3) one-hour test runs for concentration and mass-rate measurements of pollutants NO and CO and concentration measurements of diluents O and CO from the exhaust stack of the source. The concentration of CO and O prior to the oxidation catalyst will also be measured simultaneously with the outlet measurements.

All testing must be performed while the unit operates at “Worst Case Conditions” as specified in the air permit greater than 90% of maximum rated capacity (MRC) as determined by heat input to satisfy the CT DEEP’s test requirement. It will be the facility’s responsibility to maintain the appropriate load for the test runs.

Also included will be a No. 2 fuel oil sample that will be analyzed by Sterling Analytical Laboratory in Springfield, MA. The analysis will determine the actual O Fuel F-Factor for determining lb/hr and lb/MMBTU emission rates while firing fuel oil.

Test Scenario 1 – Caterpillar Diesel Generator No. 2 Compliance Test

Test Scenario No. 2 Test Method List & Sampling Format

Emission Parameter Reference Method Sampling Format Sample Location

CO EPA Method 10 3 x 60 minute runs Continuous Sampling DG-2 Catalyst Inlet

Diluent (O ) EPA Method 3A 3 x 60 minute runs Continuous Sampling DG-2 Catalyst Inlet

If the DG-2 test program is able to be tested during the same mobilization as the DG-1 test program (Air Tox anticipates that this will be the case), only the single fuel sample will be taken and analyzed as described for Scenario 1, and this single sample will be applied to both engines, as the fuel for both units is from the same source. If DG-2 is tested during another independent mobilization, a discrete fuel sample will be taken and analyzed and used to determine the DG-2 emission rates.

Test Reports

Within thirty (30) days following completion of each field effort, or as soon as lab samples have been processed, a report detailing all collected data and results for the combined test scenarios will be submitted to the client for review. If the test scenarios are completed over separate mobilizations, a separate report will be generated for each scenario. This report will also include a description of the sampling and analytical methodologies used, process conditions and a detailed interpretation of the information gathered.

Because these test scenarios are structured to demonstrate compliance with both the CT DEEP permit requirements and with the EPA RICE MACT, the report will address both State and Federal requirements and will be suitable for submission to the EPA and CT DEEP.

Miscellaneous Diagnostic Sampling/Test Event

Should SUBASENLON require additional air emissions measurements for diagnostic and internal purposes for any of the sources covered in this proposal, Air Tox will bill according to the price scheme below.

For this event, Air Tox can provide real-time measurements for NO , CO, O , and CO to Navy Personnel. All sampling results will be provided to the client on the day of testing, including raw data and test summary sheets. Formal CT DEEP notification and formal report writeup are not included in this price.

For testing of parameters beyond those listed above, (e.g. NH , CH O, Particulate) additional pricing can be provided.
