About this file

This document is a Questions and Answers (Q&A) file for a federal contract opportunity at Naval Surface Activity (NSA) Crane, focusing on an environmental remediation project. The Q&A covers multiple technical and procedural details, including requirements for soil sampling, excavation, waste characterization, restoration, and site-specific logistics. Key confirmations include the contractor's need to prepare a Unified Federal Project-Quality Assurance Project Plan (UFP-QAPP), create an Accident Prevention Plan, develop a construction quality control plan, and conduct pre-sampling for waste disposal approval. The project involves removing sediment from various site areas, with specific instructions on soil stockpiling, containerization, utility locates, backfill testing, and restoration requirements. Additional important points include regulatory coordination with EPA/IDEM, PCB remediation under specific guidelines, and confirmation that no onsite borrow areas exist for backfill materials.

Page Section Para.

1 3 2.2 & 2.3 Will a UFP-QAPP need to be prepared or will we be working under one prepared by another contractor?

Yes, the contractor will need to prepare a UFP-QAPP to cover all tasks awarded to the contractor. 0003

2 3 2.2 & 2.3 Will a Accident Prevent Plan need to be prepared or are we required to work under one provided by the Navy?

RACMAC required to create APP/SSHP 0003

3 3 2.2 & 2.3 Will a Construction Quality Control Plan be required? It is not mentioned in Attachment A.

Yes. A construction quality control plan is required. 0003

Will all of the options be awarded at the time so that the construction can be executed to minimize mobilizations?

Timing for options to be awarded are dependent on available funding and proposal costs. If possible options will be awarded at the same time as everything else, but may not be feasible. 0003

5 Site Walk

Will a confirmation soil sample be required for each of the sidewalls following removal of the sediment basin? During the site walk it was indicated that sampling would be required.

Yes, sidewall and floor confirmation samples (if applicable) will be required. The exact approach will vary based on the area (i.e., settling basin. Drainage ditch, SWMU 37, Subarea E, etc.).

6 Site Walk

During the site walk we were instructed that soil was not to be stockpiled prior to loadout. Can it be staged and loaded out each day?

Soil may be stockpiled prior to loadout. The site walk stockpile discussion was a recommendation based on previous experience at Crane. Due to excavation quantities, it may be impractical to stockpile all material before sampling, as well as managing large stockpiles over extended periods can create problems with the inevitable heavy rain and high wind weather conditions experienced at NSA Crane. Best management practice is to keep stockpile quantities to a minimum. It is recognized that at times stockpiling cannot practically/logistcally be avoided.

7 Site Walk During the site walk it was indicated that a truck scale would be needed.

Can we weigh the trucks at weigh station on base?

A truck scale is not required, however it should be noted the scales at Crane are only available during certain hours (TBD) and must be operated by a government employee or designated scale operator. 0003

8 Site Walk During the site it was indicated that drums were not required for the packaging of sediment from the sediment basin. Please confirm. It will be up to the contractor to determine the type container(s) needed for packaging of the sediment.. 0003

9 RFP

The General Requirements section of the RFP references a Davis Bacon Wage Determination (IN20250008 DTD 07/11/2025) which is different from RFP Attachment #5, which lists a SCA Wage Determination (WD 2015-4821, Rev 30, DTD 07/08/2025) . Can the Government clarify which Wage Determination is to be used in the cost proposal? Please use the Davis Bacon wage determination from submitted with Amendment 0002 0003

Please confirm pre-sampling for disposal approval is preferred method of waste determination Yes. Pre-sampling of the impacted media for waste characterization determination is preferred. 0003

Please confirm that regulatory coordination will be directly between Crane POC & EPA/IDEM Yes, with NAVFAC RPM copied on all correspondence 0003

Please confirm that PCB cleanup program (Self-implementing, Risk Based, Performance Based) has not been determined and any delays from EPA approval will create extensions in the POP.

The PCB remediation will be conducted under a 761.61(a) and will require EPA approval as well as EPA approval of the landfill selected for disposal. 0003

13 Please confirm plans are Draft and Final version only For costing purposes please assume a Draft to Navy, Draft Final to regulators, and Final will be required. 0003 14 Please confirm that Crane Public Works does not locate utilities Utility locates are submitted via Indiana 811. PW is then notified through this process. 0003

15 Site Walk

Based on site visit observations, access to SWMU 37 has significant slopes/grades. Please provide topographic surveys/cadd files indicating 1 ft contours for work areas. This can be provided to the bid winner. 0003

16 Please confirm that no onsite borrow areas exist for backfill Correct. All backfill materials will need to be sourced from off-site. 0003

17 Please provide a detail for restoration Restoration shall include returning all areas to the previous grade with clean imported backfill and installation of vegetative cover in accordance with the Indiana Storm Water Quality Manual. 0003

18 Please confirm the steam lines cannot be disturbed during removal For proposal purposes please assume this is correct. 0003

19 Please confirm status of railroad tracks at work areas

The 2 rail spurs west of B200 that would have to be crossed for access to the SW settling pit can be removed. The RR ties would require off-site disposal due to creosote. The footage removed has to be reported in order to be removed from the current rail inventory. 0003

Please confirm any import aggregate requires removal following implementation of the work Yes, any aggregate imported should be removed and all areas should be restored to as close to previous condition as possible. 0003

Please confirm testing requirements for import backfill

All imported backfill shall be tested for the following:

- TAL Metals (SW-846 6020) and Mercury (SW-846 7471)

- VOCs (SW-846 8260)

- SVOCs (SW-846 8270)

- PCBs (SW-846 8082)

- Pesticides (SW-846 8011)

- Herbicides (SW-846 8151) 0003

Please confirm that PFAS is not present in the work areas The soil/sediment at these sites were not sampled for PFAS but based on site history, there is no reason to believe that PFAS are present in soil/sediment at levels greater than background. 0003

Please confirm that no collection, treatment or disposal of stormwater is required during this work

As long as excavations are conducted so as to prevent storm water contact with contaminated excavations, then storm water T&D will not be required. However, if there is suspicion that storm water has contacted contaminated materials within the excavation areas, then the Storm Water PM would be engaged for further recommendations, which may include sampling and off-site disposal. 0003

Please confirm if trees and/or woody vegetation may be cut and left onsite following removal for access.

Emergent (i.e., above ground) woody vegetation, including trees, may be left onsite provided that the placement does not result in erosion. 0003

Please confirm this interim measure project does not include removal of rock Correct, the removal of rock is not required for this project. 0003 During the site walk, there was a discussion for sidewall sampling requirement. Please confirm.

Yes, sidewall and floor confirmation samples (if applicable) will be required. The exact approach will vary based on the area (i.e., settling basin. Drainage ditch, SWMU 37, Subarea E, etc.). 0003
