About this file

This document is a Questions and Answers (Q&A) Amendment 0002 for a Navy environmental investigation contract. The document covers seven key questions from potential contractors regarding sampling requirements, seed restoration, analytical methods, and administrative details. Significant responses include: 1) contractors must follow Indiana Storm Water Quality Manual for seed installation, 2) all samples must be analyzed using the most current SW-846 methods for specific contaminants, 3) investigation-derived waste samples will not require hexavalent chromium TCLP testing, 4) no munitions have been found in the areas, 5) an Accident Prevention Plan/Site Safety and Health Plan (APP/SSHP) is required, and 6) Davis-Bacon Wage Determination IN20250006 dated 09/05/2025 will be used instead of Service Contract Act wages. The proposal submission deadline has been extended to September 12, 2025, at 2:00 pm EDT, and will be updated in PIEE and SAM.gov.

Is there a requirement for the restoration seed mix? (% of seed type); The RFP notes that the contractor is to remove erosion and sedimentation controls after grass growth is established. Is there a designated/required amount of days post seeding that is anticipated to occur?

Contractor shall follow all requirements as listed in the Indiana Storm Water Quality Manual regarding seed installation and germination requirements.

This is a general question regarding sampling. Is there a list of required/approved analytical methods to be utilized on the samples. There are several methods per type of analytical and we want to comply with Navy expectations, as there can be fluctuations in both cost and timeliness of results.

Contractor shall have all samples analyzed by the most current SW-846 methods for each contaminant of concern.

For example, volatile organic compounds should be analyzed by SW-846 8260, metals should be analyzed by SW- 846 6010, hexavalent chromium should be analyzed by SW- 846 7196, and PCBs should be analyzed by SW-846 8082. AMEND 0002

It is noted that explosives in soil is one of the analyses to be run on collected samples in both SWMU’s. Historically, have munitions been found in those areas, or is it a byproduct of previous operations?

No, munitions have not been found in these areas.

Contamination in these areas is due to the historical load and fill operations, powder operations, and propellant testing operations. AMEND 0002

5 general There is no discussion of a Health and Safety Plan, or Accident Prevention Plan in the RFP. Is one expected to be provided?

Yes, an APP/SSHP is required
