About this file

This document is a Standard Form 30 Amendment/Modification for Solicitation N40085-25-R-0133, covering SWMU 36 Subarea I and SWMU 37 Subarea E Excavation at Naval Support Activity Crane in Indiana. The amendment provides critical site visit responses and updates, including restrictions on tree clearing (only allowed from October 1 to March 30 due to Indiana Bat habitat), truck weighing procedures, sampling requirements, and permitting considerations for excavations impacting streams. The modification updates the proposal due date to September 12, 2025 at 2:00 p.m. EDT via PIEE, with a Pre-Proposal Information (PPI) cutoff date of September 8, 2025 at 3:00 p.m. EDT. Key site-specific notes include the need for wall samples during excavations, potential challenges with material stockpiling, and elevated detections of DRO and ERO in the SW settling pit in Subarea I.

Responses addressed during the Site Visit below

1. Tree clearing – due to Indiana Bat habitat, tree clearing may only occur from 1 October to 30 March with local Natural Resources approval.

2. Truck weighing – there is only 1 set of scales at Crane on which to weigh trucks. If contractors elect to bring in portable certified scales, verification on a 10 to 1 ratio (i.e., for every 10 trucks weighed on the portable scales, verify 1 truck weight on the Crane scales) may be required.

3. In §2.6, there's a statement about collecting confirmation samples from the bottom of the excavation. Note that for most excavations, the regulators will want to see wall samples also.

4. In §2.4, there's a statement that materials will need to be stockpiled prior to characterization sampling. Often, the landfills will accept in-situ samples for characterization. Due to excavation quantities, it may be impractical to stockpile all material before sampling, as well as managing large stockpiles over extended periods can create problems with the inevitable heavy rain and high wind weather conditions experienced at NSA Crane. Best management practice is to keep stockpile quantities to a minimum.

5. Excavations impacting streams (e.g., the SW settling pit in Subarea I/B200) will require 401/404 permits.

6. The SW settling pit in Subarea I also had elevated detections of DRO and ERO.
