Factor 1 – Technical Solution:

(i) Solicitation Submittal Requirements:

a) The Offeror shall provide a “Technical Approach Narrative” describing the technical solution for the project that meets the requirements of the RFP and that demonstrates the Offeror's ability to successfully perform this project at the CIA (Controlled Industrial Area) of the Norfolk Naval Shipyard (NNSY), Portsmouth, VA.

The narrative shall address major elements of work and demonstrate understanding of the scope, all phases and major milestones, bid options 1 and 2, technical complexities, and construction schedule required to achieve the work as identified in the solicitation. Identify activities that may affect the project timeline, including other/off site work activities. In addition, the plan shall address the following technical complexities:

1. Provide narrative addressing overall management and coordination of simultaneous construction activities with multiple disciplines.

2. Provide narrative addressing construction strategy for working on a confined site in the CIA area of the NNSY.

3. Provide a narrative addressing construction strategy for providing all elements of the electrical work as described in the RFP, while reducing the number of building outages required to accomplish the electrical SOW.

4. Provide narrative strategy in avoiding project schedule slippage due to material/ equipment procurement or delivery delays.

b) Provide a “Labor Force Narrative” describing how the needed skilled labor forces will be provided and maintained throughout the duration of this construction contract for all labor forces at Norfolk Naval Shipyard, Portsmouth, VA. The narrative shall address at a minimum:

1. Securing the required non-skilled workforce/skilled work force to work the project and maintaining the workforce as needed.

Norfolk Naval Shipyard, Portsmouth, VA Work Order 1654300

c) Provide an overall Critical Path Method (CPM) schedule showing the timeline of the proposed designs and construction. There are no page restrictions on the CPM schedule.

The project schedule shall illustrate the offeror’s ability to achieve or improve on the contract completion date set out in the RFP (630 calendar days inclusive of base bid work as well as all options, including 15 days for bond approval). Identify the overall completion time for this project, as well as interim completion times (including each sequence of work as identified in the RFP) and key milestones for sequences as required to complete construction. The schedule shall demonstrate an understanding of the work, a logical sequence of events to accomplish the work, and contain enough information to identify all of the major milestones, as defined in the RFP.

The schedule shall be based on a contract award date of 12 December 2025. This date is for proposal purposes only and is not intended to indicate an anticipated/planned award date.

(ii) Basis of Evaluation:

The Offerors will be evaluated to determine whether they demonstrate both a clear understanding of the requirements of the RFP and a realistic plan for performing the necessary work within the permitted time period. An Offeror whose schedule fails to propose a realistic and feasible contract duration compliant with the RFP may be rated unacceptable.

The basis of evaluation will also include a determination as to whether the Offeror’s narratives and CPM schedule demonstrate a realistic plan for handling the complexity of the actual construction work. The assessment of the Offeror’s narrative and CPM schedule will be used as a means of evaluating the capability of the Offeror to successfully meet the requirements of the RFP.

NOTE: If a realistic contract duration is proposed that is shorter than specified in the RFP, the proposed duration will be incorporated into any resultant contract.

Factor 2 – Past Performance:

(i) Solicitation Submittal Requirements:

Offerors do not need to provide any information under this factor as the Government will base the evaluation on known past performance on task orders awarded under this Multiple Award Construction Contract (MACC). However, Offerors may provide any information on problems encountered and the corrective actions taken on task orders under this MACC. Offerors may also address any adverse past performance issues under this MACC. Explanations shall not exceed four (4) pages in total.

(ii) Basis of Evaluation:

This evaluation focuses on how well the Offeror performed on projects under this Multiple Award Construction Contract. More emphasis will be placed on task orders that are more similar to the RFP. The Government reserves the right to obtain information for use in the evaluation of past performance other than projects performed under this Multiple Award Construction Contract from any and all sources including sources outside of the Government. Other sources may include, but are not limited to, past performance information retrieved through the Contractor Performance Assessment Rating System (CPARS), inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the Offeror.

Norfolk Naval Shipyard, Portsmouth, VA Work Order 1654300

The Government will consider the currency and relevance of the information, the source of the information, context of the data, and general trends in the Contractor’s performance. This evaluation is separate and distinct from the Contracting Officer’s responsibility determination. The assessment of the Offeror’s past performance will be used as a means of evaluating the Offeror’s ability to successfully meet the requirements of the RFP.

Offerors lacking past performance information on other task orders under this Multiple Award Construction Contract will not be evaluated favorably or unfavorably in past performance and will receive a Neutral Confidence rating, which equates to an Acceptable rating in this LPTA procurement.

EVALUATION

Norfolk Naval Shipyard, Portsmouth, VA Work Order 1654300

This task order will be awarded on a fair opportunity basis pursuant to FAR 16.505 ordering procedures.

The proposed task order will be awarded to the responsible offeror offering the best value to the Government. To make a determination of best value, the LPTA process is selected as appropriate for this acquisition because the best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price.

The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the task order; to negotiate with offerors in the competitive range; and to award the task order to the offeror submitting the lowest priced, technically acceptable offer.

The Government intends to evaluate proposals and award a task order without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

In order to permit efficient competition, the Navy will utilize the following methodology. Proposals will initially be screened for price and placed in order (lowest price to highest price). The Navy will then evaluate the technical factors of the lowest priced proposal. In the event the proposal is deemed Unacceptable, the process described will be conducted again as many times as necessary, until such time as the Government identifies a technically acceptable proposal. The Navy will make award to the lowest priced technically acceptable proposal from among the lowest priced proposals. However, the Navy, at its sole discretion, reserves the right to increase the number of proposals it will review under this methodology.

Accordingly, under this methodology, the technical factors of some proposals may not be evaluated by the Navy. If discussions are deemed necessary by the Contracting Officer, all proposals will be evaluated (both technical and price) for the purpose of establishing a competitive range.

An overall non-price factors rating must be at least “ACCEPTABLE” in order to be eligible for award.

An “UNACCEPTABLE” rating in any factor results in the overall non-price factors proposal being rated “UNACCEPTABLE” unless corrected through discussions. An overall non-price factors rating of “UNACCEPTABLE” makes a proposal ineligible for award.

Any proposal found to have a Deficiency in meeting the stated solicitation requirements or performance objectives will be considered ineligible for award, unless the Deficiency is corrected through discussions (if held). Proposals may be found to have either a Significant Weakness or multiple Weaknesses that impact either the individual factor rating or the overall rating for the proposal. The evaluation report must document the evaluation board’s assessment of the identified Weakness(s) and the associated risk to successful contract performance resulting from the Weakness(s). This assessment must provide the rationale for proceeding to award without discussions.
