Evaluation Factors for Award
Factor 1 – Technical Solutions
(i) Solicitation Submittal Requirements:
a) The Offeror shall provide a “Technical Approach Narrative” describing the technical solution for the project that meets the requirements of the RFP and that demonstrates the Offeror's ability to successfully perform this project at the CIA (Controlled Industrial Area) of the Norfolk Naval Shipyard (NNSY), Portsmouth, VA.
The narrative shall address major elements of work and demonstrate understanding of the scope, all phases and major milestones, bid options 1 and 2, technical complexities, and construction schedule required to achieve the work as identified in the solicitation. Identify activities that may affect the project timeline, including other/off site work activities. In addition, the plan shall address the following technical complexities:
1. Provide narrative addressing overall management and coordination of simultaneous construction activities with multiple disciplines.
2. Provide narrative addressing construction strategy for working on a confined site in the CIA area of the NNSY.
3. Provide a narrative addressing construction strategy for providing all elements of the electrical work as described in the RFP, while reducing the number of building outages required to accomplish the electrical SOW.
4. Provide narrative strategy in avoiding project schedule slippage due to material/ equipment procurement or delivery delays.
b) Provide a “Labor Force Narrative” describing how the needed skilled labor forces will be provided and maintained throughout the duration of this construction contract for all labor forces at Norfolk Naval Shipyard, Portsmouth, VA. The narrative shall address at a minimum:
1. Securing the required non-skilled workforce/skilled work force to work the project and maintaining the workforce as needed.
2. Construction subcontractors (exterior building façade and window installer, interior building construction, roofing, electrical, structural, and mechanical) and their ability to provide skilled labor.
Both the Technical Approach Narrative and the Labor Force Narrative shall not exceed eight (8) pages.
Up to four (4) drawings on separate sheets or separate PDF files can be provided to supplement the narratives and will not count towards the page limit.
c) Provide an overall Critical Path Method (CPM) schedule showing the timeline of the proposed designs and construction. There are no page restrictions on the CPM schedule.
The project schedule shall illustrate the offeror’s ability to achieve or improve on the contract completion date set out in the RFP (630 calendar days inclusive of base bid work as well as all options, including 15 days for bond approval). Identify the overall completion time for this project, as well as interim completion times (including each sequence of work as identified in the RFP) and key milestones for sequences as required to complete construction. The schedule shall demonstrate an understanding of the work, a logical sequence of events to accomplish the work, and contain enough information to identify all of the major milestones, as defined in the RFP.
The schedule shall be based on a contract award date of 10 February 2026. This date is for proposal purposes only and is not intended to indicate an anticipated/planned award date.

Please define the purpose of the red dotted lines around Office 101 and Office S-14 on sheet FP101, Office 118 on FP103, and offices 1M102 through 1M111 on FP105, and elsewhere through the drawings set.
These are boundaries of "security islands," as defined in the phasing drawings. There is no fire protection significance to these lines, and they can be disregarded on the fire protection drawings.
14 28 31 76
Specification section 28 31 76 was included. This implies the presence, or modification to, a mass notification system. None of the drawings include modification to a mass notification system, or modification to the notification portion of any fire alarm system.
Please confirm that a mass notification system is not included in this project.
Fire alarm scope is limited and does not involve the provision or modification of a mass notification system.
15 As- Builts
Please provide existing record drawings for roofs referenced in details? More information is required on the existing systems for proper tie in and new roof installation.
Drawings from 1999 / 2000 roofing replacement was found and included.
16 As- Builts
Please consider adding alternate pricing CLIN for a full roof replacement. Current design creates several potential compatibility issues with tie-ins of new to existing roof which increases chances of future water infiltration.
Scope of roofing work shown in the Drawings is based on Government project parameters which considers up to 25% roof replacement and other areas to be addressed through repairs. If roof replacement within an area would be less expensive than the noted repairs, then that is a technically acceptable solution and may be submitted with the proposal
17 General
