About this file
This document is an Amendment (0007) to a solicitation for Building 171 Machine Shop Repairs at Norfolk Naval Shipyard in Portsmouth, Virginia. The amendment extends the proposal due date from January 14, 2026, to January 20, 2026, at 2pm EST, and provides several key updates including new attachments (Attachments K and L with drawings from 1999/2000 roofing replacement), revised drawings, and updated specifications for modified bituminous membrane roofing. The amendment also includes responses to Pre-Proposal Inquiries (PPIs), addressing questions about existing record drawings, window operating mechanisms, and roof repair approaches. Notably, the Navy rejected contractor suggestions for alternative roofing solutions, maintaining that bidders must follow the original Request for Proposal (RFP) specifications.
The technical updates focus on roof repair requirements, specifically detailing moisture investigation procedures, roof membrane patching, and insulation replacement. Contractors are required to perform a full moisture/IR scan to identify wet insulation areas prior to repairs, with wet insulation to be removed and replaced according to specified details. The amendment provides clarification on submittal requirements, including a field inspection and existing conditions report that must document roof membrane discontinuities, deteriorated roofing components, and potential fire safety issues. The solicitation point of contact is Kristy Gerrek at kristy.l.gerrek.civ@us.navy.mil.

Field Inspection and Existing Conditions Report
Review the condition of existing roofing materials to confirm extent of approximate repair locations shown on the Drawings. Conditions that require repair include membrane discontinuities (e.g., holes, open seams), deteriorated roofing components (e.g., soft roofing, delaminated flashings, and apparent lack of membrane adhesion (e.g., air bubbles). Conduct infrared (IR) thermography survey of the entire roof area in accordance with ASTM C1153 to confirm/identify extents of wet underlying insulation. IR survey is intended to be conducted in conjunction with the visual condition assessment. Submit annotated roof plans and/or photographs indicating findings from the visual condition assessment and IR survey.
Identify all fire safety issues including exposed or concealed combustible materials, which may require additional protection during roof installation.

Please provide existing record drawings for roofs referenced in details?
More information is required on the existing systems for proper tie in and new roof installation.
Drawings from 1999 /
2000 roofing replacement was found and included.
Please see Attachment L and Attachment K in
Amendment 0007.
Please provide as-built drawings and details for each bank of windows that are operated by each motor. Drawings show motors at each bank however, during the site visit we observed that
Drawings indicate new motor/drive shaft layout to mitigate the issue raised by this question. New motor/drive shaft layouts do not match existing.
Intent is to re-engineer system.
multiple banks of window were operated by one motor. This is what is causing the motor to shear off bolts & snap rods which control the operating mechanism.
Recommending that the window operating mechanisms are removed, re-engineered & new mechanisms installed. To do this, GC requests additional time (2 weeks), permission for three additional (1 day) site visits, to document existing conditions, take measurements and come up with solutions.
Please provide historical as-built drawings Drawings from 1999 /
2000 roofing replacement was found and included.
Please see Attachment L and Attachment K in
Amendment 0007.
Will the US Navy accept a bid for the installation of a
½” cover board and/or two ply SBS to include a 20
YR NDL manufactures warranty, installed over the roofing system in-lieu of the extensive roof patching areas?
No, bid per RFP
Will the US Navy consider and/or update the bid from to accept a bid alternative for the installation of a ½” cover board and/or two ply
SBS to include a 20 YR
NDL manufactures warranty and remove and replace any wet insulation in-kind, installed over the roofing system in-lieu of the extensive roof patching areas?
No, bid per RFP
Note #1 on A4/AE500 states “if repair area shows evidence of water infiltration (E.G. Roofing easily compressed when walked over) remove and provide the roofing assembly as shown in detail C1/AE500 for the extent of wet insulation.”
This is an unrealistic request that cannot be quantified without contractors being allowed to perform and/or be provided with a full field investigation to include a moisture scan test result of the roof system. We request this requirement to be revised to…
1. Contractors are required to perform a full moisture/IR Scan to confirm/identify any wet insulation prior to commencing repairs. Any identified wet areas are to be removed and replaced per detail C1/AE500 based on a unit price of “$X/SF”
(bid from to be update with a space to allow for unit pricings for this specific item)
The proposed moisture scan to test for extents of wet insulation is technically appropriate.
Note 1 on A4/AE500 may be replaced with the following:
"Contractors are required to perform a full moisture/IR Scan to confirm/identify extents of wet insulation prior to commencing repairs. Wet insulation is to be removed and replaced per detail
C1/AE500."
