About this file

This document is a Pre-Proposal Inquiry Submission Form for Solicitation No. N40085-25-R-0010, focused on removing and replacing carpet and cubicles in Building 13. The solicitation is an 8(a) set-aside Multiple Award Construction Contract (MACC) for the NAVFAC MIDLANT Hampton Roads Area of Responsibility, restricted to specific MACC holders.

Key details include replacing the entire cubicle system with Herman Miller-style cubicles, 5-foot partition height, and 67" tall workstations. The project involves removing and replacing carpet in offices (excluding storage rooms), with carpet tiles in 18" x 18" or 24" x 24" sizes. Contractors will need to manage furniture relocation, with the government handling computer and electronic equipment removal. The project has a 100-day completion timeline, though contractors requested extended time due to furniture lead times. Additional constraints include no elevator access, a lay-down area on the east side of the building, and limited contractor parking. The government will provide existing furniture lists, CAD drawings, and asbestos test results. Notably, the SSHO and QC manager roles cannot be performed by the same person.
