About this file
This is Amendment 0001 to solicitation N4008525B2500 for an IR Demo Project at Camp Lejeune, issued by NAVFACSYSCOM Mid-Atlantic. The amendment contains 14 questions and answers addressing key aspects of the solicitation, including scheduling a site visit and submission deadlines.
The amendment establishes a site visit scheduled for February 26, 2025 at 10 AM at Building 1107 Birch Street, Camp Lejeune NC, with specific requirements for base access detailed. The Q&A deadline has been extended to March 6, 2025 (from February 27), but the proposal submission deadline of March 19, 2025 remains unchanged despite contractor requests for extension. The government clarified this is a demolition project for 53 facility buildings with no concurrent on-site work expected, to be awarded based on lowest price. Proposals must be submitted in hardcopy format (original plus one copy) as this is an IFB, with electronic submissions not permitted. All building locations and maps are available on SAM.gov, and the solicitation period will be over 30 days from its initial posting on February 14, 2025.

AMENDMENT 0001
This amendment should be acknowledged when your proposal is submitted. Failure to acknowledge may constitute grounds for rejection of your proposal.
Question 1:
RFI due dates are listed on page 3 and page 47 of the Solicitation. Never wanting to assume anything. Please clarify that the RFIs are due no later than 2/27 as listed on page 3 and not 4/10 as listed on page 47 of the solicitation.
Thanks.
Answer 1:
Corrected date on page 47.
REQUEST FOR INFORMATION
All questions regarding this solicitation shall be addressed to the contract specialist via email at sharon.e.humphrey.civ@us.navy.mil and Contracting Officer regenia.d.guest.civ@us.navy.mil no later than February 27, 2025. Inquiries submitted after this deadline will not be answered. Pre-bid inquiries shall include an email subject line formatted as follows:
Question 2:
Since the solicitation was just posted on Sam.Gov on 2/18/25, we feel the bid date of 3/19/25 is aggressive and does not allow adequate time to properly evaluate 53 different sites, generate questions for each site, gather pricing, and submit a proposal. Can the bid date be extended?
Answer 2:
Bid cannot be extended due to the timeframe needed and best interest to the government. It was posted on 2/14/2025 under the pre-solicitation and was correct on 2/18/2025. The solicitation will be out for over 30 days.
Question 3 Solicitation says no formal site visit is scheduled. Military & Federal Construction respectfully requests a formal site visit be scheduled so we can access both the interior and exterior of each of the locations to properly evaluate the scope of work.
Answer 3:
A site visit is scheduled for February 26th at 10 AM meeting location will be at Building 1107 Birch Street, Camp Lejeune NC.
Those who do not have prior access to the base the following information is required:
Each individual is required to have their driver license, proof of insurance, Vehicle Registration, and if driving a rental vehicle (have rental agreement).
In your email your name must be exactly as it appears on the driver’s license.
If you need access to the base, please email me no later than 25 February 2025 by 2:00 pm. Email address sharon.e.humphrey.civ@us.navy.mil
Question 4 Can the government provide a map of the building locations?
Answer 4:
All sites’ locations and maps are available in SAM.gov.
Question 5 I was curious if you are going to have a site visit for the demolition project out to bid? We are interested in the job and would like to come see it if possible.
Answer 5:
Refer to answer question three (3).
Queston 6 I would like to schedule a site visit for Solicitation #N4008525B2500, Demolishing 53 Facility Buildings. I would like to schedule it no later than February 26th, so that I have time to get questions in before the deadline of 2/27. I do not currently have access to Camp Lejeune. What information do you need from me in order to arrange this site visit?
Answer 6
Question 7 The RFP states offerors should follow guidance under FAR Clause 52.236-27 Site Visit (Construction) Alternate I.
Please provide directive for offerors to formally request a site visit.
Answer 7 Refer to question and answer three (3).
Question 8 Please clarify if there are clearance requirements for staff onsite for the site visit and during normal operation.
Answer 8
Question 9 Would the Government consider granting an extension to Q&A from 02/27/2025 to 03/06/2025? If so, would the Government consider an extension of the proposal deadline from 03/19/2025 to 04/03/2025 to permit ample time to schedule, attend, submit post-site visit questions, receive responses from the Government, disseminate answers and incorporate into the proposal?
Answer 9 Q&A will be extended to 03/06/2025 to give ample time for questions after site visit 2/26/2025. Due to the governments need the proposal deadline cannot be extended.
Question 10 Please clarify if there will be concurrent on-site work that would challenge the offeror's ability to execute the contract.
Answer 10 This is a demo project, there should not be any concurrent on-site work.
Question 11 Please provide information regarding how offerors will receive answers to questions and if we will have the opportunity to review the Q&A submitted by other potential offerors.
Answer 11 All questions and answers will be posted via amendments, which are required to acknowledged with proposals.
Question 12 Please provide the method of evaluation and the Government's evaluation criteria for this opportunity.
Answer 12 Lowest Price
Question 13 The SF 33 indicates the proposal needs to be submitted as a hardcopy including an original and 1 copy for a total of two copies. Would the Government consider revising the requirement to permit electronic submittals?
Answer 13 No electric submission, this is an IFB.
