About this file

This document contains a series of questions and answers related to a federal contract opportunity to replace CRAC units in a server room at Building 250 of the Dam Neck Annex.

The key details are:

  • The project will remove two existing 26-ton DX split-type CRAC units and associated refrigerant piping and ductwork, and install two new non-ducted, air-cooled split-type CRAC systems.
  • The contractor is expected to remove and reinstall existing fire alarm notification appliances. The Monaco transmitter is existing and will remain.
  • There is no sprinkler system work, only replacement of ceiling panels that may require removing and reinstalling sprinkler heads.
  • A 5-ton spot cooler is required for temporary cooling of the IT equipment racks during the project, but full-space temporary air conditioning is not needed.
  • The contract completion date is 540 days, and the government does not anticipate extending the schedule based on equipment lead times.
  • The solicitation number is N4008524R2828, and the project is limited to contractors on the associated MACC group.

Page Section Para. Dwg #

1 REI / Baron 09/16/24

Section D40 requires the contractor to

"Modify the existing fire alarm system to be capable of notifying building occupants inside the facility of an emergency event." And D4010 requires the installation of a mass notification/fire alarm system. But, it goes on further to require removal and re-installation of existing fire alarm notification appliances. Is a new fire alarm/mass notification system required for this building, or is the contractor expected to remove and reinstall the existing components?

The contractor is expected to remove and reinstall the affected components.

2 REI / Baron 09/16/24 Is the Monaco transmitter, noted in

D4010, existing to remain?

The Monaco is existing to remain.

3 REI / Baron 09/16/24

Section D4040 on page 44 of 201, states that there is no sprinkler scope in this project. But, Section D40, on page 78 of

201, says to, "Provide new or extend existing Automatic Fire Sprinkler systems, Smoke and Heat detection systems, Fire Alarm and Mass

Notification systems as required."

ease confirm that there is no sprinkler protection work included in this project, as indicated by

The extent of the sprinkler work is that the ceiling panels are being removed and replaced. In the event that sprinkler heads need to be removed to allow for removal you will have to do one of the following: 1.

remove the pipe "drops" along with the sprinkler head, and reinstall later, or 2.

replace the sprinkler heads with new ones.

(This is because of NFPA 13 guidance which doesn't allow for removal and reinstallation of the sprinkler heads.)

4 REI / Baron 09/16/24

The building is to remain in normal operation during the project, will we need to provide temporary air conditioning to replace the (2) 26 ton split units during the outage? Or will we just need to provide the 5 ton spot cooler for the IT

System Equipment Racks?

Provide a nominal 5 Ton capacity spot cooler for temporary A/C of the racks and UPS. Coordinate condenser air discharge duct termination with the facility

A/C

Mechanic, Mr. Joe Jacobs (757) 319-6361 as he has previously modified an existing return duct in the corridor outside of the server room for this service.

5 REI / Baron 09/16/24

If temporary Air Conditioning is needed for the entire space, will there be 460V power available onsite or will we need to provide generator power?

Temporary A/C is not needed for the entire space. Refer to PART 2 , 01 11 00

SUMMARY OF WORK.

6 REI / Baron 09/16/24

If temporary Air Conditioning is needed for the entire space, will we be able to utilize existing ductwork or windows/doors to run temporary supply and return ductwork?

Temporary A/C is not needed for the entire space. Refer to PART 2 , 01 11 00

SUMMARY OF WORK.

The equipment can not be ordered until after the design is complete and product data / shop drawings are approved.

There is also no way to definitively project the lead time on equipment at this time. Lead times will need to be evaluated closer to the end of the design process to ensure contract completion times are within a suffiecient range.

Would the government consider further evaluation of this contract time after the design is completed and the lead time of equipment can be accurately quantified?

Anticipated lead times are 9-12 weeks based on direction from manufacturer's rep. The

CCD for this project is 540 days. Early submission of the CRAC equipment is also a possibility to improve the schedule. Do not anticipate any time extensions based on the above.
