About this file

This document appears to be a set of questions and responses related to a federal contract opportunity. The key details are:

The contract opportunity is solicitation N4008524R2775 to "REPLACE CIRCUIT E BETWEEN SWITCH 2 & 3 AND INSTALL FOUR-WAY SWITCH, NASO, VIRGINIA BEACH, VA". The scope includes replacing electrical circuits, providing a new medium-voltage switch, and replacing generators and a transformer. The contract is limited to contractors on a specific Multiple Award Construction Contract (MACC). The performance period is 270 days, but the document notes long lead times for some equipment that may impact the completion date. The document provides responses to several technical questions, including clarification that seismic certification is not required for the generators, that an aluminum enclosure is not mandated, and that standard factory testing will suffice rather than extensive witnessed testing. It also confirms that all personnel requiring airfield access must complete a specific driving training course.

Per the General Requirements, the performance period is 270 days however it has been determined that the, lead times for the 35KV SF6 switch is 72 weeks and the cable is 24-28 weeks.

This PPI is to make the Government aware of the current lead times associated with this task order.

E-601 & E-

The title of the specification section includes bypass/isolation. There is no reference to having to include bypass isolation in the specification, and the switches shown on the drawings are the size normally used for standard wall mounted switches. We would like to verify that standard ATS's are acceptable without bypass isolation.

By-pass isolation is not required for either

ATS.

E-601 & E-

The ATS for the PAR site is specified to be in a stainless steel enclosure. Current lead times are showing up to 40 weeks or

280 days for a stainless steel ATS. As the project timeline is for 270 days will an adjustment in completion date be possible due to this long lead time item.

States that the site is in Seismic Zone B as defined by ICC IBC. Question: Will

Seismic Certification be required on the generators?

No

5 07/24/24 26 32 15 2.1.6

Section 2.1.6 calls for the enclosure to be corrosion resistant. Question: Is and aluminum enclosure required for the generator to meet this?

Aluminum is not required but the enclosure must meet the requirements of paragraph

2.1.6.

6 07/24/24 26 32 15 2.6.3

Section 2.6.3.d is calling for a control panel for all tanks. A sub base fuel tank does not have a control panel. The functions of the panel specified are standard alarms in the generator control panel. Question: As the functions are already covered may we disregard this section?

If the functions described in paragraph d are handled by the generator control panels then there is no need for a separate control panel for the sub-base tanks.

QUESTION

7 07/24/24 26 32 15 2.26

Section 2.26 is specifying witnessed factory testing. As these are small generators, this is normally not performed. Will witnessed factory testing be required? No

8 07/24/24 26 32 15 2.26.2

Section 2.26.2 specifies multiple special factory tests, normally performed on much larger generators. Most projects utilize the standard factory testing for smaller generators. As the two sets on this project are very small, can the extra factory testing be removed from the requirements? Standard factory tests are acceptable.

9 07/24/24 26 32 15 3.4.4

Section 3.4.4 through 3.4.9.5 are specifying a large number of tests that are normally performed on much larger generators at site. As the sets for this project are small, could the factory recommended start up testing with a four hour 100% load bank test suffice for site testing?

Yes as long as tests are performed by a factory certified technician.
