5 OCS 07/24/24 02 83 00 Attach. K

The front end of the task order specifications (Div. 00 & 01) appears to be complete. Why is Attachment K part of the RFP? Which

Specifications have precedence? Is the KTR responsible for both

Specifications?

The specifications supplied with the task order take precedence over the specifications supplied with Attachment K.

6 OCS 07/24/24 02 83 00

There is no Lead report in this RFP. Please confirm the KTR is only responsible for an initial lead investigation survey and report.

Yes. The contractor is responsible for an intitial lead Investigation survey and report.

7 OCS 07/24/24 01 32 16 1.3.1.2

"obtain the historical average number of days each month with precipitation, using a nominal 30-year, greater than 0.10 inch precipitation amount parameter, as indicated on the Station Report for the NOAA location closest to the project site as the basis for establishing a "Weather Calendar" showing the number of anticipated non-workdays for each month due to adverse weather, in addition to

Saturdays, Sundays and all Federal Holidays as non-work days." This requirement is not fair or reasonable as is assumes that it never rains on weekends or holidays. The the fair and reasonable procedure is to ratio the NOAA rain days per month to be applied to total work days and and total weekend days and holidays occuring during the month. Will the government accept this procedure for the development of the

Project weather calendar? Construction activities on this project will be

100% impacted by both active weather and site conditions resulting from significant weather.

Contractor shall conform to the requirements of specification section 01 32 16.

8 OCS 07/24/24 p-13 01 57 19 1.5.1.1.1

Testing per 250 cy for removal of petroleum contaminated soil will require TCLP and PFAS testing to determine classification as to how the material can be disposed. What is the purpose of TCLP and PFAS testing every 2000cy? Is the intent to stockpile the 2000cy onsite until this testing occurs? Please clarify the purpose of the two tests required.

Testing is requidred for proper characterization and disposol of surplus soils.

TPH samples are required every 250 CY. All other required sampling and testing is required every 2000 CY.

9 OCS 07/24/24 p-15 01 57 19 1.5.1.1.4 Is ACM survey a contract requirement?

Yes - Provide testing in accordance with

10 OCS 07/24/24 p-25 01 57 19 3.1

"Nesting bald eagles, nesting and migratory birds, monarch butterfly, spotted turtle, northern long eared bat, and tricolored bat. Due to the presence of protected species on NAS Oceana, all vegetation reduction, tree removal, and tree pruning activities are only permitted between October 15-December 14 of any given year. Any delays caused by missing the tree clearing window, is sole responsibility of the contractor and at no additional cost to the government." Will excavations and Access/Haul road installations fall under this restriction? If Yes, the required contract duration is not achivable.

No tree removal is anticipated.

11 OCS 07/24/24 31 23 00 1.5.c No Soil Boring Logs have been provided. Please provide Logs for ground water assessment.

See answer to PPI 4

12 OCS 07/24/24 p-15 31 23 00 3.9 Please confirm this paragraph does not apply for this task order.

Yes - comply with requirements of Paragraph

3.9.

13 OCS 07/24/24 p-15 31 23 00 3.9.3 Is this the compaction requirement for existing excavated material used as backfill?

Paragraph 3.9.3 is a requirement for fill, backfill or disturbed insitu material.

14 OCS 07/24/24 N/A N/A N/A Price Sheet

Please consider adding a CLIN for removal and disposal for soil material containing equal to or greater than 4 PPT for PFAS contaminated material. This CLIN would require a unit price multiplied by an estimated quantity. This addition would level the field, and assist in proposal evaluation, thereby reducing risk for the both the KTR and government.

Offsite Disposal of PFAS contaminated soil is not anticipated. Contractor is responsible for all characterization and testing required by the specifications for disposal. Requirements for dewatering and testing of water are also included in the plans and specifications. If offsite disposal of PFAS contaminated soil is required transportation and disposal costs will require a modification to the contract.

15 OCS 07/24/24 C-206

On sheet CU-206 the profile shows the 2 way duct to be bored from

New MH-07 to the existing transformer to be bored, but drawing ES-103 shows the same duct bank being open cut from the manhole to the hold short line of Taxiway Bravo, then bored over to just short of the existing transformer with a transition to PVC. Which drawing is correct?

ES103

16 OCS 07/24/24 N/A N/A N/A N/A Can any excavated spoils be disposed of onsite? Yes

17 OCS 07/24/24 N/A N/A N/A N/A

Besides inlet protection, are there any requirements for additional E & S to be used during excavation operations?

Silt fences around drill pits and any other open excavations.

General

Requirements

The contract duration of 270 calendar days is overly aggressive and highly likely unachievable. Current market conditions for both Labor and Equipment lead-times are not conducive for success within the 270 day duration. On Recent MV projects requiring electical gear, manufacturers are providing lead times at issuance of purchase order and missing these ship dates by not weeks but months. The unknowns surrounding the environmental requirements and logistical issues created by the existing site conditions further restrict the production that will be required for success. The weather will also impact the project's production not only the day of occurence but in instances of heavy rain the following day and beyond. The application of the specified weather calendar for the NAS effectivly reduces the project duration by approximately 63 days. All of the above combined with the short fused

RFP make this Task Order a high risk proposition. As a prime on the

MACC this KTR intends to propose to provide competition necessary for award. If successful this KTR expects the governmernt to be fair and reasonable with respect to the contract duration. This KTR reccomends 620 calendar days for a contract duration. See RFI below for critical gear lead-time. These lead times do not include submittal prep and approval. Will the government modify the contract duration?

19 OCS

Between manhole 08 and manhole 07 the distance is approximately

600’ and between MH-05 and MH-06 is approximately 550’. This raises the following issue. 6” conduit typically comes in 450’ reels but we can request up to 525’. The bores extended past the footage that comes on a reel of HDPE. With these longer bores we can break them up into two bores and fuse the conduits together in a splice pit and bury it (about

4’), however this would be in the taxiway so that would not be an option for this project. The only other option would be to lay out the entire reel of conduit, fuse the additional footage needed for the bore, and then pull it all back once it has been fused. This would be over the course of a couple of days and we would need approval from the base that we can lay out the pipe during this time. Please advise.

Yes, if continuous lengths of HDPE are not available to meet the long runs then this approach is acceptable.

20 OCS

Will there be a lay down area allocate to us ? Will this area be near the work area or elsewhere on base?

A laydown area will be provided. Proposed area is adacent to the TACAN site.

21 OCS

Can we have the manholes ( 13 ) delivered to the airfield and stored on site in a lay down area?

Yes

22 OCS

There is a 72 week lead time on sf6 switch and 65-70 week lead time on a new

150 kv transformer. There is also a 24 to 26 week lead time for the generators and a 40+ week lead time for the ATS 4X, which starts after receipt of submittal approval. These creates an unattainable completion time of 270 days. Please advise.

See answer to PPI 18.

23 OCS

On the ATS for TACAN, it notes a Nema-3R Enclosure however on the ATS for

PAR, it is noted a Nema4X Enclosure; would a Nema-3R be acceptable?

No

24 OCS

Are we to dispose of the generator and fuel tank at tacan or will that be turned over to the government?

The existing interior generator and its associated external fuel tank are to be demolished and disposed of by the contractor.

25 OCS Will outages be allowed during the week or will they be limited to weekends?

Generally, outages must occur on weekends and holidays but shall be at the discretion of the Contracting Officer with coordination of

NASO AirOps to accomadate government operations.

26 OCS

Drawing E-502 C3 shows a 4/0 bare cu ground that runs in the duct bank, there will be no duct bank at the bored sections under the runway/taxiway.

How would you like us to proceed at these locations?

Provide a minimum #4 AWG Bare CU ground wire with the HDPE installations.

27 OCS

Page E-603 demo note 1 indicates we are to provide a temp gen for Par and maintain operation through completion of new work however there is already a generator on site, will we be disconnecting the existing one and taking over that responsibility?

This is at the contractor's discretion but recommend replacing the existing temporary with a new temporary generator.

28 OCS

Page E-604 demo note 1 indicates we are to provide a temp gen for Tacan and maintain operation through completion of new work however there is already a generator on site, will we be disconnecting the existing one and taking over that responsibility?

This is at the contractor's discretion but recommend replacing the existing temporary with a new temporary generator.
