Notice ID N4008524R2766 Pest Control Support Services @ NWS Earle:

1. Can you please explain the below regarding aerial spray operations, it appears we need to provide a technician (labor only) not materials to support air spraying?

“Provide labor of a certified Pest Control Technician to support aerial spray operations performed by the US Forestry Service, New Jersey Department and Monmouth County for Aerial Spraying Applications when requested by the KO or his duly authorized representative.”

a. As stated in IDIQ or non-recurring portion of ELIN 702 Spray Operations. To provide labor of certified Pest Technician. As stated in 1503020-J - 007 Attachment states, Ground support.

2. In regards to the Firm-Fixed Price Line Item Numbers, can you please list/clarify which services and locations are to be included in the “Region” ELIN, and what is to be included in the “BUMED” ELIN?

a. This can be answered in the 1503010- C, F and J portion of SPEC’s.

3. ELIN A002 – BUMED mentions the scheduled work provided in J-1503010-06 although I do not see a breakdown specific to 1503010, I am seeing only 1503020-06.

a. J-1503010-06 is an attachment of J-1503010.

4. It was not discussed at the site visit what Pest Group Number 007 will require for “Aerial Spray Support and Operations”. Can you please detail what is required for the 80 HRs?

a. Answered in question 2

5. Are we basing the Firm Fixed Price ELIN’s on section J-1503020-06 only? And not including section 07-12? (Showing as mainly Roaches and Rodents, Ticks, Termites, Weed and Brush Control)

a. No,

b. In all attachments of 020000-C-F&J and 1503020 C-F-&J

6. In regards to the FFP ELIN’s, the Description mentions to include costs for scheduled work provided in J-1503020-06 only. What are we to do (pricing wise) with sections J-1503020-07 through J-1503020-12? This pricing schedule mentions to provide prices based on Section C, SPEC ITEM 3, which includes sections J1503020-07 through J-1503020-12. Are we to include pricing for these sections in our monthly cost for firm fixed price services?

a. Yes

7. Furthermore, in Section C, SPEC ITEM 3.1, it lists that we shall provide scheduled pest control services to include inspection and treatment for all subsequent sections 3.1.1 - 3.1.6 (J1503020-07 through J-1503020-12). Is this is to be priced within recurring work?

a. Yes

8. Scheduled work in sections J1503020-07 through J-1503020-12 do not have a specific frequency like section J-1503020-06 (e.g. bi-weekly, monthly). Should this be included in Non-recurring work or how do we list costs for this work with unknown information?

a. As needed in recurring, Cost can be billed in ELIN 001 and 002.

9. Can you please provide historical data of all pest activity? If yes, where can the info be located?

a.

Historical data can be found at J-1503020-14. New updated J-1503020-14 attached.

10. Attachment One Item A002 – BUMED – 1503020 Pest Control has a reference “Services for BUMED facilities/spaces listed in the Frequencies for Scheduled Work provided in J-1503010-06 performed at frequencies specified.” Can the government provide documentation for “J-1503010-06”?

a. There is no documentation, Frequency are posted on J-1503020-06.

Attachment Eight Page 24 “attachment J-1503020-12 Vertebrate Pest Requirements lists Superscript #4 - General Bird Control: 3 working days, 1 day in occupied spaces; BASH: 24 hours; BASH Emergency Call (Mission affected): Immediately – Is the government going to add a line item for pricing or how is this invoiced to include areas of responsibility (total square footage)

a. The government will not add new price line. The cost will be added to ELIN 001 and 002. The contract is not in square footage. It is 11,000 acers.

12. Can the government clarify if Bi-Weekly is in reference to 2 times a month or 2 time a week?

a. 2 times a month.

13. Can the government provide clarification for Aquatic Weeds as there is no specified line item on the price schedule? Is the government going to add a line item for pricing or how is this invoiced to include areas of responsibility (total square footage)

a. This is all weeds that grow in, or near water. Invoiced as part of ELIN 001 and 002.
