ANNEX, NAS OCEANA, VIRGINIA BEACH, VIRGINIA
The purpose of this amendment is to answer Pre-Proposal Inquiries, add clause FAR 52.211-18 Variation in Estimated Quantity (Apr 1984), issue technical changes to the Scope of Work and replace “Revised 1748748_B448 Exterior_PRICE SCHEDULE” issued in Amendment 0004 with an updated Price Schedule Form.
Attachment “Revised 1748748_B448 Exterior_PRICE SCHEDULE” is hereby replaced with AMENDMENT_0006_1748748_B448 Exterior_PRICE SCHEDULE.
52.211-18 Variation in Estimated Quantity (Apr 1984)
If the quantity of a unit-priced item in this contract is an estimated quantity and the actual quantity of the unit-priced item varies more than 15 percent above or below the estimated quantity, an equitable adjustment in the contract price shall be made upon demand of either party. The equitable adjustment shall be based upon any increase or decrease in costs due solely to the variation above 115 percent or below 85 percent of the estimated quantity. If the quantity variation is such as to cause an increase in the time necessary for completion, the Contractor may request, in writing, an extension of time, to be received by the Contracting Officer within 10 days from the beginning of the delay, or within such further period as may be granted by the Contracting Officer before the date of final settlement of the contract.
Upon the receipt of a written request for an extension, the Contracting Officer shall ascertain the facts and make an adjustment for extending the completion date as, in the judgement of the Contracting Officer, is justified.

The preconstruction process required to acquire permits, inspections, and complete the design for this project very likely cause the project to extend beyond the allotted contract time. Please consider extending the contract completion time by 90 days to accommodate the preconstruction process.
See updated Price Schedule.
10 4 Part 3 B10
1.0 Project description states to provide steel
guard railing and ladder access to the mechanical platform but does not mention OSHA or modifying the platform for Navy Fall Protection. B10 Superstructure directs the contractor to address OSHA deficiencies and modify the platform to comply with OSHA and NAVY Fall Protection requirements. Has the government determined if the existing platform itself is OSHA and Navy Fall Protection Compliant?
Can the government provide a list of the current OSHA deficiencies at the mechanical platform? Is the government's intent to have fall protection tie-off points added to the platform? Has the government completed preliminary calculations showing that the existing mechanical platform has the capacity to support Fall Protection loads? If the existing platform itself does not meet the requirements for OSHA and Navy Fall Protection, can the platform be re-built? What are the steel columns founded on?
Please provide guardrails and ladder in accordance with the RFP and OSHA requirements as indicated. This will satisfy the fall protection requirements for the platform. It is not the government's intention to provide fall protection tie-off points here.
It does not appear that original drawings for this existing platform are available. Therefore, the existing column foundations are currently unknown.
11 4 Part 3 B10
Can the government provide a description of the existing roof structure currently covering the Storage Room? What supports the existing roofing and what supports the roof framing? (F10 states that it is a wood roof structure, please confirm and provide description of what supports the wood framing.)
Please refer to the Record Drawings in PART 6
ATTACHMENTS.
12 12 Part 3 D20/D30
The RFP states that safe access to the roof is not possible. Does this mean that there are no existing ladders available to access the roof or does this mean that the existing roof covering and roof framing has failed in some/multiple areas of the building and safe travel across the roof surface is not possible.
There are no existing ladders to access the roof. This was verified at the PreBid site walk-thru.
13 4 &14 Part 3 B10/D30
The RFP directs the contractor to add guard rail and ladder only; then directs the contractor to modify the platform for OSHA and NAVY Fall Protection; then in D30, the RFP states that the existing platform does not meet required clearances around the 4 existing units. Can the government confirm that the existing platform will most likely need to be re-built to satisfy all OSHA/NAVY Fall Protection/TRANE Clearances? If the Platform cannot be re-built, can the platform be added onto on the non-building side without disturbing existing travel paths? Will the existing units need to be moved away from the existing exterior wall in order to satisfy the required clearances?
Mechanical Response - The intent is to modify the existing platform as indicated in PART 3, D30 HVAC of the RFP. Structural Response - Please see response to PPI #10 herein for fall protection requirements.
It is our understanding based on previous discussions and documentation in this report the existing facility is in really poor condition with extensive water damage from roof to floor. Will there be modifications or change orders for unforeseen items (such as repairs for framing and substrate behind the EIFS, repair of interior wall finishes that have water damage, etc). There is no way to discern this without performing destructive demolition prior to bidding.
We cannot plan for unforeseen conditions during construction.
Unforeseen conditions will be addressed during construction.

19 01 33 10.05 20 Para J
365 calendar days to complete this project with 63 days (3 21-day reviews) of review only leaves 302 days to complete the design and construction of this project. Please confirm if the schedule can be modified to include additional time for any delays.
See response to PPI #9.
20 Part 3 B2010
This section notes to repair the existing CMU backup wall, and then also notes to provide a new back-up wall system. Please confirm which is correct.
The existing east High-Bay wall will require a new back-up system to receive the new wall cladding.
The existing back-up wall must be repaired/prepped to receive the new wall cladding.

For bidding purposes assume 100 SF. Provide a UNIT PRICE if the assumed SF is less then or exceeds the assumed quantity. See updated Price Schedule.
25 B2010 Canopy
Please confirm what type of canopy should be provided. Is the intent to replace in kind (fabric) or a provide a new prefabricated metal canopy.
The intent is provide a new prefabricated metal canopy. A fabric awning is not desired.
According to Amendment 4, the design for bid options will not be funded until the option is awarded. There is not enough time in bid option 2 to complete a design, retain permits, and complete the work if the work is not awarded with CLIN 0001. Please evaluate the time and consider adding time for the additional work to be completed upon award of the CLIN 0002, if not awarded with CLIN 0001.
See updated Price Schedule.
Is there an area designated for contractor parking or a satellite location need to be used?
A proposed location could be behind the Northwest corner of the two-story structure of the building.
This will be vetted at the PreCon Meeting.
28 Is there an area designated for a job site trailer / laydown area?
A proposed location could be behind the Northwest corner of the two-story structure of the building.
This will be vetted at the PreCon Meeting.
The uncertainty of durations associated with the timeline of awarding CLIN's 2 and 3 makes it unpredictable for us to quantify the amount of time that will be spent on the project. Time on task could fluctuate between 60 and 180 days depending on when you award the bid options. We will need to retain field staff designated for this project during this period of design and that cost will be determined based on the timeline of award. Please evaluate this uncertainty and if possible make these CLIN durations consistent so we can quantify our proposals based on a certain timeline. In addition, the amount of mobilizations required by our subcontractors is also uncertain due to the varying timelines.
See updated Price Schedule.
Could the government provide a photo showing the locations available for water service as noted in 1.2 temporary utilities?
Photos are unavailable at this time.

Could the government provide a photo showing the locations available for breaker / panel boxes for temporary power connections as noted in 1.2 Temporary Utilities.
Photos are unavailable at this time.
Please bid on what is provided in the RFP.
32 Part 3 B10 Superstructure
Is it the governments intentions to fully replace the steel structure supporting the HVAC units outside of the building? We are unable to quantify the amount of work required to modify the existing structure without an in depth evaluation of the structure. A full replacement will require removal of the existing mechanical units and temporary heating and cooling to be in place to accommodate the tenants during construction.
Mechanical Response - The intent is to modify the existing platform as indicated in PART 3, D30 HVAC of the RFP. Structural Response - Please see response to PPI #10 herein for fall protection requirements.
33 Part 3 B20 Exterior Walls
The amount of CMU Infill associated with water damage to both the exterior and interior of the building can not be quantified using the information provided. Could the government please provide the amount of square feet to be replaced both on the interior and exterior of the repair areas?
For bidding purposes assume 100 SF. Provide a UNIT PRICE if the assumed SF is less then or exceeds the assumed quantity. See updated Price Schedule.
