The contract work hours are from 0730 to 1600 Monday through Friday, excluding government holidays. Contractors must arrive at the SOCOM Visitor's Center by 0730 or risk losing their escorts for the day. Contractors must obtain advance approval from the Contracting Officer to remain on site beyond normal working hours or work on weekends/holidays. Contractors must submit a Visitors Request form and request duty escorts at least one week in advance. Contractors must meet the duty escorts at the Visitor's Center and stay with them at all times on the compound. When leaving, contractors must return their badges and retrieve their IDs at the Visitor's Center.
The related federal contract opportunity is for the P-1068 SOF Renovate Operations Building project at NAS Oceana in Virginia Beach, VA. This is a solicitation restricted to MACC holders under the Design-Build/Design-Bid-Build IDIQ MACC contract for the Hampton Roads area. Additional details on the full requirements can be accessed by logging into the PIEE system and searching for solicitation number N4008524R2670.

Already in DB/RFPs, from Scott McPeek:
Work Hours: Unless otherwise indicated, work will be located on a Government compound, military installation, or station. Contractor work hours are between 0730 and 1600 Monday through Friday excluding Government Holidays. If the Contractor does not arrive to the SOCOM Visitor’s Center by 0730, the Contractor risks losing escorts for the day. The Contractor will absorb all associated time delays and costs, without additional time extension or compensation, as a result of not arriving on time. Obtain advance approval from the Contracting Officer and the Activity if Contractor personnel are to remain on site beyond normal working hours. Notify the Contracting Officer and the Activity at least 2 weeks in advance to request approval for access to the jobsite or work outside of normal working hours or on Saturday, Sunday, and Federal Holidays. After-hours access will typically not be granted, unless for the purposes of an outage.
Proposed addition to “WORK RESTRITCTIONS”:
SOCOM Contractor Access Instructions:
Contractor shall submit a Visitors Request form to the activity for all people working the project at least one week before arrival. Contractor shall request Duty Escorts for each day of work. These requests must be made by End of Business (EOB) Wednesday for the following week. Contractor shall arrive at the SOCOM Visitors Center BEFORE the scheduled time. Contractor shall meet Duty Escort(s) at the Visitors Center. If contractor personnel are late, the Duty Escorts will return to their normal jobs and the contractor will not be able to work that day. Contractor personnel shall turn in their drivers license or other picture ID and receive a command badge at the Visitors Center. Badges must be worn at all times while on compound and visually displayed above the waist. Contractor personnel must stay with their Duty Escort at all times on compound. When contractor personnel leave for lunch or for the day, they shall return to the Visitors Center (still accompanied by your Duty Escort) to return badges and obtain drivers license or picture ID.
