Page Section Paragraph
1 08/01/24 3 N/A General Bid Notes "a" and "d"
Reference page 3 of the Bid Price Schedule.
General Bid Note "a" indicates the award will be made on the total proposed price for Line Items 0001-0006, Base Price and the Sum of all Options.
It appears the sum of ALL Options would include Line Item 0007 (Option Item No. 6). General Bid Note "d" appears to describe Line Item 0007 as part of the total proposed pricing the evaluation will be based on. Please review and confirm the intended basis of award criteria.
The statement is amended per the following: "a. Award will be made on the total proposed price for Line Items 0001-0007; Base Price and the sum of all Options".
2 08/01/24 Solicitation: 3, Bid Price Schedule: 3
N/A
Reference "Time For Completion" on page 3 of the Solicitation along with General Bid Not "c" on the Bid Price Schedule. There appears to be a conflict regarding what the completion date is baes on the Option exercised. . The Solicitation indicates "If Bid Option 0004 is exercised the completion date is 370 days from award." Note Bid Option 4 is Line Item 0005. General Bid Note "c", on the Bid Price Schedule indicates "If Line Item 0004 is exercised, the CCD is 370 days from award.........." Note Line Item 0004 is Bid Option No. 3. Please review an advise which Bid Option, if exercised, will result in an adjustment of the Contract Completion Date (CCD).
If the government accepts Line item 0004, bid option #3 for the Building OPS HVAC Repair project an additional 370 days will be added to the CCD.
4 08/01/24 Solicitation: 3 N/A Utilities
Reference the requirements for the Contractor to obtain & provide all utilities at his expense. It would appear this requirement would apply to the Contractor's temporary office facilities but not the utilities used within the building proper. Please review and advise the intent.
The GC's temporary facility utility usage will be at the expense of the contractor. However, the utilities usage within the building construction area will not be the contractors expense.

14 08/06/24 PL102 (Base
Bid) N/A N/A
Partial Plumbing Plan on Plan Sheet PL102 introduces "Area C" in the title of the floor plan. This appears to be a labeling error. Please review and confirm this Plan Sheet actually represents Area B.
The indication was mis-labeled.
16 08/06/24 1 01 14 00 1.2.1.2.1
The paragraph regarding General Construction Work indicates work of the secure area must be performed by U.S. firms using U.S. citizens. Does this apply to the work on the Third Floor identified as Secure Area, or is the entire project within a secure area?
All contractor personnel must be U.S. Citizens.
17 08/06/24 3 Bid Price Schedule (Price
Proposal Form) General Bid Note "c."
The last sentence of paragraph c. indicates "If Line Item 0004 is exercised, the CCD (Contract Completion Date) is 370 days from award, this includes a 20 day transition period between phases 1 through 8 for 120 days total to allow the Customer to relocate personnel, furnishings and equipment prior to construction of the following phase." It would appear a 20 day transition period between phases 1 through 8 would result in the total of 140 days for relocation. Please review and confirm the total number of days intended for transition if Bid Option Item No. 3. is awarded.
140 days
18 08/06/24 3 Bid Price Schedule (Price
Proposal Form) General Bid Note "c."
Based on the Contract Completion Date (CCD) describe in General Bid Note c. of the Bid Price Schedule, it appears if Bid Option Item No. 3 is Awarded the CCD is reduced by 40 days (from 410 days to 370 days). Additionally the total number of phases is substantially increased which results in a greater total number of transition days is increased.
If the language in paragraph "c." is being interpreted correctly, the award of Bid Option Item No. 3 will result in considerable more scope to accomplish and significantly less time to complete. Please review and advise if this overall scheduling logic is what is intended.
The CCD for base bid and all line items that are accepted (except 0004, Bid Option #3), will be 410 days. If Bid option #3 is accepted, a total of 370 days will be added to the 410 days
CCD.

118 08/12/24 General
It is our understanding that on other NAVFAC contracts the Navy is not paying for uninstalled materials on site unless the contractor provides proof that it has paid for the materials. This effectively means that the Navy is treating uninstalled on-site materials as off-site stored materials, which are subject to separate rules. It is also noted that in some cases the Navy will pay for uninstalled materials on site based on the schedule of values if the materials are on the critical path.
Such requirements disrupt the subcontractor payment process embedded in FAR 52.232-27, as contractors at every level will need to pre-pay their subcontractors instead of within 7 days after receipt of payment from the government or higher tier contractor. Consistent with the FAR, the Navy has historically paid for uninstalled materials on site as part of earned value under the progress schedule.
Uninstalled material is inherent in progress of the work. What is the Navy’s position on payment for uninstalled material on site? Our concern is that if materials need to be paid for by contractors at each level prior to being paid by the Navy it will cause a substantial financing burden which will greatly limit the amount of participation from subcontractors especially small and minority owned subcontractors.
Depending on the size and nature of the project financing may not even be a possibility.
Construction materials properly stored per contract on site ( interior, conex box or acclimatized as required ) may be paid. Endorsement for payment is subject to on site verification of the project Engineering Tech.
119 08/12/24 General it has been noted that the Navy is waiting till the completion of contracts before evaluating, negotiating, and paying for Government delays. This may very well be misinformation; we just want to be sure. What is the Navy’s position regarding the process for evaluation, negotiating, and paying for Government delays? This is an important issue under this small business MACC, since small business can not afford to finance the projects for the government.
The Navy will negotiate ( costs and time) per proposed change order(s) as warranted on a case by case basis.
120 08/12/24 General Please provide the number of DEVGRU passes that will be provided to each general contractor so that they may escort subcontractors.
