Facility Usage Description:
LST Pier 11 was originally built in 1954 and is located along the western shoreline of Joint Expeditionary Base Little Creek - Fort Story. The facility is used to moor mid-size to large vessels and as a training facility. The 450 ft long pier is constructed with reinforced concrete piles, pile caps, beams, a main utility trench, and a concrete deck. Mooring and berthing operations are supported by a timber fender system and multiple painted steel cleats and bollards.
Summary of Repair Recommendations:
• Restore design dredge elevation
• Modify vessel operations or install scour protection.
• Install pile encasements.
• Repair torn pile wraps.
• Repair areas of spalling in pile caps, beams, utility trenches, and the underside of the deck.
• Repair areas of cracking in pile caps, beams, and utility trenches.
• Repair areas of spalling on pier walls, deck, curb, and mooring foundations.
• Repair seized expansion joint.
• Replace fender system.
• Replace fitting for Bollard B8.
• Replace connection hardware for Bollards B1, B3, B4, B5, B6, and B7.
• Replace fitting for Cleat C10.
CUI
http://maps.google.com/maps?hl=en&q=36.915191,-76.182615
• Replace connection hardware for Cleat C3, C5, C7, C8, C9, C11, C12, C13, and C14.
• Clean and repaint mooring fittings.
• Replace missing potable water utilities.
• Repair damaged steam risers.
• Repair damaged utility conduits.
• Replace missing utility hangers.
• Replace missing utility protection cages.
• Repair damaged spotlight and impacted deck light.
• Replace fire alarm.
Impact to Mission if Repairs Not Provided:
The overall Condition Index (CI) rating for the facility has undergone a significant decrease from 63 to 36 since the previous inspection. The decrease is primarily attributed to the development of a 52 ft deep scour hole on the north side of the pier. As-built plans are not available, so the embedment of the piles is unknown; however, design plans indicate that the piers were designed for a dredge depth of 25 ft. The loss of embedment indicates that the piles in the area of the scour hole likely have reduced load bearing capacity.
If the design dredge elevation is not restored to the piles supporting the pier between Bent 7 and Bent 15 a risk of failure of the pier from deck loading or mooring loads exists.
Operational Restrictions:
It is recommended that mooring and berthing, vehicles, mobile cranes, equipment, and other heavy loads be prohibited within 225 ft of shore to the pile supported utility vault at Bent 15 until the design dredge elevation can be restored and vessel operations are modified or other measures are installed to prevent scour of the channel bottom.
It is also recommended that the use of Bollard B3 and the use of seven cleats (Cleat C7, C9, C10, C11, C12, C13, and C14) be prohibited until repairs to the connection hardware are completed.

H101001 - Pile Foundations Repair Cost $3,833,948 CI: 25
UFII Component H10100101 Piles Asset Type(s): P & PB
Findings The piles are in Serious Condition with significant changes from the previous inspection. There are 62 plumb and 60 batter concrete piles supporting LST Pier 11. Fabric-formed pile encasements, fiberglass-pile encasements, and HDPE pile wraps have been installed on various piles. The piles typically exhibit minor scaling up to 1/2 in. deep and isolated hairline cracking with rust staining visible. Closed corrosion spalling is present at 11 pile locations for a total area of
27.5 sq ft and vertical cracking up to 1/4 in. wide is present at nine pile locations for a total of 17 linear ft. There are scour holes up to 50 ft deep present on the north and south sides of the pier. The observed scour appears to have been caused by the Spearhead Class Expeditionary Fast Transport (EFT) vessels that are routinely moored along the pier. As-built plans are not available, so the embedment of the piles is unknown; however, design plans indicate that the piers were designed for a dredge depth of 25 ft. As such, the scour has likely significantly impacted the load-bearing capacity of the piles in this area to a point that localized failure of the pier is possible.
Recommendations It is recommended that the piles exhibiting cracking and spalling be repaired with the installation of full-length pile jackets. Additionally, due to the significant scour present and the unknown depth of embedment for the piles, it is recommended that the use of mobile cranes, equipment, and other heavy loads be prohibited on the pier and that mooring and berthing be prohibited within 225 ft of shore until the design dredge elevation can be restored and vessel operations are modified or other measures are installed to prevent scour of the channel bottom.
