About this file

This document is a set of Pre-Proposal Inquiry (PPI) responses related to the federal contract opportunity N4008524R2625 to Replace Water Mains along West Side Waterfront.

The key details are:

  • The project involves replacing water mains and related infrastructure at piers 11-14 (base bid) and piers 15-19 (bid option 1), as well as new 12" DIP water main work along Tortuga Road (bid option 2). Contaminated soil disposal is a significant component of the work.
  • Respondents had numerous questions about the construction details, such as access to the piers, transitions between land and piers, pipe hangers, utility conflicts, and restoration requirements. The government provided responses on these technical details to the extent known.
  • Specifications around handling and disposal of contaminated soil were clarified, including testing requirements. Pricing and payment terms were also discussed.
  • As-built drawings were not available, but the government provided an inspection report for pier 11 as reference.

The government aimed to provide clarification and additional details to assist bidders in preparing their proposals for this requirement.

1. The Price Schedule items 1B, 2B, & 3B seem to be in conflict with specification section 02 61 13, Excavation & Handling of Contaminated Material. The Price Schedule indicates payment is for testing and disposal of contaminated material.

However, section 02 61 13, 1.1.2, Payment, indicates that separate payment will be made for 3 distinct operations:

A.1.1.2.1 Excavation and onsite transportation
B.1.1.2.2 Backfill soil, transportation of backfill, soil conditioning, backfilling,

compaction, & geotechnical testing C. 1.1.2.3 Stockpiling; grading, preparation, handling, placement, maintenance, removal, treatment, disposal, and liner materials. Please provide clarification.

Use what is mentioned in the price schedule. They things mentioned in the specifications will need to be done in order to do what is in the price schedule. Excavation, backfill, compaction, etc. will have to be done whether the soil is contaminated for now. Zac Stacy, zachary.a.stacy2.civ@us.navy.mil 0005

These paras states that the work consists of excavation to remove and replace existing water mains, etc. and that the work takes place in an active POL contamination area. It further states that prior to removal, examine the excavation for evidence of contamination. The soil shall be analyzed for POL contamination and PFAS wastes per the appropriate method determined by NAVFAC hazardous waste and water/wastewater media managers. The results shall be shared and coordinated with NAVFAC hazardous waste and water/wastewater media managers. Since no HazMat survery has been included with the RFP docments and the paras state we are to test prior to excavation the quantities and exact make up of what the soil is contaminated with are unknown prior to the preconstruction haz mat survey/testing is performed after award. Please confirm that any disposal offsite of any contaminated soils will be handled as a changed condition post award when quantities and hazmat makeup can be determined and that a modification to the contract will be issued.

For estimating purposes, use the quantities mentioned in the price schedule. Zac Stacy, zachary.a.stacy2.civ@us.navy.mil 0005
