About this file
This document is an attachment to a federal contract opportunity for the exterior renovation of Building W-143 at Naval Station Norfolk, Virginia. The project objectives include repairing spalling concrete, masonry infill panels, failing windows and sealants, and painting the building exterior with an elastomeric membrane coating. The building is a historic structure and part of the Naval Supply Depot Historic District, so the design must be approved by the State Historic Preservation Office. The building must remain operational during construction, and a phasing plan has been developed to avoid disruptions to the existing tenants, which include the Defense Logistics Agency, Fleet Logistics Agency, Military Sealift Command, Priority Material Office, and Navy Marine Corps Internet. The solicitation is limited to MACC holders under the Design-Build/Design-Bid-Build, Indefinite-Delivery/Indefinite Quantity 8(A) Multiple Award Construction Contract for Facilities in the Hampton Roads Area of Responsibility, Virginia.

Exterior Renovation of Building W-143 1709051 Naval Station Norfolk, VA
PART 3 - CHAPTER 2 - Page 1
2.0 PROJECT OBJECTIVES
2.1 Mission Statement
This project is based on protecting the health, safety, and welfare of the users of the building by resolving the degradation of the exterior façade of the building and to mitigate the water intrusion into the building.
This project involves, but not limited to, repair spalling concrete, repair of masonry infill panels, replacement of failing windows, replacement of failing sealants, and painting the building with an elastomeric membrane wall coating system.
Repairs to the interior portions of the building will not be required, unless required due to work associated with the exterior repairs.
2.2 Facility Function
Building W-143 is a 6-story multiuse building which includes general warehouse and administration spaces. The commands which utilize building W-143 are as follows:
▪ Defense Logistics Agency (DLA)
▪ Fleet Logistics Agency (FLC)
▪ Military Sealift Command (MSC)
▪ Priority Material Office (PMO)
▪ Navy Marine Corps Internet (NMCI)
2.3 Project Specific Priorities
2.3.1 Sustainable Design and Construction
Not Used.
2.3.2 Storm Water Management - Low Impact Development (LID)
2.3.3 Energy Efficiency
Incorporate energy efficiency in accordance with UFC 1-200-02, High Performance and Sustainable Building Requirements.
2.3.4 Building Commissioning
2.3.5 Accessibility Requirements
2.3.6 Antiterrorism Criteria
Hardening/analysis of the existing building envelope will not be required because repairs proposed as part of this RFP will exceed the economic threshold required to trigger those standards.
Likewise, a progressive collapse analysis/retrofit will not be required.
PART 3 - CHAPTER 2 - Page 2
Unless noted otherwise in the paragraph below, Building W-143 is considered to function as a warehouse. The warehouse portion of the facility is designated as low occupancy; therefore, UFC 4-010-01 will not apply to any improvements or window replacements located therein. All stairwells and elevator towers which lie adjacent to exterior building envelope are considered part of the low-occupancy portion of the building.
The following areas of the building are considered inhabited in accordance with UFC 4-010-01 and Standards 10 and 12 of UFC 4-010-01 will apply to these areas unless specified otherwise below:
6th Floor
2.3.7 Cybersecurity
2.3.8 Secured Areas
2.4 Appropriate Design
The Government is interested in a best value proposal that supports the functional needs of the users and activity. Construction and repairs of the building should reflect permanent, high-quality work as indicated in the RFP, similar to other structures at Naval Station Norfolk. Emphasis should be placed upon durability, operational efficiency, sustainability, and low maintenance of materials and systems. Construction methods may vary subject to compliance with the RFP criteria and design requirements.
2.5 Workflow Process
2.5.1 Hours of Operation
Refer to Part 2, specification 01 14 00 WORK RESTRICTIONS
2.5.2 Staffing/Occupancy
2.6 Special Design Challenges
2.6.1 State Historic Preservation Office (SHPO)
Building W-143 was constructed in 1943 and is a historic building which is part of the Naval Supply Depot Historic District. Building W-143 is National Register of Historic Places Eligible, Contributing Element, defined as the following:
An asset that is identified as a contributing element of a larger property or district determined eligible for inclusion in the National Register of Historic Places (NRHP). A NRHP-eligible asset is treated the same as an asset listed in the NRHP, pursuant to the National Historic Preservation Act (NHPA), 54 USC §300101 et seq., and 36 CFR Part 800, Protection of Historic Properties. The evaluation of contributing elements is carried out by the installation cultural resources staff in consultation with the State Historic Preservation Officer (SHPO) or the Tribal Historic Preservation Officer (THPO), as appropriate, pursuant to 36 CFR 800.4 or 36 CFR Part 63. DoD must have appropriate documentation to validate the RPA Historic

Status Code value assigned to assets. Appropriate documentation to validate the RPA Historic Status Code NREC is documentation reflecting NRHP concurrence determinations of eligibility with the SHPO or THPO, or evaluation in accordance with a program alternative pursuant to 36 CFR 800.14, as appropriate.
A historic architect is not required for this project. The intent to the modifications and exterior repairs for building W-143, as outlined in this RFP, has already been submitted, reviewed and approved by SHPO. However, the final design for the modifications and repairs to the exterior of building W-143 will require review by NAVFAC Cultural Resources for compliance with the completed SHPO consultation. NAVFAC Cultural Resources has 30 calendar days to respond to a determination of project effect upon receiving the required information.
2.6.2 Phasing
Building W-143 must remain operational during construction. Avoid interference with operational work routine. A Phasing Plan has been developed by the Government that is acceptable to all of the existing tenants of Building W-143 that will allow for existing operations to continue during the Construction of this project. See RFP drawings that are provided in Part 6 - Attachments
There are multiple entrances / exits to building W-143. These entrances and exits must remain operational 24 hours a day, 7 days a week during the entire course of construction. Protection must be supplied to ensure all entrances and exits provide a safe means of egress to and from building W-143. This also includes the active loading dock areas.
