Descriptio n of Work

The RFP says to “provide a design survey of the exterior building structure…” as well as a “design survey of the interior…”. What is the level of survey and what is the deliverable? We understand that there may be price adjustments based on that survey. Is this meant to be a standalone report that will be reviewed by the government?

There is no deliverable for the surveys. The surveys are intended to document the existing conditions and also to assist in development of the design.

One of the scope items is to build canopies to protect entrances.

However, it appears these canopies have already been constructed. Is this scope item no longer applicable? If it is not, can you identify which areas still need overhead protection?

These are temporary protection (scaffolding and/or canopy) for all identified entrances and exits that are to remain operation during construction. Not all existing exits are currently protected. These temporary canopies must be removed after construction.

RFP All The RFP is unclear on how miscellaneous existing abandoned metal anchors, clips, etc., which are currently embedded into the face of the exterior concrete wall, are to be addressed in the demolition and new work. Are these items to be removed and the concrete patched prior to repainting, or will these items be abandoned in place and painted over?

Refer to Part 3 - Chapter 1 - Description of

Work: Note #15.

36 303 RFP 2 Since interior repairs are specifically excluded from the project scope in other sections of the RFP, can the bidders assume that the only purpose of the interior design survey is to document existing conditions prior to the start of work; and that any repairs to existing damaged interior walls, if required, will be considered additional work outside of the original scope of work included in the bid price?

No, interior damages around existing windows must be included in the base bid. Refer to PPI

#3 for additional information.

37 305 RFP 9 Please verify that brick repointing will need to be conducted using historically appropriate materials.

Please verify that the use of

Portland cement in the masonry mortar mix will not be permitted.

The existing mortar is required to be tested to ensure that the repointing matches the historic composition, color, and texture.

38 305 RFP 9 Please indicate the testing standard that must be used to analyze the composition of the existing brick mortar (i.e., ASTM C295).

Refer to Part 4 - Section B20

39 305 RFP 9 Is the intent of the testing of the existing mortar intended to ensure that the new mortar exactly matches the historic composition of the existing mortar, or will it be acceptable to utilize modern mortar materials that otherwise match the strength and appearance of the existing mortar?

The intent of the testing of the existing mortar is to ensure that the mortar matches the historic composition, color, and texture. The use of modern mortar materials is prohibited.

40 305 RFP 9 Since color and texture matching of the existing brick will be somewhat subjective, and an exact match is not likely possible, should the bidders assume that the

Government will accept brick selections that match the existing brick as closely as possible from standard available brick manufacturers’ selections?

Yes, Government will review brick manufacturer's standard selections for matching as closely as possible to the existing brick color and texture.

41 305 RFP 9 Will testing of the existing brick for compressive strength or material composition be required?

If so, is there a reference standard that should be used for testing the existing brick (i.e., ASTM C67)?

Refer to Part 4 - Section B20

42 305 RFP 10 Would alternate methods of re-glazing and providing a waterproof exterior building envelope be considered in lieu of complete replacement of the existing window systems?

Yes, for admin area windows only. It is the intent of this project to replace all of the existing steel windows in the warehouse areas and replace with an translucent wall panel system.

Existing steel windows are in poor condition provide little to no insulation value.

43 308 RFP 2.6.1 Has the State Historic Preservation

Office reviewed the preliminary drawings for the Exterior

Renovation of Building W-143? If so, has SHPO approved the replacement of the existing steel windows with new aluminum windows and insulated glazing? If not, should it be assumed for bidding purposes that aluminum windows with 1” insulating glazing will be acceptable?

SHPO has approved of the concept for the replacement of the existing exterior windows, as long as the mullion/muntin and operable panels layouts match the existing. A SHPO Section

106 consultation must still be performed for each phase of construction. Refer to RFP - Part

4 - Section B20 for information on glazing.

In Part 3, Chapter 1, Note 10, it notes that all existing steel windows that are to be replaced.

There is existing PTAC units that are installed in windows. Are these units to be replaced or to be disconnected and reinstalled?

Demolish abandoned/non-active PTAC units.

Remove disconnect and reinstall active PTAC units. For bidding purposes assume 75% are active and 25% are inactive.

In Part 3, Chapter 1, the existing building is to be repainted. There is existing piping, conduit, controls, and service disconnects mounted to the exterior of the wall.

Will we need to coordinate the removal of these items? It appears that some of the existing piping

Yes, coordination will be required for the removal and reinstallation of coexisting piping, conduit, and controls and disconnect switches mounted to the exterior of the wall.

supports may not be able to be reused from our site visit.

At the site visit, it was found that the temporary canopies have lighting already installed. The RFP does not call for new lighting for the new canopies. Will this lighting be reused for the new canopies or will new lighting need to be provided?

Existing lighting is to be reused. There are no new canopies.

Are abandoned mechanical protection screens mounted on exterior walls to be demolished with this project?

Yes

Will existing piping in conflict with new canopies need to be relocated or is that to remain?

There are no new canopies associated with this project. The project includes temporary protection (scaffolding and/or canopy) for all identified entrances and exits that are to remain operation during construction. Not all existing exits are currently protected. These temporary canopies must be removed after construction.

Existing piping to remain.

descr iptio n of work

- #18

The project drawings call for a wall coating system on the exterior of the building (item #18 in description of work). There is no mention of the system being reinforced however “reference” documents for the building pertaining to prior work list a reinforced system. Please confirm the construction of the wall coating system (reinforced or non-reinforced).

Reinforcement of the wall coating system is not required. Additional information will be provided in Design Revision 01.

Desc riptio n of work item

#16

Description of work item #16 references cleaning / preparing existing façade prior to coating system installation. Scope mentions pressure washing. Please confirm that pressure washing is sufficient, and that no mechanical removal of existing coating is required.

Refer to Part 3 - Chapter 1 - Note #16.

Cleaning/preparation is per manufacturer's instructions. The RFP expects that low psi pressure washing will remove all contaminants.

However, the manufacturer's instructions may involve mechanical removal.
