About this file

This document is an Executable Scope for a project to provide canopies over the south entrances of Building W-143 at Naval Station Norfolk in Virginia. The project aims to protect occupants from falling concrete debris on the building's exterior until a larger project to address the concrete issue can be completed.

The key requirements include: providing heavy-duty sidewalk sheds over each identified south entrance, ensuring adequate lighting, maintaining access to ADA infrastructure and parking, and adhering to all OSHA safety regulations. The contractor must submit drawings, calculations, and a site visit report for government review and approval prior to fabrication and construction. The related federal contract opportunity is Solicitation N40085-24-R-2608 for the Design-Build repair and sealing of the building's exterior walls and windows, which is restricted to MACC holders under the 8(a) Multiple Award Construction Contract for the Hampton Roads area.

Executable Scope eProjects Work Order Number: 1725062 Building: W-143 Warehouse Project Title: Provide Canopies at South Entrance Customer: CNIC Scope By: Cecilia Haristeguy Date: February 23, 2023

Project Description:

Building W-143 is a multistory warehouse located at Naval Station Norfolk. The facility was constructed in 1918 with a brick and concrete exterior finish. The concrete in the south face of the building is spalling and subsequently falling on the entrances below. There is a major project to address the concrete problem on the building that will eliminate the danger. The scope of this project is to provide protection to all W-143 occupants at the identified South entrances from the concrete falling until the concrete failure is addressed.

Contractor Requirements:

1. Perform a thorough site visit before preparing a bid for any work on this project.

2. New work will be accomplished in and around areas which will remain operational.

3. All existing dimensions indicated are plus/minus (+/-)

4. The Contractor is responsible for field verifying dimensions, elevations, etc. necessary for the proper construction of the structure. Make all measurements necessary prior to the fabrication and erection of structural members.

5. Any potential issues observed during the Pre-Award walk-through that may conflict with these documents must be brought to the attention of the Contracting Officer.

6. Where existing structures to remain are damaged due to new construction required by these documents, the contractor must repair the damaged item(s) with new materials to match the adjacent material, texture, and color.

7. Access within Security Fence Perimeter will be granted by building point of contact (POC).

8. Work Schedule: The Contractor must coordinate the schedule for the work with the Contracting Officer and activity POC. Submit the proposed Work Schedule to the Contracting Officer at least 15 working days in advance of arriving on-site. All work milestones must be coordinated with the Government Inspector, the Facility Manager, and the Activity Point of Contact.

Rev. 5.7.10 Page 3 of 13

9. The contractor laydown area must be coordinated with the activity POC and the contracting officer prior to preconstruction meeting. The allowable area size must be established by the contracting officer.

10. The Contractor must contact the Contracting Officer and customer no less than 24 hours in advance to coordinate a time for final approval and acceptance of the work. The Activity Point of Contact must also be notified. Contract must not be considered complete until a satisfactory record of inspection is granted

11. Dispose of all unused materials and demolished materials to an offsite location. Any hazardous waste generated must be disposed of and managed as such. Contractor must coordinate with the Hazardous Waste Program Manager, Candice Sylvan (757-341-0659), to ensure environmental compliance.

12. The Contractor must obtain the services of a qualified Structural Engineer (registered Professional Engineer) to design the Sidewalk shed or Pedestrian Canopy, and perform the structural evaluation.

13. Provide a competent person for Scaffolding:

The CP, Scaffolding is a person meeting the competent person requirements in EM 385-1-1 Appendix Q, and designated in writing by the employer to be responsible for immediate supervising, implementing and monitoring of the scaffolding program. The CP for Scaffolding has enough training, knowledge and experience in scaffolding to correctly identify, evaluate and address existing and potential hazards and also has the authority to take prompt corrective measures with regard to these hazards. CP qualifications must be documented and include experience on the specific scaffolding systems/types being used, assessment of the base material that the scaffold will be erected upon, load calculations for materials and personnel, and erection and dismantling. The CP for scaffolding must have a documented, minimum of 8-hours of scaffold training to include training on the specific type of scaffold being used (e.g.

mast-climbing, adjustable, tubular frame), in accordance with EM 385-1-1 Section 22.B.02.

14. Adhere to all EM-385 and OSHA safety regulations. The use of access man lifts and/or fall protection devices will likely be required as part of this project.

15. All climbing and at height work must be performed in accordance with the following:

a. ANSI/ASSP Z359.1, “The Fall Protection Code”

b. ANSI A10.32, “Personal Fall Protection Systems Used in Construction and Demolition

Operations”

16. All field notes, design drawings, specifications, and other documents collected and produced as part of this contract will be considered property of the Government. These data must not be used, in whole or part, published or unpublished, as a part of any technical or non-technical presentation without written pre-approval of the Contracting Officer.

Work must be completed as listed below:

New Work

1. Provide a heavy duty sidewalk shed (Basis of design, Universal Scaffolding Pedestrian canopy – See Figure 3) over each building access, identified below on accompanying photographs.

2. Adequate lighting shall be provided at all times. Interior continuously well-lit between sunset and sunrise along entire length of path for every entry.

3. Minimum of four (4) feet wide with no protrusions.

4. Clear and unobstructed ceiling height of not less than eight (8) feet vertical above the walkway.

5. Access to existing ADA infrastructure, and signaling devices is maintained.

6. Access to adjacent parking spots to remain open and active.

Structural

1. Provide a heavy duty sidewalk shed (Basis of design, Universal Scaffolding Pedestrian canopy – See Figure 3) over each building access as specified below in the photographs. The sidewalk shed will need to withstand loads for wind and concrete pieces falling from the face of the building.

2. Sidewalk sheds shall be constructed out of steel, or other material possessing equivalent strength and suitability. Wood can be use for the planks, not for structural elements.

3. Sidewalk shed should not interfere with parking areas, all parking shall remain open.

4. Provide bollards for any scaffolding on parking areas or within five (5) feet from truck delivery entrances.

5. Heavy duty sidewalk shed shall be designed to support all imposed live, dead and wind loads.

Following OSHA 1926.451(a)(1) “Except as provided in paragraphs (a)(2), (a)(3), (a)(4), (a)(5) and

(g) of this section, each scaffold and scaffold component shall be capable of supporting, without failure, its own weight and at least 4 times the maximum intended load applied or transmitted to it”.

6. Supported scaffolds' poles, legs, posts, frames, and uprights must bear on base plates and mud sills, or other adequate firm foundation, OSHA 29 CFR 1926.451(c)(2)(i). The surface upon which the sheds rests shall be capable of supporting the design load of the sidewalk shed.

7. Supported scaffolds with a height to base width (including outrigger supports, if used) ratio of more than four to one (4:1) shall be restrained from tipping by guying, tying, bracing, or equivalent means. OSHA 29 CFR 1926.451(c)(1).
