About this file

This document is an amendment to a solicitation for a shoot house project at a Navy facility. The amendment provides additional pricing details, revising the pricing sheet to include line item prices for the shoot house construction, building demolition, furniture fixtures and equipment, and audiovisual systems. Offerors are asked to provide unit prices for these line items. Evaluation will be based on the total price combining the line item amounts. The amendment also answers questions about site visits and specifications for air barriers and insulated metal panels. No site visit is scheduled but contractors can visit on their own. The insulated metal panels are intended to serve as the air barrier according to specifications in section 13 34 19.

N40085-24-R-2554 Amendment 0001

CONTINUATION SHEET

1. Question: Will there be a site visit scheduled for this project?

Answer: There will not be a scheduled visit. The contractor can visit the site on their own.

2. Question: Is there a specification available for the Air Barrier or the Insulated metal panels? There’s a spec section for airtightness testing (07 05 23) and there’s an air barrier plan and section sheet in the drawings ( A-002), but I don’t see Division 7 spec sections for the air barrier or for the insulated metal panels. Apparently, the insulated metal panels are to perform as the air barrier. We typically see a general air barrier spec section 07 27

10.00 10 that includes the air barrier design review and inspection requirements and a Division 7 spec section covering the requirements for the metal panels that makes it clear that the metal panels are to perform as the air barrier.

Answer: The insulated metal panels (both walls and roof) are designed and intended to be the air barrier. The insulated metal wall and roof panels are part of the metal building system, so specification section 13 34 19 Metal Building Systems, Para. 1.2.4 through

1.2.10 lists metal panel system requirements.

3. Please use the attached revised Pricing Sheet.

4. All other terms and conditions remain unchanged.

Notes

a. Award will be made on the total sum of Exhibit Line Items (ELINs) 0001, 0002, 0003, and 0004. If an Offeror provides a total but fails to enter a unit price, the total divided by the specified quantity will be held to be the intended unit price.

b. Evaluation of Options (JUL 1990). Except when it is determined in accordance with FAR 17.206(b) Evaluation not to be in the Government's best interest, the Government will evaluate offers for award purposes by adding the price for ELINs 0001, 0002, 0003 and 0004. In accordance with FAR 52.217-5 Evaluation of Options, evaluation of options will not obligate the Government to exercise the Option(s).

c. The Government may reject an offer as nonresponsive if it is materially unbalanced as to prices for the basic requirement and the option quantities. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.

d. ELINs shall include all markups (overhead, labor burden, and profit).
