135. Column D on the non-recurring ELINs worksheet is locked. This does not allow us to enter a unit price that would not artificially inflate the summary price sheet. Please advise how we should proceed to provide government with the most accurate price determination.

- For CLINs 0002, 0004, 0006, 0008, and 0010: Column D is not an editable column and the set Unit Price for ELINs A701-702, B701-702, C701-702, D701-702, and E701-702 is intentionally $1, respectively. Offerors are only required to propose a Unit Price for ELINs A700, B700, C700, D700, E700. For those ELINs; for the purposes of price analysis and evaluation, the government will multiply each Offeror's respective proposed Unit Price (See Attachment J-0200000-01, "Unit Priced Labor (UPL) Hour”) by the Estimated Quantity in column D to calculate the Offeror's total proposed price. As such, the same estimated quantity will be used for each Offeror and the only difference between Offerors will be what each proposes as their Unit Price. For ELINs A701-702, B701-702, C701- 702, D701-702, and E701-702, Offeror's are not required to propose a unit price. All Offeror's proposals will be evaluated using the extended price of $50,000 for Materials and $50,000 for Equipment. Material costs and Equipment costs will be negotiated on a case-by-case basis as required in individual non-recurring work task orders.

Also, a revised ELIN provided labeled “Revised J-0200000-08 Elins”.

- Steam operating pressures for some specific plants are provided in various PPI responses.

138. How much does NAVFAC currently spend per year on each of the ELINS?

- The information provided in this solicitation reflects the current requirement.

139. What treatment chemicals are in use at all of the locations?

140. Some of the locations seem to utilize proprietary dosing means. Can alternates be used as long as it does not alter the core method of existing control treatment functions (example: dry feeders for cooling towers that are set up to only accept special shapes of the dry chemicals that are only available from the existing contractor)?

- Since this is a performance-based contract, the Contractor can use whichever alternate method they chose as long as the Performance Standard of that particular Spec Item are met. If the Contractor proposes changes to the dosing means, it must be at no additional cost to government for any additional equipment that may be needed for the delivery system(s) as well as justification as to why the different method is preferred.

141. Can Safety Data Sheets (SDS) be posted with the solicitation for all chemical treatment and test reagent products currently in use to allow for a compatibility review for other potential implemented products?

- The information provided in this solicitation reflects the current requirement.
