About this file
This amendment modifies a solicitation for structural repairs to Bridge 2 at the Portsmouth Naval Shipyard in Kittery, Maine. The Navy seeks repairs to bridge components including replacement of active vehicle barriers, guardrail markers, and bridge hardware. The amendment provides updated drawings, responses to pre-proposal inquiries, and requirements for a field office and utilities to support government oversight during construction. The proposal due date is extended to July 12, 2023 to allow time to review changes. Repairs must meet high performance coating standards and include containment designed to prevent environmental damage from tidal activity throughout the work duration.

06/09/23 Page 7 09 97 13.27 1.4.7.1 The specifications state to confirm that the containment is above all predicted normal tidal levels throughout the construction duration with a minimum clearance of 18-inches. Please clarify that "normal tidal levels" can be considered as MHHW. Also, please consider reducing this to 12 inches or less at the abutments and piers. There is only approximately two feet of clearance from the MHHW line to the bottom of steel.
The predicted normal tidal levels are from MLLW to MHHW. The minimum clearance can be reduced to 12 inches.
06/09/23 G-105 Drawings Note 4 The drawings state to design the containment system so that it is not inundated during high tides and extreme water levels or wave action, and install it above all predicted tidal levels with a minimum clearance of 12 inches throughout the construction duration. This note conflicts with the specifications and is unachievable, where 12 inches above the approximate annual high water line is above the bottom of the steel. Please consider removing the note from the drawing.
Note will be modified to indicate the predicted normal tidal levels is from MLLW to MHHW.
However, the containment system must be designed in a manner that allows for disassembly in a controlled manner in the event of a storm that may exceed the predicted tidal levels as noted in Note 5.
06/09/23 S-502 & S-
Drawings Note 4 & Note 3, respectively
Note 4 on S-502 and Note 3 on S-503 state to "Install repairs after cleaning the steel and prior to recoating". Please clarify what the cleaning requirements are for this scope of work.

06/09/23 G-103 Drawings Note 3 Phasing Plans show Inbound/Outbound Traffic Flow and Note 3 shows the hours of each. What is the traffic pattern outside these hours? Is a temporary traffic signal required on each end for alternating traffic?
Regular Shipyard traffic will only occur during the stated traffic hours and will be one-way, with inbound occurring between the hours of 0430 - 0800 and outbound 1400 - 1700.
However, a minimum travel width of 12ft must be maintained for traffic throughout construction.
