1.0 INTRODUCTION

CDW Consultants, Inc. (CDW) is pleased to present this report summarizing the findings of the supplemental hazardous materials (hazmat) survey of the Building 455, Navy Submarine Base, Groton, Connecticut (Site). The hazmat survey was conducted in support of proposed renovations to

Building 455. In June 2020, Ms. Susan Cahalan (Connecticut Asbestos Inspector #001013) conducted an inspection for suspect materials. An inspection is required by the United States

Environmental Protection Agency (USEPA) National Emission Standards for Hazardous Air

Pollutants (NESHAP), prior to scheduled building renovations. The potential hazardous materials samples collected include asbestos containing materials (ACM) and lead based paint (LBP).

Additionally, a comprehensive mold survey was conducted, and the results will be submitted under separate cover. All hazmat work was conducted in accordance with UFC 3-810-01N (Navy and

Marine Corps Environmental Engineering for Facility Construction).

2.0 PROJECT UNDERSTANDING

The hazardous materials survey was conducted via field investigation and research to identify the existence of hazardous materials, which may impact the project’s scope and cost. The project consists of an extensive renovation consisting of; exterior window replacement, exterior foundation vents and door replacement, replacement of the cooling system, replacement of the roof, elevators, and all room finishes. The building does not comply with current Uniform Facilities Criteria (UFC) requirements and will also require compliance with the current fire protection and anti-terrorism force protection criteria. During the initial Hazmat survey, a majority of the berthing rooms were occupied, thus the supplemental hazmat survey was focused on additional berthing rooms.

3.0 GENERAL SITE CONDITIONS

Building 455 is a 78,874 square foot building built in 1978 and last renovated in 1999. The Site building is five-stories that functions as temporary housing for enlisted personnel. Exterior walls are composed of CMU with a brick veneer, and there are concrete exterior walkways with metal railings.

The roof and floor construction are both concrete planks, with the roof covering being a rubber over foam roof. There are 182 dorm rooms, and each consists of a kitchenette, single bathroom and two bedrooms with closets, a few units consist of one bedroom. The building also contains a central lobby, vending area, maintenance office, housekeeping office, TV and games lounges all of which are located on the first floor. In the basement area there is a guest laundry, mechanical room and fire pump room. A crawlspace entrance is also located in the basement but was not entered due to confined space characteristics.

Domestic supply piping is copper and sanitary waste piping is no-hub cast iron piping. Domestic hot water is heated by New London Sub-base, central utility steam. The steam is converted to domestic hot water in a shell-and-tube heat exchanger and stored in insulated tanks. There is a domestic hot water recirculation system with pumps. The building is cooled by a water-cooled, Dunham-Bush chiller located in the first-floor mechanical room. The cooling tower is located on the roof. The chilled water is distributed by base mounted pumps to fan coil units located in all sleeping rooms.

The building is heated by the New London Sub-base, central utility steam. The steam is converted to hot water in a shell-and-tube heat exchanger. The hot water is distributed by base-mounted pumps to fan coil units located in all sleeping rooms. Lighting in each bedroom consists of one or more fluorescent lights mounted on the walls over beds as well as overhead lights in the entry room, storage room, kitchen and bathroom. Lighting in the hallways consists of 1x4 fluorescent fixtures which are suspended from/attached to the ceiling grid and hang below the ceiling.

Aluminum framed windows with silicone/rubber glazing are located throughout the building.

Interior finishes consist of acoustical ceiling tiles, carpet, ceramic tile, painted gypsum board walls

& ceilings and vinyl composition floor tile. Each berthing room consists of carpet and 1’x1’ vinyl floor tiles over concrete, ceramic tile bathroom floor, and smooth plaster/sheetrock walls. The rooms and hallways are identical in construction, which was last renovated in 1999.

No suspect ACM pipe insulation was observed in the lower level, above ceilings or mechanical rooms. Preformed ACM pipe insulation was banned in under a 1975 NESHAP rule and under the

Toxic Substances Control Act (TSCA). CDW did not observe any ACM pipe insulation during the hazmat work, and not likely concealed due to the ban that occurred prior to the building construction.

4.0 SUMMARY OF PREVIOUS HAZMAT SURVEY

In August and September 2019, CDW conducted a preliminary hazmat survey at Building 455. At that time, a majority of the berthing rooms were occupied and there was limited site investigation in those areas. The hazmat survey consisted of the identification and sampling of suspect ACM, LBP, polychlorinated biphenyls (PCBs), wipe samples of metals in dust, mercury in building materials and a visual survey of other universal/hazardous wastes. A summary of finding is provided in the following paragraphs.

The PCB analytical results are compared to the United States Environmental Protection Agency

(USEPA) standard of 50 milligrams per kilograms (mg/kg), which is the threshold for bulk product waste, as defined by USEPA 40 CFR § 761.3, and regulated under the TSCA. None of the samples collected had concentrations of PCBs above the TSCA limit of 50 mg/kg. The Connecticut

Department of Energy and Environmental Protection (DEEP) regulates caulking at levels > 1 ppm –

49 mg/kg, however the sample that contains PCBs at 3.8 mg/kg is white paint, and likely represents an older layer of paint on the CMU original to the building date of 1978 and is considered as excluded PCB product, as defined by the USEPA. Furthermore, there are no other sources of PCBs such as other building materials or evidence of spills that could be a source of absorption.

4.4 Wipe Sample Findings

In September 2019, wipe sample collection were collected at various areas of Building 455. The wipe samples were collected utilizing Ghost Wipes. The wipe samples were analyzed for analysis of

RCRA 8 metals using lead in dust by SW846 3050B methodology. A summary of the laboratory analytical results from each sample are compared with health-based risk criteria, including the World

Trade Center (WTC) criteria and USEPA Regional Screening Level (RSL) Industrial Air-Wipe

Equivalent criteria.

In the main mechanical room on the lower level, arsenic exceeded both EPA RSL criteria and WTC criteria in one sample, barium exceeded both EPA RSL criteria and WTC criteria in one sample, lead exceeded EPA RSL in two samples and chromium exceeded EPA RSL Criteria in two samples.

Chromium was detected above EPA RSL Criteria in all other samples (laundry room, 5th floor mechanical room and main entrance floor), except for samples representative of floors near elevators. CDW recommends:

• Clean out all loose material and debris to expose the full floor area.

• HEPA vacuum all surfaces.

• Clean all flat, surfaces with an aggressive cleaner such as ALARATM 1146 or equivalent, capable of removing metal particles from the surfaces, following manufacturer’s instructions for application.

• Test surfaces again using wipe samples; if concentrations exceed the risk-based standards, the decontamination procedures shall be repeated until concentrations meet the standards.

The data tables and laboratory analytical reports are provided in the September 2019 hazmat report.

4.5 Mercury in Building Materials

CDW conducted a visual inspection of rubber flooring suspected to contain mercury. Three samples of the rubber stair treads were collected for laboratory analysis. No mercury was detected in any of the samples.

4.6 Visual Hazardous and Universal Waste Survey

The visual survey for hazardous materials identified mercury-containing light tubes, remnant di (2-ethylhexyl phthalate (DEHP)-containing light ballasts, mercury containing thermostats and switches, lead and tritium batteries, refrigerants, oil containing old door retractors and other hazardous materials. No hazardous materials sampling or analysis was conducted as part of this survey. A list of OHMs identified are included in the below table.

5.0 ASBESTOS SURVEY-JUNE 2020

5.1 Methods

On June 4, 5 and 8, 2020, CDW conducted the supplemental asbestos survey. The investigative work for the asbestos survey included conducting a visual inspection of physically accessible areas of the subject areas. Accompanying the mold technician, to evaluate berthing rooms, it was determined all the rooms were uniform and homogenous and were last renovated in 1999. Many of the berthing rooms were still occupied, but at a lower percentage as the preliminary survey. Once the visual inspection was completed, the building components were categorized into homogeneous areas. CDW collected bulk samples of different homogeneous suspect materials for laboratory analysis of asbestos from representative vacant berthing units from each floor. Hand tools were used to collect bulk samples which were promptly placed in sealed plastic bags using a unique numbering system.

Samples were not collected of non-suspect materials, including wood, fiberglass, plastic/vinyl, concrete, neoprene/rubber, silicone, glass, and carpeting. The bulk samples were delivered under chain of custody to Asbestos Identification Laboratory, Inc. (AIL) located in Woburn, Massachusetts. AIL is a Connecticut licensed (#PH-01412) and NVLAP-accredited laboratory (lab code #200919-0) for asbestos analysis. Bulk samples were analyzed for asbestos content by polarized light microscopy (PLM) using EPA Method 600/R-93/116. A positive stop method was used – if one sample in a homogeneous group is positive then additional samples of the same material are not analyzed. Samples analyzed to contain greater than 1% asbestos are to be treated as

ACM as defined by the USEPA, Connecticut DEEP and Connecticut Department of Labor, Occupational Safety and Health Division.

CDW Inspected behind the façade brick cuts from a lift provided by others. The ACM containing black coating material located behind the brick façade is visible at higher elevations on the building.

The black coating is typically found behind blue foamboard and some rubber near the underside of windows. The black coating was also noted to be in contact with some structural steel and bolts. The previously sampled non-acm window caulking and expansion joint caulk is homogenous at higher and lower elevations. ACM quantities from the 2019 and 2020 hazmat inspections are included in

Appendix A. Photographs of newly identified ACM are provided in Appendix B. The laboratory analytical report is provided in Appendix C.

5.3 Recommendations

Prior to renovations, all rooms should be explored for doors with ACM caulk that may have been sheet-rocked over. Additionally, areas behind existing bathroom vanities should be inspected for the

ACM-containing black-brown glue daubs. Prior to disturbance, the ACM identified must be abated by a State of Connecticut-licensed asbestos abatement contractor following all federal, military and state regulations governing asbestos abatement. The USEPA is responsible for enforcing the federal asbestos regulations for renovation and demolition under 40 CFR, Part 61, Subpart M, of the

NESHAP. State Regulations for asbestos abatement include the Connecticut Department of Labor, Occupational Safety and Health Division, Connecticut DEEP and Connecticut Department of Health.

A copy of the asbestos air quality sampling must be conducted under USEPA regulations following asbestos abatement and prior to re-occupancy of the spaces. If additional materials are discovered that have not been sampled, those materials should be considered ACM until laboratory analysis determines otherwise.

6.0 LEAD-BASED PAINT

6.1 Methods

CDW performed a visual inspection of painted surfaces and collected additional samples from different color paints on various types of building component substrates. Samples were submitted to

EMSL Laboratories in Cinnaminson, New Jersey for analysis via Atomic Absorption Spectrometry

(AAS).

The results of the testing revealed that five of the ten samples analyzed had detectable concentrations of lead. The USEPA defines LBP as any paint or surface coating that contains lead equal to exceeding one milligram per square centimeter (1.0 mg/cm2) or 0.5% by weight. The OSHA lead-in-construction standard and the Navy defines lead containing paint (LCP) as a paint or coating containing any detectable level of lead. Based on the criteria listed above, five samples contain detectable levels of lead. None of the samples contain lead greater than 0.5% by weight.

6.3 Recommendations

Based on the conclusions of this testing, the following recommendations are offered:

• In accordance with the EPA Lead Renovation, Repair, and Painting (RRP) Rule 40 CFR 745, workers, visitors and the public must be protected from lead dust generated during the demolition of LBP or LCP coated surfaces.

• Components identified to contain the presence of lead should not be disturbed in an uncontrolled manner. Disturbance of these materials should only be done by properly trained personnel in a controlled and documented manner to allow for the safety of the workers, bystanders and disposal of waste materials.

• Lead-based paint wastes must be properly characterized to determine whether they are hazardous wastes to determine proper disposal requirements.

• During demolition or renovation, paint materials containing lead should not be sanded, scraped, drilled, or otherwise altered unless proper engineering controls are used to prevent migration of fugitive lead containing dust from the work area. Under OSHA regulations, any demolition or renovation to be performed at a structure where lead in paint and dust is present must be performed in accordance with a worker protection policy, including, but not limited to, appropriate training, medical monitoring, respiratory protection, and other protective equipment. Additionally, comply with guidelines outlined in specifications UFGS-02 83 13.00

20 and UFGS-02 83 19.13 10.

• Those components/colors not tested, should be tested for lead content prior to disturbance that may cause airborne release of lead.

Limitations

The conclusions are limited to the information available at the time of the field survey and the scope of services, as defined. No subsurface soil or groundwater sampling and analysis was performed. Where access to portions of the Site or to structures on the site was unavailable or limited, CDW renders no opinion as to the presence of hazardous material or the presence of indirect evidence related to hazardous material in that portion of the site or structure. This report cannot be solely relied upon for renovation or demolition. The sampling performed forms the basis for conclusions expressed and areas inaccessible for testing limits those conclusions. No other conclusions, interpretations or recommendations are contained or implied in this report other than those expressed. While CDW followed industry standards during the inspection, we do not warrant that all suspect hazardous building materials were identified in or on the buildings and shall not be held liable related to future abatement costs related to hazardous materials that are either not discovered or not appropriately characterized. This is due in part to inherent problems with every building inspection, such as, but not limited to:

• Seemingly homogeneous materials that are not in fact homogeneous;

• Seemingly representative locations that are not in fact representative;

• Layered materials that are not uniformly present or are isolated;

• Materials that are present and accessible but were not considered to be hazardous,

• Materials that are present in an isolated and limited quantity; and

• Material that is present in locations that are unsafe or otherwise difficult to access.

Client acknowledges that CDW's inspection is limited and all hazardous materials may only become apparent during the course of future renovation or demolition. During the course of future renovation/demolition work, it is likely that additional hazardous materials or materials suspected of being hazardous will be identified. Such materials should be assumed to be hazardous unless appropriate evaluation or sampling and analysis demonstrate otherwise. No other use of this report is warranted without the written consent of CDW Consultants, Inc.

CDW appreciates the opportunity to provide our services to you on this project.

Very truly yours, CDW CONSULTANTS, INC.

Asbestos Identification Laboratory

Dear Susan Cahalan, Thank you Susan Cahalan for your business.

Michael Manning Owner/Director

Asbestos Identification Laboratory has completed the analysis of the samples from your office for the above referenced project.

The information and analysis contained in this report have been generated using the EPA /600/R-93/116 Method for the Determination of Asbestos in Bulk Building Materials. Materials or products that contain more than 1% of any kind or combination of asbestos are considered an asbestos containing building material as determined by the EPA. This Polarized Light Microscope (PLM) technique may be performed either by visual estimation or point counting. Point counting provides a determination of the area percentage of asbestos in a sample. If the asbestos is estimated to be less than 10% by visual estimation of friable material, the determination may be repeated using the point counting technique. The results of the point counting supersede visual PLM results. Results in this report only relate to the items tested. This report may not be used by the customer to claim product endorsement by NVLAP or any other U.S. Government Agency.
