Built-in equipment comprises benches, target numbers and lifters, flag poles, and firing line benches. The amendment provides responses to contractor questions, revises drawings, and clarifies contract details. The proposal due date remains September 16, 2021.

1 SF1442 10 n/a Is there any way we can get an index/table of contents for the solicitation? Also, please check your email address on the 1442. It has a period between the u and the s in us.navy.mil.

1.8.2 n/a There is no location indicated for FSC lumber to be used on this project therefore it is our interpretation that FSC lumber is not applicable to this project. Please confirm and/or clarify.

Timber may be used for formwork for the concrete as well as on some of the civil details. Major items include firing line benches, utility emplacement protection and target line benches.

3 n/a n/a CD102 Keynote 127 notes demo on a waterline that was not found during P404 construction.

The water main segment between the two values to be removed per keynote 127 is a line currently being built as part of the Hue City utility construction plans. During Chosin construction this segment needs to be removed per Keynote 127 to accommodate one of the pit head storage buildings.

Chosin utility plans have a new water line running around the pit head and storage building to reconnect this pipe. Please follow the guidance in Keynote 127 which calls for the demo of the Hue City water main between the two Hue City valves.

4 SS 03 30

2.4.6 n/a There are 2 thicknesses of vapor barrier specified however there is no indication of which one is to be used where. It is our interpretation that we can use the 10 mil vapor barrier under all slab on grades and that the 15 mil vapor barrier is not applicable to this project. Please confirm and/or clarify.

Disregard the 10 mil and use 15 mil under the slabs

5 00 21 16 - Instructions to Proposers

Factor 1.

Corporate Experience n/a Corporate Experience requirements for relevant projects state that projects submitted shall be completed within ten year prior to the date of issuance of the RFP. Please consider revising this language to be shall be at least 75% complete prior to submission of the proposal. We are currently performing construction on the P-404 Range

Propose per RFP.

Improvements and Modernization, Phase 2 project, and due to permitting delays, the completion date has been pushed back to November of 2021.

The original completion date was prior to issuance of the RFP, and the project would have been complete if not for the permitting delays that occurred early in the project.

We have received an interim CPARS that illustrates past performance, and as of the issuance of the RFP are approximately 90% complete by contract duration. Please consider revising the language in the RFP to allow submission of this project as evidence of Corporate Experience and Past Performance.

Target Storage Building. SF103 foundation plan shows a CS18 18" SOG under the building walls and a SOG6 6" SOG out in front of the building entrance way.

C1/S302 shows an 18" SOG under the building walls and out in front of the building entrance way (no 6" SOG).

The pit heads on SF101 and SF102 call for the CS18 18" SOG under building walls and out in front of the building

The SOG out in front should be 18" thick (not 6" thick) entrance way (no 6" SOG). Please clarify.

7 SB101

and S304

Reference page Zone D2 in upper left corner. The bent section of foundation and wall show sections A1, A2 and A3/S304. These sections all have different footing widths designated.

The referenced footings on SB101 scale out as 14'00 which corresponds to Section A1/S304. It is our interpretation that the bent section should reference only Section A1/S304.

Please confirm and/or clarify

Structurally the footings can change size at the control joints as shown in the details. If it is better for construction, it is acceptable to use A1/S304 throughout this area

8 S-305, Sections C3 & C4

Both sections reference "vertical reinforcing varies, see dimension string". Where is this dimension string shown? What is the vertical reinforcing on the outside face of target berm wall below the #5's @ 4" OC at C3 and #5's @ 6" OC at C4? This reinforcing is not indicated.

There is a missing rebar callout string. C3 dowels should be #7 @4" o.c. and C4 dowels should be #7 @ 6" o.c.

9 A2/S305 What size rebar and spacing is required in the Target Platform support wall? We are figuring #4's @ 12" OC for both vertical and horizontal

#4 @ 12" o.c. is correct for both the vertical and horizontal reinforcing reinforcing. Confirm and/or clarify

10 SB102,

A2/S305

Shouldn't the T/FTG EL 11.70 in Plan View A/SB102 read T/Platform EL 11.70? Confirm and/or clarify.

Correct - the 11.7 references the front edge of the platform

11 S306, C1/S306, C3/S306

Reference C1 and C3. C1 shows footing thickness as 16" while C3 shows footing thickness as 2'0. It is our interpretation that the footing thickness is 16" per C1. Please confirm and/or clarify.

The 2-0" should be 1'-4"

12 SB103 A4 shows the skewed wall with a TOF elevation of

6.00 and then the straight wall at 7.67.

A3 which is a continuation of A4 only shows the TOF as being 6.00 and no step footing is defined. It is our interpretation that all of the Front Impact Berm TOF is to be

6.00. Please

confirm and/or clarify.

The TOF elevation should be

6.00 throughout

13 SB103,

S306

Please confirm that the skewed wall section in A4/SB103 is supposed to be sloped like that as shown in A1/SB103.

Based on the site conditions, the skewed sections are different and are to be as shown on the drawing

14 C3/SB103 B3/S307 cut thru C3/SB103 is incorrect. B3/S307 is for the rear impact wall not the front impact wall. Please provide correct section cut.

The section cut is correct.

C3/SB103 is the connector wall between the rear and front impact wall and is the same detail as the rear impact wall

15 C3/S306 C3/S306 states "vertical reinforcing varies, see dimension string". Where is this dimension string shown? Provide dimensions for the #7 and #4 vertical reinforcing on the berm side. This dimension is not indicated.

The dimension string references the two different bar sizes. The #7 @ 4" o.c. length shall be calculated for the lap distance of 48" as shown in the Lap Schedule on S-004.

16 S306 B1 calls for 18" column while A3 calls for 16" column.

Clarify correct size.

Column sizes are 18" (the reference should be S-302, not S- 306)

17 B1/SB105 There is one Sacon Column sized as W24x24. Shouldn't it be a W12x26?

Please clarify and/or confirm.

W24X24 is incorrect. This should be a W12X26.

18 SB105

and C5/S308

SB105 shows Sacon Columns as W12x26 and W12x35.

C5/S308 shows the Sacon Columns as W12x26 and W12x30. Shouldn't the Sacon Columns be as sized on SB105 as W12x26 and W12x35? Please confirm and/or clarify.

Columns should be W12x35 where shown as W12x30.

19 SB105 Reference the note "SACON on Walls Above Grade" at the ends of the Rear Impact Berm Wall.

Please provide details on the SACON is to attach to the concrete CIP walls

SACON supplier shall provide steel strapping/clips and bolts to the concrete wall
