This vegetation plan states that after grading activities and the contruction of swales all areas are to be seeded. However, there are no grading activities to be performed or swales to be constructed. The existing grassy areas around the existing compressor shed to be reconstructed and what appears to be like a grassy areas 5' off the east and west ends of the building will most likely only need to be raked and seeded. We do not find any indications on the drawings to change grades, regrade or construction swales. Please advise if the above mentioned areas are the only areas to be seeded per the vegetation plan.
Yes, Those areas and any disturbed by Contractor operations.

00 21 16em 4, factor **The referenced location outlines the number of completed projects to be submitted in support of a viable Solicitation response, including the Size and Scope/Complexity requirements to be met. Our company meets these requirements. This section also includes requirements that are considered restrictive to our company and would not allow us, by the strict interpretation of the RFP, to submit a response or be considered for a seat on this MACC.
**Specifically, Factor 1 states, “Offerors shall have acted as the prime contractor on all submitted projects. Offeror’s experience performing as subcontractor will not be considered, nor will experience of companies proposed to work as subcontractors on the awarded contract,” and “…the Offeror’s experience as a subcontractor will not be considered.”
**As an SBA recognized Mentor that has ushered multiple entities through the SBA 8(a) program, our firm’s responsibilities for efforts performed under this umbrella should be given latitude. While, Joint Ventures without shared experience are able to provide individual company experience for consideration, it is reasonable that a Mentor’s experience within a JV should equally be allowed to be submitted. Unfortunately, the legal parameters of Mentor/Protégé Program, and subsequent Joint Venture agreements, requires that the Mentor be issued Subcontract status (under the umbrella of the Joint Venture). In short, while our capabilities, past experience and bonding capacity have allowed several small businesses to become independent thriving General Contractors, to the benefit of the Government, the experiences gained by these JV entities are not being allowed to be capitalized on; to the detriment of the Mentor firm.
**Please confirm that, as described above, companies experiencing these extenuating circumstances may provide Past Performance gained as a Mentor under an SBA recognized Joint Venture umbrella.

117 12/21/2020 Section 07 61 15.00 20 – Alumin um Standin g Seam Roofing
The specifications call for a 0.040” thick aluminum standing seam roof panel, 2 3/8” x 16” T‐Lock seams, Kynar painted. This is typically used on architectural type Roofing from a manufacture like Peterson or Fabral, and is very expensive. We would like the opportunity to submit specs. for a Varco Pruden – SSR II, 22 gauge – galvanized Roof panel, with a Kynar painted and warranted finish, that is standing seam with seams at 16” oc, as it meets your warranty requirements. Using a well established metal building manufacturer like Varco Pruden for the Standing Seam Roofing is the most cost effective way to retrofit and recover the existing Warehouse. Most times, aluminum standing seam roofing is not made to span 5’ OC Roof purlins and is installed on top of plywood decking and/or rigid decking.
The Base has developed and vetted this roof specification. The Base provided this roof specification.
118 12/21/2020 Section 07 42 13 – Metal Wall Panels
The specifications call for a 22 gauge, Kynar painted wall panel to be used on the Warehouse. We would like submit a Varco Pruden Panel Rib Wall Panel, in 24 gauge Kynar painted finish, as this is the standard for metal buildings, and would meet your performance requirements. We can get it in 22 gauge, but it is more expensive.

We ask the bid date be postponed an additional two days. The bid date was revised to January 19th. This date falls one day after a federal holiday. This contract is very important to us. To ensure timely delivery of our proposal, we usually have it delivered the day before to account for mishaps. With the Government offices closed January 18th timely delivery of our proposals is compromised.
Please extend the proposal due date an additional two days.
