3 12/3/2020 RFP 5.2.4 Because the Proposals are required to be mailed in (see 5.2.4 of the RFP), and because of the probability that due to the current COVID restrictions and normal holidaybusiness inactivity, and the current slow mail service, we request the Proposal Due Date be extended until the second week of January in order to provide accurate, competitive pricing and timely proposal delivery.
See Amendment 0003 3
6 12/4/2020 Given that many subcontractors and vendors will be on holiday the week prior to the bid due date, we respectfully request a one week bid extension. This will ensure the best pricing for the subject seed project. Thank you for your consideration.

We have just completed a project through the Savannah COE on which we did 98% of the work on a $20M renovation project, renovating a 3-story building into a SCIF building. We were not the Prime Contractor but we acted as a """super-sub" to the prime. The CPARS states that "The major subcontractor has handled all day to day operations and has been extremely responsive and cooperative in all matters." We received a "Very Good" rating on the project from the COE, with an Exceptional Safety rating. Would this project be acceptble for our proposal, even though we were not the Prime Contractor?

Corporate Experience states "Projects submitted for the Offeror must have been completed within the previous five (5) years of the date of issuance of this RFP". Are projects which have been accepted by the Government through the issuance of a BOD, facility turned over to the end user yet still pending 2nd season TAB's considered as "complete"?
Projects that have had BOD issued will be considered complete for purposes of this RFP, as long as BOD was issued by the date required per the RFP.

12/7/2020 9 Factor 1, i.
Solicitation N4008521R1215 requires that offerors:
-Submit a minimum of three (3) up to a maximum of five (5) relevant projects.
-Each Submi ed project having a final construc on cost of $1,000,000 or greater. At least on (1) project must have a final construction cost of $5,000,000 or greater.
In lieu of the above project requirements, we ask that the Government consider lowering the price range for the submitted projects to allow for additional competition by capable Contractors. For example, Solicitation N40085-15-R-0809 which led to the GC MACC now being renewed were:
-Submit five (5) general construc on projects, completed within the last three (3) years.
-Each contract shall from from $150,000 to $5,000,000.
The above project price range led to the existing group of incumbent GC MACC Contractors. We ask that the Government consider using the same project price range for the current GC MACC solicitation.
Bid per the RFP. 3
29 With project sizes anticipated to be as low as $150,000, to increase competition, would the Government consider changing the Factor 1 Corporate Experience requirement of a $5M project to a $3.5M project. As long as the firm can meet the single project bonding capacity of $10M and has 5 projects relevant to the scope, this would enable more businesses to be competitive, especially smaller businesses who are able to handle those project sizes.

58 12/11/2020 9 The text in the Navy-provided template for Attachment A (Construction Experience Project Data Sheet) is in 10-point Times New Roman font, but page 9 of the solicitation says that offerors should use 12-point Times New Roman font in the non-cost/price volume. Please confirm that offerors can use 10-point Times New Roman font in the Attachment A forms.
Confirmed, offerors may use 10-point Times New Roman font on the Attachment A forms.

5.3PRE-PROPOSAL INQUIRIES (PPIS)Question 1: Because the timeline for the proposal falls during two national holidays (both during a work week), please clarify the “14 days prior” cutoff date for questions.
See Amendment 3. The Pre-Proposal cut off date is January 05, unless an amendment adjusts the proposal due date, in which it will adjust accordingly to be 14 days before the proposal due date.
60 12/11/2020 SF
Question 2: Because the timeline for the proposal falls during two national holidays (both during a work week), would an extension to the due date be considered? This would give adequate amount of time for the holiday lag to subside, specifically regarding our interaction with affiliated subcontractors.
See Amendment 3 3
61 12/14/2020 4 Evaluation of Factor 2 - Management Approach will be rated Acceptable or Unacceptable basis. Will the evaluation of Factor 3 - Safety be rated Acceptable or Unacceptable basis also?

Can the Non-Cost and Price Factors, each in separate binders, be put in the same sealed box or envelope, or do they have to be in their own sealed packaging (price binder in one package and non-cost binders in another package)?
The Price Proposal and Non-Price Proposal must be submitted in separate sealed packages.
72 12/15/2020 84. Evaluation Factors for Award(a) Price - (1) Solicitation RequirementsOn pg. 7 under (a) Price, (1) Solicitation Requirements, the RFP states we should submit 3 copies of the Price proposal: an original in a binder, a copy in a binder, and an electronic copy on a CD. However, the SF 1442 says submit 1 original and 3 copies. These contradict one another. What is the correct number of price factors to submit?
Submit in accordance with the requirements in section 00 21 16 - Instructions to Proposers.
73 12/15/2020 94. EVALUATION FACTORS FOR AWARD(b) Non-cost/Price FactorsOn pg. 9, (b) Non-Cost/Price Factors states that we shall submit one original, three copies, and one electronic copy of the CD.

Page 3 of the solicitation does not need to be filled out. The price must be provided on Attachment G.
77 12/15/2020 8Additional Information to be Submitted with Price Proposal PackageResponsibility Determination Information, item (2) On pg. 8 under Responsibility Determination Information, item (2), we are required to submit the latest three complete fiscal year financial statements certified by an independent accounting firm or signed by the authorized officer of our organization.
To meet this requirement, can we submit the CPA-prepared balance sheets and income statements for the last three complete fiscal years or are there other financial documents, in addition to the balance sheets and income statements, that the Government would like to see? Typically for this type of requirement, we have only submitted the CPA-prepared balance sheets and income statements.
As long as these documents meet the requirements listed under RESPONSIBILITY DETERMINATION INFORMATION, this is acceptable.
78 12/15/2020 8Additional Informatino to be Submitted with Price Proposal PackageResponsibility Determination Information, item (2) Are we allowed to submit financial statements certified by an authorized officer of our organization in lieu of financials prepared by a CPA/independent accounting firm? Yes. The CD included in the price proposal must contain the pricing for the see project in the PDF file.
80 12/16/2020 Would you please consider extending the proposal due date a minimum of two weeks, but ideally 3-4 weeks? The current due date of January 5th is immediately after the holidays. Extending the due date will allow more comprehensive pricing as several subcontractors are on vacation at this time and are not submitting pricing.

1.3.4 Amendment 002, Paragraph 1.3.4 indicates that the successful IDIQ contractors will compete for task orders based on best value, using the tradeoff process or lowest price technically acceptable (to include lowest price). Currently, the Basis of Award for all MACC Task Orders being solicited & performed at MCB Camp Lejeune, MCAS Cherry Point and MCAS New River is Lowest Price only. MACC Task Order Technical Packages are typically only required on MILCON Projects with a Government Estimate of $10,000,000+ or if the project is highly specialized. Can the Basis of Task Order Award be changed to Lowest Price only for Task Orders valued at $10,000,000 and below by Amendment due to MACC Awardees being expected to attend every Government Organized Site Visit and to submit a proposal for all Task Orders?
The Basis of Evaluation will be determined per task order.
90 12/17/2020 6 of 15 Amen.
4.a.1.iv Amendment 002, Paragraph 4.a.1.iv indicates that if a Representation or Certification required by Section 00600 of the RFP is not provided in SAM, include the representation or certification in your price proposal. Yes, the offeror will be required to submit the completed reps and certs included in the RFP with their proposal.

115 12/18/2020 Amend ment 2, pg 13
5.2.3 para. 1-6
Please clarify due date for propsal. Is it January 4th or January 5th? Amendment 2 states the electronic submission is due the 4th, is that correct? So there are two separate due dates, electronic the 4th and hard copy the 5th? Also, are both Hard Copy & Electronic submissions required? Or just one or the other?
Amendment 0002 states that the contract specialist must receive the offeror's request for a DoD SAFE drop off link by 4 January 2021. There is one proposal due date, which has been extended to 19 January by means of Amendment 0003, in which the electronic copy of the proposal must be received. The hard copy of the proposal is also required and must be received no later than two days after the electronic proposal due date.
