1. QUESTION: In review of the specification section 02 41 00, Part 3, is it the intent of the government to have contractor remove and store all of this material to be returned to the government?

ANSWER:

Per specification 3.1.8 Carpet is to be disposed of by the contractor Per specification 3.1.9 Acoustic Ceiling Tile is to be disposed of by the contractor Per specification 3.1.12 Locksets on Swinging Doors, the Contractor shall coordinate with the Contracting Officer after award Per specification 3.1.13 Mechanical Equipment and Fixtures, do not salvage equipment and fixtures; items shall be disposed of by the contractor.

Per specification 3.1.13.1 Preparation for Storage, do not salvage units, tanks, and fixtures; items shall be disposed of by the contractor. If items found contain flammable, explosive or other dangerous liquids we Environmental Group should be contacted for guidelines. Jamie Ingram, Performance Assessment Rep, FSC, (910)-451-5783 x 3235.

2. QUESTION: How would you quantify the piping etc.? In addition, all insulation would have to be removed prior to storage.

ANSWER: Per specification 3.1.13.2 Piping, do not salvage piping; items shall be disposed of by contractor.

3. QUESTION: Is the intent for the government to keep all of the plumbing fixtures as stated in 3.1.13.4?

ANSWER: Do not salvage fixtures, motors, machines; items shall be disposed of by contractor.

4. QUESTION: Typically these barracks retrofits (in the past) have been this same light gauge Pre-engineered Truss and purlin system using plywood as a roof diaphragm. This job is an open span purlin system using the purlins as the substrate to attach the SSMR panel. We are assuming that we need our truss manufacturer to design the diaphragm resistance into the framing system as a stand-alone system to resist the diaphragm loads? Please advise or is the EOR’s proposed locations of longitudinal X-bracing sufficient for the diaphragm loads as shown on the S-102 drawings as Longitudinal X-bracing? We have checked with the SSMR supplier engineers and the SSMR panels and system offers no Diaphragm resistance values whatsoever.

ANSWER: A complete and detailed new attic and roof system is a delegated design. The main design concepts of light gauge trusses and framing, overall layout, anchorage to the existing structure, roofing, and design parameters are presented throughout the drawings and within the specifications. Wind loading combinations control the design of this new system.

Pertinent wind parameters and information are presented within the construction documents.

A full and complete system in compliance with those documents are the responsibility of the

General Contractor and their sub-contractors. As noted (i.e. within the notes on S-001), the truss manufacturer and contractor have the liberty and flexibility to provide, design, and detail a system of their preferences that is in compliance with the construction documents (i.e., some companies have proprietary products or details). Items and design within this system such as bracing/blocking, additional purlins/framing, plywood or metal decking, connections, etc. shall be detailed and submitted via shop drawings for approval by the Designer(s) of Record.

5. QUESTION: The trusses that create the roof planes at the hip ends of the building are a standard vertical truss running the same direction of the SSMR panel. If the panel is to attach as an open span system we would need to do something to create attachment of the panel perpendicular to the panel for attachment of the clips. Do we need to drop the top chords of these trusses that create the Hip end of the building 1.5” and use 1.5” hat channel across the top of the trusses to be able to have an attachment point for the SSMR clips or would Metal b-deck be preferred? Note: there are other areas such as the over builds at the balconies that would be similar to this condition also. Please advise.

6. QUESTION: In regards to Window Blinds, does Paragraph 2.1.1.7 Audio Visual Blinds apply? In Paragraph 3.3.1 Horizontal and Audio Visual Blinds, it kind of refers to them as separate types of Blinds. There is no mention on the plans of any type of Blinds. We, typically, do not install Side & Sill Channels. This can make a huge difference in pricing.

Please advise.

ANSWER: Paragraph 2.1.1.7 is not applicable.

7. QUESTION: There is a mixing valve shown on detail 5 “Mechanical Building New Work Domestic Plan” on drawing P-104 labeled MV-1. Mixing valve MV-1 is also shown on detail 1 on drawing P-502. There is no schedule showing any sizing or performance requirements. Please clarify requirements of mixing valve MV-1.

ANSWER: See P-601 for MV schedule and Specification 22 00 00 paragraph 2.11.

8. QUESTION: Section 23 73 33, paragraph 2.4.4 “Buried Preinsulated Water Piping” calls for heating hot water to have prefabricated fittings. Historically on Camp Lejeune projects, we have provided field supplied fittings that are field insulated with factory supplied fitting insulation kits. Will prefabricated fittings be required?

ANSWER: Field supplied fittings with field insulated with factory supplied insulation kits is acceptable.

9. QUESTION: There are no specifications for the underground chilled water piping, underground domestic hot water, and underground domestic hot water return. Will these services be pre-insulated? If so, what types of materials are we to use? Will pre-insulated pipe with field supplied fittings and factory supplied fitting insulation kits be allowed?

Please clarify.

ANSWER: Specification 23 73 33 2.4.4 applies to all buried underground piping.

Omit heating hot from this paragraph.

10. QUESTION: Section 22 000 00, paragraph 2.8 “Water Heaters” says water heaters “shall be non-condensing, natural gas fired with integral storage tank”. Note 2 on the Domestic Water Heater schedule on drawing P-601 says to “provide boilers”. We have not found any manufacturer of domestic water boilers that meet the requirements of an integral storage tank other than PVI Water Heaters. Other domestic water boilers have integral storage tanks but only when steam fired. Are we to provide PVI water heaters, which are far more expensive, for this project or will domestic water boilers with separate storage tanks be acceptable? If the government is requiring natural gas fire with integral storage tank, please provide alternate sources other than PVI.

ANSWER: Condensing or Non-Condensing water heaters are allowed. Boilers and storage tanks are not acceptable.

11. QUESTION: Does the washing machine chase receive FRP?

ANSWER: No.

12. QUESTION: Past BEQs have had allowances for FF&E as well as a CLIN for the design.

Will that be required on this one?

ANSWER: Bid as per plan and specs.

13. QUESTION: Please provide specifications for light gauge steel trusses.

ANSWER: Contractor shall conform to the requirements of Section 05 40 00 “COLDFORMED METAL FRAMING” and the drawings.

14. Change Contract Completion Date to 540.
