SECTION QUESTION GOVERNMENT RESPONSE AMEND
NO.
Is the oil water separator operational to remove condensed vapors extracted from the subsurface by the SVE?
The oil water separator was used for the groundwater extraction system, it is not being used as part of the biosparge system. No condensed vapors requiring an oil water separator are anticipated.
Is the biosparge system treating soils w/ TPH> 1,000 ppm or both soil & GW? Our understanding is that all wells (six new and 3 steam inj wells ) used for sparging are screened below the water table. If so then biosparging is primarily used for GW treatment. However, section 3.1.3 in the draft O & M manual says that soils above 1,000 ppm TPH is treated by biosparging.
The system is designed to treat both soil and GW. 0005
Due to discrepancies in the RFP and Q&A, such as referencing items in Factors, but not describing what is to be included in that factor would the Government consider issuing a revised RFP that has made corrections to section L & M based on answers to questions so all contractors have a clear understanding of the proposal submittal requirements needed for each volume?
The Q&As provide clarification to any descrepancies in the RFP and should be used/reference when producing the submittal requirements.
