11 L.5.2 Please clarify the requirements for Factor 2, Tab B – Awards, Certificates, and Letters of Recommendations and Factor 4, Tab C – Awards, Certificates, and Letters of Recommendations as these appear to be redundant.

The awards, certificate and letters of recommendation should be under Factor 2 and not Factor 4

17 L.6.2.1 Please clarify whether the following count against the page count: Cover Page, Factor Dividers, Tabs, Table of Contents, Acronym Lists, etc. Currently with the Tabs as identified in L.5.2, that would use at least 20 pages.

Cover pages, dividers and tabs would be excluded from the 125 page limit; however, the table of contents and acronym list which is key portions of the RFI would be part of the 125 page limit

19 L.6.2.f / L.8.5.5 RFP states in L.8.5.5: “The proposal breakdown shall be submitted in an Excel Spreadsheet, at a level of detail sufficient to validate you understanding of this technical requirement.”

Failure to provide the required information or an affirmative statement that the offeror shall perform all work itself without subcontractors will be considered a material defect rendering the proposal UNACCEPTABLE for this factor.

"All information outlined above in (1), (2), and (3) MUST be provided or the proposal will be considered UNACCPTABLE. If information is not available in the submitted narratives, provide a reason for missing required information.”

31 L.9.2.2, Attachment J-2 This section indicates that Price Proposal must be submitted on the NAVFAC-provided Price Proposal Form (PTO 0001), Attachment J-2. However, the form provided is a detailed cost estimating template. Please clarify if a detailed cost estimate is required or a Price Schedule/Schedule of Values was intended.

The detailed cost estimate in Attachment J-2 is required. 0002

32 L.9.2.2 This section allows for an alternate technical approach and associated cost proposal to be submitted.
