About this file
This document is an amendment to a solicitation for dredging services at Naval Station Norfolk in Virginia. The amendment provides additional details on the scope of work, which includes new dredging of Pier 11 South Berth Expansion Area and maintenance dredging of Piers 5 North and 6 North. A portion of the Pier 11 area contains sediment contaminated with petroleum, oil and lubricants that must be dredged and disposed of at an upland facility. Additional requirements include placement of dredged sandy capping material and armor stone layers. The amendment implements COVID-19 safety protocols for federal contractors, provides revisions to general requirements and the design, and answers pre-bid inquiries. Bids are due by November 1, 2021 electronically and November 4, 2021 for hard copies. The solicitation is for a firm-fixed-price construction contract awarded to the lowest priced responsible bidder.

This section states that the dredge plans are to show progressive positioning of hydraulic dredge, crane barge, etc. If clamshell bucket is an allowable form of dredging, can this be accounted for in the language?
Clamshell dredging is permitted. 0002

Please confirm if the jobsite is adjacent to any protected species habitats that would enact environmental dredging time of year restrictions as notated in the Appendix A permits. Per the Permit documents, it states "Any authorized dredging located adjacent to certain resources (including shellfish beds, submerged aquatic vegetation, and anadromous fish use areas) will require a time of year restriction (TOYR), unless determined unnecessary through additional agency coordination. The TOYR indicates the time of any given year that the authorized dredging cannot be performed in order to protect these resources. The TOYR for these resources are as follows:
• Shellfish beds: March 1 through September
• Submerged Aquatic Vegetation: March 1 through October 31
• Anadromous Fish Use Areas: February 15 through June 30
No Time Of Year Restrictions are anticipated to be required under the project permits.
Contractor shall the bid the project accordingly.

Specification Section 01 57 19, Page 17, Section 3.4.1, Preconstruction Air Permits.
This section requires us to submit for an air permit at least 6 months prior to bringing equipment on the site. This requirement cannot be achieved given the project is only 180 days in duration. Please clarify.
See Attachment 12 - Design Revision 01 provided in Amendment 0002.
Is there a requirement to have a Marine Mammal Watch person stationed on the project?
Marine mammal watch person(s) are not anticipated to be required under the project permits.
Contractor shall the bid the project accordingly.

Plan Sheet V-003, Sections A thru F shows the 36” thick sand layer on the cut slope.
This slope is at a 2:1. The natural angle of repose for the sand will make the sand want to create a 3:1 slope. Is it acceptable to have the finished slope at a 3:1?
Contractor shall bid pursuant to plan design using a 2:1 slope.
V-
Plan Sheet V-003, Sections A thru F show dividing lines between the POL material and the material to be hydraulically dredged and placed into Cranney Island. The POL material will need to be dredged first as the layer sits on top of the Non-POL material.
How will the contractor know when to stop dredging the POL material and switch to the Hydraulic method? Will NAVFAC be testing periodic mechanical buckets of material as they are dredged?
The project plans, (sheet V-101) shows the POL material areas and corresponding required dredging depths. When the contractor achieves the minimum dredging depths, as shown on the plan, the POL material removal shall be considered completed. The GOV will perform a bathymetric survey in order to verify that minimum contract depths have been achieved.
12 3 35 31 19 2.1.1
Specification Section 35 31 19, Page 3, 2.1.1 states that the contractor is to submit the source of the clean medium grain sand and testing reports. We are not furnishing the sand on the project. It is being mined onsite.
Is the contractor required to test the mined sand for compliance with ASTM C33?
See Attachment 12 - Design Revision 01 provided in Amendment 0002. Sand shall be mined from on-site as shown on plans.
13 2 01 11 00 1.3
Specification Section 01 11 00, Page 2, 1.3 states NTP is to be issued within 90 days or less from the contract award date. When do you anticipate contract award?
The Government intends to award in November 2021
14 3 01 30 00 1.6
Specification Section 01 30 00, Page 3, 1.6 states that the contractor is to mobilize within 60 Calendar days from contract award. If the government takes the full 90 days in question 7 above this section is contradictory to question 7 above.
See Attachment 12 - Design Revision 01 provided in Amendment 0002.
Are there any time of year restrictions for the dredging work?
No Time Of Year Restrictions are anticipated to be required under the project permits.
Contractor shall the bid the project accordingly.
16 2 35 20 23 1.9
Specification Section 35 20 23, Page 2, 1.9 Charges states the government will pay charges imposed by USACE for disposal of dredge material into Craney Island. This section is in conflict with the bid item descriptions for CLINs 0001AB, 0002AA, and 0003AA which states the contractor is required to pay the USACE the tipping/disposal fee. Please clarify.
See Attachment 12 - Design Revision 01 provided in Amendment 0002.
17 2 01 11 00 1.4
CLIN 0001AJ is an item for Downtime with a quantity of 24 hours. Specification Section 01 11 00, Page 2, 1.4 Work Scheduling states that the contractor shall allow for a maximum of 200 hours where construction activity is prohibitive. Will the payment for downtime start after the 200 hours of incidental downtime is exhausted?
See Attachment 12 - Design Revision 01 provided in Amendment 0002. Any downtime impacts due to Government Operations is to be paid to the Contractor via CLIN
0001AJ

Material placed into the CDMMA Rehandling Basin via conventional clamshell bucket, transported via sealed scow/barge and deposited into the CDMMA Rehandling Basin or pumped via hydraulic unloader to an upland cell of the Craney Island Dredge Material Management Area (CDMMA) or dredged via hydraulic cutterhead dredge and pumped directly upland cell of CDMMA.
Please confirm if dredged material disposed in the CIDMMA Rehandling Basin via dump scow must be then pumped into the CIDMMA Upland Site by the same contractor. Please confirm the current capacity of the CIDMMA Rehandling Basin if rehandling the dredged material via hydraulic unloader into the CIDMMA Upland Site is not required.
bottom dumping scow is not required to be subsequently pumped to an upland cell by the contractor. However, the contractor shall bear in mind that material placed into the rehandling basin is subject to a considerably higher disposal toll charged by the Army Corps of Engineers. As stated in the bid schedule, the contractor shall be responsible for paying all CDMMA disposal tolls.

Plans Sheet V-201 POL Contaminated Dredged Material Management and Side- Slope Capping Narrative Can the POL contaminated material be dredged via clamshell and hydraulicly unloaded at the CIDMMA?
The material would then be dried and mixed ion place at a contained CIDMMA upland cell and then be rehandled to a landfill.
