About this file

This document includes an invitation for bids for dredging services at Naval Station Norfolk in Virginia. The scope of work involves new dredging of Pier 11 South Berth expansion areas along with maintenance dredging of Piers 5 North and 6 North berths. Dredged materials will require disposal at either an upland containment cell or the Craney Island Dredge Material Management Area. A portion of contaminated sediments from Pier 11 South will need removal and disposal at an approved upland facility. Additional requirements include placement of sandy capping materials and riprap armor stone. Bids are requested for line items covering mobilization, dredging and disposal of various material types by clamshell bucket or cutterhead dredge, as well as debris removal and buoy relocation. The Navy will evaluate total bid pricing for all line items and reserves the right to award optional maintenance dredging line items for Piers 5 North and 6 North within 90 days of contract award.

a. Award will be made on the total sum of Contract Line Items (CLINs) 0001 (Item #s 0001AA through 0001AJ), CLIN 0002 (Item# 0002AA), and CLIN 0003 (Item#003AA). As advised, for each item number under CLINs 0001, 0002 and 0003, enter unit prices and extended totals in spaces provided. If there is a difference between a unit price and the extended total, the unit price will be held to be the intended bid and the total recomputed accordingly. If an Offeror provides a total but fails to enter a unit price, the total divided by the specified quantity will be held to be the intended unit price.

b. The Government reserves the unilateral right to award CLIN 0002 and CLIN 0003 to the Contractor at the proposed price at the time of base award or within 90 calendar days after the contract award. A firm fixed proposed price is required for CLIN 0001 and CLIN 0002 and CLIN 0003. No provision is made for economic price adjustment. If Options are exercised, the contract completion date remains 180 calendar days after award of the contract.

c. Evaluation of Options (JUL 1990). Except when it is determined in accordance with

FAR 17.206(b), Evaluation, not to be in the best interest of the Government, the Government will evaluate offers for award purposes by adding the price for the Option(s), CLINS 0002 and 0003, to the total price for CLIN 0001. In accordance with FAR 52.217‐5 Evaluation of Options, evaluation of options will not obligate the Government to exercise the Options.

d. The Government may reject an offer as nonresponsive if it is materially unbalanced as to prices for the basic requirement and the option quantities. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work

e. If CLIN 0002 and/or 0003 are exercised, additional bonding and consent of surety is required. Consequently, the Performance Bond must reflect 100 percent of the aggregate amount of all awarded CLINs.

f. In Accordance with FAR 14.101(e), award will be made to the responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering only price and the price-related factors included in the invitation.
