A. This amendment provides the following information:
1. Please be advised that the responses to the questions provided below apply and are specific to CLIN 0001AA (MCB Camp Lejeune).
B. The following provides the Government’s responses to pre-award inquiries:
1 Q. Will the Gov’t allow a triple hat, SSHO/QC/SS?
A. Yes.
2 Q. Please provide design and flow requirements for fire suppression?
A. To be designed by contractor.
3 Q. Please provide an aerial map w/ topography and access for each site?
A. See Amendment 3 – Site prep drawings.
4 Q. Verify no FF&E is included in RFP A. No FF&E.
5 Q. 2.1.2 Mechanical and Electrical Minimum Requirements, (g.) states “The Government will supply and install additional interior telecom and data cabling. And page 10 NOTE 2. States “Work involving additional internal communication wiring (required to meet MCBCL requirements) is not included in this scope. Please confirm All communication wiring and equipment are completed onsite by others/government, and not the modular companies nor factory.
A. All interior communication work is included in Contract, please reference Amnd 0003.
6 Q. Please advise if the contractor is required to obtain any state or local permits for this project including NOI, SWPPP, clearing and grading, or environmental permits.
A. No permits are required.
7 Q. There does not appear to be any requirement for a site supervisor. Will the contractor need a supervisor on site? If so, please advise how many and if there will be any experience, quality control, or safety certification requirements for the supervisor.
A. Yes, please refer to specifications.
8 Q. Please confirm that contractor is to provide a design for the trailers certified by an engineer. Please provide a UFC or IBC reference that the trailer design is to be based on, or advise if it should be current local building code for the area.
A. Engineer must design trailers and comply with both UFC and IBC.
9 Q. SOW P-7, 10, SOW page 7 states the project will be from 1-June-20 to 30-Oct-2020 a period of 151 days. SOW Page 10 states trailer delivery must start within 90 days and complete within 150 days from award. Please confirm that the POP is 151 days from award date to completion of the trailer delivery and set up of trailers on both sites.

10 Q. SOW P-9, SOW states trailers to be located following drawing pages C19-0108, please confirm contractor will follow this site layout and will not need to provide any type of site layout design for the trailers.
A. Follow site layout provide in 19-0108 drawings.
11 Q. SOW P-9, If the contractor IS required to provide a site layout, please advise if the contractor needs to have an engineer approve the layout and if the contractor will be required to provide any stormwater or utility design.

12 Q. SOW P-10 Note 1, SOW says utilities to be provided by government, please confirm that this will include the government providing required electrical main distribution panels and electrical circuits to the electrical panel at each individual trailer, and that this is NOT to be included in the contractors proposal.
A. All exterior utility tie-ins are NIC.
13 Q. SOW P-10 Note 2, SOW says utilities to be provided by government, please confirm that this will include the government proving the sewer drain pipe under the trailers to connect all sinks and toilets from the individual trailer sections and connecting this sewer piping to the sewer main, and that this is NOT included in the contractors proposal.
A. All exterior utility tie-ins are NIC.
14 Q. SOW P-10 Note 3, SOW says utilities to be provided by government. Please confirm that this will include the government proving the water line under the trailers to connect all sinks and toilets from the individual trailer sections and connecting this piping to the water main and that this is NOT included in the contractors proposal.
A. All exterior utility tie-ins are NIC.
15 Q. SOW P-10, 11, 13, Communication - Page 10 says "work involving additional internal communication is not included in this scope. Page 11, point 8 says "each trailer requires: communication drops in all occupied areas and printer areas." Page 13 says to 'plan... for 20 communications drops."
Please clarify what the contract is required to provide on communications scope:
a. Advise if the contractor is required to provide a communications layout or design by an RCDD designer.
b. Advise if the contractor is required to provide rough in only (junction boxes and cable tray)
c. Advise if the contractor is required to provide cable installation and termination. If so, confirm how many drops at each location, if a communications cabinet is required, and if Cat6e cable is acceptable for the runs.
d. Confirm that no site communications (OSP) is to be provided in this proposal.
A. a-c: All interior communications work is in the scope- see Amnd 0003
d. Outside plant is NIC
16 Q. SOW PG-8, PG 11 Note 12, this section states that facilities over 5000 SF require fire suppression.
For the purpose of the proposal, can the bidder assume that no fire suppression will be required for any building under 5000 SF?
A. Comply UFC 1-200-01.

17 Q. SOW PG-11, this section states that the trailers must be 20' apart to avoid fire suppression requirements even if the buildings are less than 5000 SF. Can the contractor assume that the trailer layout that is being provided by the Govt meets all of these requirements? Or is the contractor required to have a fire protection engineer review and approve this site plan?
A. Have a fire protection engineer review and approve plan.
18 Q. SOW PG-9 4.B, C, This section list two buildings at 8400 SF. Can the contractor assume that these are the only two building that will require fire suppression?
A. Comply with UFC 1-200-01.
19 Q. SOW PG-9 4.B, C, If the (2) 8400 SF buildings require fire suppression, can the contractor assume that the government is to supply the water line to the trailers for the fire suppression system?
A. Fire line to trailer site is NIC.
20 Q. SOW PG-9 4.B, C, If the (2) 8400 SF buildings require fire suppression, can the contractor assume that the area has sufficient water supply for fire suppression requirements? If so, confirm that the contractor can exclude any fire pumps or water storage tanks that may be required if the water supply is not sufficient.
A. No pump is required, Fire line should have enough pressure to support system; flow test is required.
21. Q. Please advise if a fire alarm system is required for any of the trailers. If so, please advise which buildings and provide the base requirements for the fire alarm system including brands that are allowed and if a radio transmitter is required to connect to a base wide system.
A. If a building has an occupancy greater than 11 persons then mass notification is required. The usual means of accomplishing that is a combination mass notification /fire alarm system in accordance with nfpa72 and the mass notification ufc.
22. Q. Please advise if any mass notification is required for any of the buildings. If so, please advise which buildings, and provide the base requirements for the mass notification system including brands that are allowed and if a radio transmitter is required to connect to a base wide system.
A. See response to questions 21.
23. Q. SOW P-7 Note 2.1.2.c, P-11 Note 9, SOW 2.1.2.c calls for 150A panels with 8 circuits and Page 9 calls for all buildings with >10 people to have a comm room that has 8ea 30A circuits. Please confirm that each comm room should have an additional electrical panel for this. Also advise if the panel should be 240A for the (8) 30A circuits, or provide actual loads so the size of this panel can be reduced by the designer.

24. Q. SOW PG 7 Note 2.1.1.i, this section requires steps into the trailers. Are ADA ramps required for each building or are steps only acceptable? Please advise which trailers, if any, need to meet ADA.
A. All trailers are to be ADA compliant, for Camp Lejeune, walkways are NIC
25. Q. Please confirm that Steps and Landings have been removed from the Requirement.
A. For Camp Lejeune, walkways are NIC.

26 Q. Please confirm Scope of Work for Communication needs;
a. Is inside building cabling part of this scope?
Aa. For Camp Lejeune- Yes.
b. Is there to be a COMM Rm in each building?
Ab. Comm room required for each trailer.
c. Is racking for switch, patch panels required for each building?
Ac. Yes in the com room – see specs.
d. Is Switch part of this requirement?
Ad. Yes, see specs.
e. Is Outside plant cabling part of this requirement?
Ae. In one response in Amendment 0002 it states “all outside utilities are NIC” then another answer gives direction for OSP cabling. Camp Lejeune does not have OSP requirements for this contract.
f. If OSP cabling is required, how many strands are to be pulled from existing services?
Af. In one response in Amendment 0002 it states “all outside utilities are NIC” then another answer gives direction for OSP cabling. Camp Lejeune does not have OSP requirements for this contract.
27. Q. Where is the “attachment” referenced in A53a of Amendment 0002? -OSP cabling: Outside plant cabling requirements have been identified per attachment.
A. For Camp Lejeune, NIC.
28. Q. Is there a make and model required for the Cipher Locks?
A. Must be similar to Simplex 5021 with key override.
29. Q. Where is the “attachment” referenced in A74 of Amendment 0002? A74. Please reference attached document: Base Telephone Interim facility requirements, specifications 27 10 00 and 33 82 00.
A. Should be included in Amnd 0004.
30. Q. The” Code Trail” through UFC1-200-01 into UFC3 600-01. UFC3 600-01 (c4) requires Facilities 5,000 sq. ft to be sprinklered; it also requires Facilities 5.000 sq. ft to have Fire Alarm as well.
a. Is it the intention to not require Fire Alarm and Fire Suppression as well in buildings that do not exceed 5,000 sq. ft.?

b. Is in-building Mass notification required if the building is not required to have fire alarm?

c. Does Camp Lejeune/Cherry Point still use a single speaker from the Wide Area Mass Notification?

d. Does the site plan indicating the Trailer placement anticipate each Building being separate or are the trailers combined into 5,000 sq. ft. combined areas of groups of trailers as the solicitation seems to imply?

31. Q. In regards to Amendment 2 question 53 (OSP cabling outside plant cabling…..). Can you confirm that the pathway has been installed or is it the contractors’ responsibility to perform this work?
A. OSP for Camp Lejeune will be completed by others.
32. Q. Amendment 2 answers on question 50 and 101 state that VCG is not acceptable and painted gypsum is required. However in Amendment 3 page 3, section 2.1.1 Construction Requirements item g states Interior materials shall be sheet type materials, pre-finished or painted; exterior material shall be weather resistant. Can you clarify as this item contradicts previous amendments and currently makes it seem that VCG is acceptable?
A. For Camp Lejeune, VCG is not acceptable.
33. Q. Provided Site Plan sheet C15 shows a 12’x42’ Bathroom trailer and Amendment 3/Priority 6 (Related to C15) indicate to provide a 24’x56’ Bathroom/dressing area trailer. Which one is correct?
A. 24’x56’ Bathroom/dressing area trailer.
34. Q. Question 50 on Addendum 2 – Please confirm Vinyl Covered Gypsum (VCG) is acceptable on interior walls? The answer was: VCG is not acceptable for interior walls. Addendum 3, Section 2.1.1 Construction Requirements, item G states that materials can be sheet type, pre-finished or painted. Please clarify if VCG is acceptable.
A. For Camp Lejeune, VCG is not acceptable.
35. Q. Please confirm that decks, steps and ramps have been taken out of the contract? It is very confusing between Addendum 2, question/answer 51 a & b and then on Addendum 3, Block 14.

A. For Camp Lejeune, all walkways and steps are NIC.
36. Q. Please confirm that NO communication wiring is included in this scope of work. The original RFP, Page 9 of 60, CLIN 0001AA – Scope of Work for MCB Camp Lejeune, Notes – Item 1 & 2 clearly states that it is not in scope. Addendum 2, question and answer 53 – OSP Cabling and Sufficient ducts and conduits – appears to assume that the cabling is in our scope of work, as well as in Addendum 3 under the “the contractor shall”, item 2., electrical and communication wiring.
A. Refer to Q26e response.
37. Q. Please confirm that Fire Alarm wiring and all components of the Fire Alarm system are not included in this scope of work. J-Boxes and conduit to be provided only.
A. Fire Alarm and wiring is included in the scope of work and must comply with UFC 1-200-01.
38. Q. Please confirm that Communication wiring and all components of the Communication system are not included in this scope of work. J-Boxes and conduit to be provided only.
A. Refer to question 26 response.
39. Please confirm if Mass Notification is required and if so, who’s scope of work? If contractor’s, please advise specification.
A. Refer to questions 21 response.
40. Q. Please confirm that the site sprinkler contractor will be responsible for supplying and installing the riser and final connections to the water lines and testing. Factory rough-in only by contractors.

A. For Camp Lejeune all interior sprinkler system requirements are to be installed in this contract. Final exterior tie-ins to the fire water line are to be completed by others.
41 Q. Please confirm who is responsible for the final installation of the mini-split units at the site?
A. The contractor who is awarded this contract.
42 Q. Is the site plumbing contractor responsible for the manifold under the buildings?
A. Confirmed. The site contractor will be responsible for manifold under the trailers.
43 Q. Question 86 on Addendum 2 – Are these facilities considered “Temporary” with less than a 5 year life span – Answer: These facilities will have a greater than 5 year design life. Addendum 3 – Section 01 59 00 – Revision – Amendment 0003, “Temporary” Trailers for Displaced Tenants. As these facilities are listed as “Temporary”, Please confirm that the facilities DO NOT have to meet UFC 4-010-1 – DOD Minimum Antiterrorism Standards for Buildings. If the facilities do have to meet this requirement, the schedule will be impossible to meet due to the lead time on the antiterrorism materials for the buildings.
A. Facilities are considered “temporary” and will not have a greater than 5 year design life. This is a change in response to PPI 86 in Amnd 0002.
44 Q. In regards to answers #101 & #50 from Amendment 2: The modular manufacturers that are located in the region and qualified to build this type of modular structure, typically used pre-finished drywall in the factory. If the government requires painted gypsum walls, this scope will have to be performed in the field, along with installing drop ceilings, flooring, etc. Adding these scopes to the field, increase schedule risk, complicate the logistical execution of this project (requiring manpower on a federal installation), and increase overall cost to the government. 1. Will proposals be considered that offer ONLY prefinished gypsum as an interior finish? 2. If the government will not consider prefinished gypsum, will the work in the field be subject to Davis-Bacon wages requirements?

A101. Painted gypsum is required.
Q50. Page 7, 2.1.1.g – Interior walls
a. Please confirm that Vinyl Covered Gypsum (VCG) interior walls are acceptable?
A50a. For Camp Lejeune- VCG is not acceptable for interior walls.
A. NO VCG for Camp Lejeune; Davis-Bacon wages are required.
45 Q. In regards to answer #86 from Amendment 2: If these facilities are planned to have a life greater than 5 years (reference amendment #2 Q&A #86) (reference UFC 4-010-01, section 1-6.6.2 Temporary Buildings exemption), UFC 4-010-01 DoD Minimum Antiterrorism Standards for Buildings, will be in full effect. This means these facilities will require blast resistance, HVAC shutdowns, and other time consuming and costly design considerations. These considerations will add critical weeks of design calculations and submittals to verify. These systems and materials also have long lead times and are very costly. Is it the intent of the government to keep ATFP requirements in place?

46 Q. Under Amendment 0003, did you delete the requirement for steps/decks and landings for Camp Lejeune and Cherry Point or just Camp Lejeune?
A. JUST Camp Lejeune.
47 Q. Under Amendment 0003, under 2.1.1.g., you state that Interior materials shall be sheet type materials, pre-finished or painted. Does this mean that you will allow Vinyl Coated Gypsum for the interior walls?
A. For Camp Lejeune, No VCG.
48 Q. Can the plumbing be CPVC?
A. Comply with UFC and IBC requirements.

A. See C-4 that depicts the not labelled trailers in C-11; all trailers on both drawings are new and included in the scope of work.

A. For Camp Lejeune- All communications must be field installed and adhere to specifications 27 10 00 and TSD Interim Facility Reqs for communication requirements.

Question: What is the preferred ceiling finish – hard ceiling or acoustical tile/grid?
A. Camp Lejeune- ACT unless otherwise noted (bathrooms, secure spaces).

Question: Based on the SF threshold, the (2) 60 x 140 classrooms will require fire suppression systems.
a. Does this fall under this contract?
b. If so, who will provide flow tests?
c. And who will make the final connections to service?
d. Has space been dedicated for riser room and equipment?

Question: The answer for Q49a from Amendment 0002 says “Each trailer will have a minimum of two entries with doors locks, except for the 8400 sf” Regarding the 8400 sf unit;
a. Is there more doors needed for the 8400 sf then what is required by code?
b. The (2) 8400 SF buildings appear to have a walkway between them on C-11? If so, is this a shared entry with 1 stair and large landing?
c. Should we anticipate any more of the required building having more than 2 entry doors unless required by code?

Modular facilities in order to save on shipping costs use the IBC accepted standard of ¼”:12. Please clarify if the use of the IBC standard of ¼”:12 is acceptable or if the requirements called out in UFC 1-200-01 and UFC 3-110-03 are applicable.

77 Q. As stated in question above about UFC 1-200-01; UFC 1-200-1 section 2-15 instructs the reader to use UFC 3-110-03 for roofing requirements. UFC 3-110-03 section 2-8.3 require the minimum thickness of EPDM to be 90 mils. This can be supplied but is more expensive and timely installing vs 45Mil EPDM which is the industry standard. Please confirm if 45Mill Fully Adhered EPDM is acceptable.

Steel roof deck can be supplied in accordance with section 2-4.2.1 of this UFC, however this is a more expensive option than using industry standard plywood roof decking. 2-4.2.3 requires that use of this material is only acceptable on new buildings when supported by “strong arguments demonstrating that neither steel nor concrete roof decks fulfill the specific functional requirements”. Would cost considerations be a functional requirement? Will plywood roof decks be acceptable?

A. Mass notification transceiver shall be provided by the government. Provide 120v circuit for transceiver and 1-1/2 conduit from point adjacent to fire alarm control panel to 3’ above roof peak. Secure the last joint to ceiling and roof framing. The last section of conduit shall be rigid conduit.
Fire alarm system shall be analog addressable with voice. Communication with base central reporting system (Surguard III) via DACT over POTS. Provide pull stations at all exterior doors and provide audio/visual coverage throughout the entire building. Fire alarm control panel shall accept a signal from mass communication receiver to enter mass communication mode and play line level audio over speakers and operate strobes.

TEMPORARY TRAILERS FOR DISPLACED TENANTS

PART 1 GENERAL
1.1 SUBMITTALS
Submit shop drawings and product literature for approval of each of the trailer configurations prior to commencing construction or procurement of the facilities.
1.2 SCHEDULING THE WORK
All trailers must be delivered and set up between June 1, 2020 and October 30, 2020.
PART 2 PRODUCTS
2.1 TRAILER
All relocatable facilities shall be constructed in accordance with Federal, state, and local laws and regulations. The Contractor shall comply with National Electric Code (NEC), Building Official Code of America (BOCA), National Fire Protection Association (NFPA), Unified Facilities Criteria (UFC) and applicable state and local construction codes, unless otherwise noted, for items and services to be provided under this contract.
Trailer shall conform to the configurations outlined in the scope of work and include the following minimum requirements:
a. Size: as defined in scope of work.
b. Floor Covering: Floor shall be vinyl composition tile.
2.1.1 Construction Requirements
Each trailer shall be structurally sound, weathertight enclosures for residential use. Conform to the following minimum requirements.
a. 2 inch X 4 inch wall construction
b. 2 inch X 6 inch floor joists with 5/8-inch plywood decking
c. R-11 insulation in floor and walls
d. R-14 insulation in ceiling
e. A minimum of two entry doors with locks and three keys per lock.
f. Windows with operable sash
g. Interior materials shall be sheet type materials, pre-finished or painted; exterior material shall be weather resistant.
h. Provide consistent color scheme on interior and exterior as approved by the Contracting Officer.

b. Toilet Exhaust Air System: Provide 25 CPM exhaust for each toilet room. Switch with the toilet light.
c. 150 amp - 8 circuit panel
d. 120 volt lighting, ceiling mounted
e. 120 volt duplex wall receptacles spaced 6 feet o.c. on interior walls and special purpose receptacles as indicated.
f. Exterior light at entrance doors
g. The Government will supply and install additional interior telecom and data cabling.
2.2 FIRE EXTINGUISHER
Provide appropriate type and wall mount on interior adjacent to exterior door.
2.3 FIRE SUPPRESSION
The modular units would have to meet the requirements of UFC 1-200-01 DOD Building Code. For combustible construction over 5000 sf these requirements include sprinklers for the interior of the units and attics.
PART 3 EXECUTION
3.1 PREPARATION
3.1.1 Foundation
Provide foundation for trailer(s); conform to applicable codes.
3.2 INSTALLATION
Install trailer(s); provide full skirting and anchoring for 130 mph wind zone; conform to applicable codes.
3.2.1 - DELETED.

Government will not be responsible for damage to trailers incurred during delivery or set-up.
