Block 14. DESCRIPTION OF AMENDMENT (cont.)

A. This amendment provides the following information:

1. Please be advised that the responses to the questions provided below apply and are specific to CLIN 0001AA (MCB Camp Lejeune).

2. Please specify, on any future (those submitted after Amnd 0002 is posted) questions, whether the question(s) are related to MCB Camp Lejeune (CLIN 0001AA) or MCAS Cherry Point (CLIN 0001AB).

B. The following provides the Government’s responses to preaward inquiries:

Q26. Can you please confirm whether or not an 8(a) has to be on a current NACC for Cherry Point in order to bid on this solicitation?

A26. Vendors do not need to be on a current MACC to submit a proposal. Offerors are required to be 8(a) businesses.

Q27. When do you anticipate the floor plans being released?

A27. No floorplan will be released. The layouts of location of trailers will be provided and the vendor is to provide layouts that meet the requirements of the RFP. See Proposal Submission requirements.

Q28. Will there be a bid extension from the May 6th due date?

A28. We are not extending the proposal due date.

Q29. In CLIN 0001AB- Cherry Point notes on page 11 it mentions in note 1. That all trailers are to be new. Does that requirement apply to the trailers for Camp Lejeuene as well?

A29. Yes, all trailers are to be new.

Q30. Due to the timeline, will the order for these trailers be a rated order (i.e. DO or DX) or are we to assume an unrated order?

A30. Assume rated order.

Q31. What is the deadline for the submission of questions?

A31. Deadline for RFI (request for information or a.k.a. questions) is close of business April 29, 2020.

Q32. What is the anticipated award date for the project?

A32. May 2020.

Q33. Please provide drawings referenced in RFP?

A33. See “Temp. Trailers Site Prep Phase 2 Dwgs” provided.

Q34. Please confirm Gov't is to provide level site and any site grading?

A34. Refer to site prep drawings. Compaction is not required, site prep will be completed by others.

Q36. When will the drawings be posted?

Q37. When will the balance of the RFI’s be answered?

A37. Answers to RFIs are provided as they are made available for posting via an amendment when they are answered by appropriate personnel.

Q38. Will the proposal date be extended?

A38. We are not extending the proposal due date.

Q39. Will the site map be available when the amendment is posted to beta.sam?

A39. Yes.

Q40. Due to the nature of this solicitation and the time sensitive nature associated with the schedule, the location of the modular spaces and site layout is very important. There has been mention of issuance of site drawings as an amendment to the solicitation. When does the Government anticipate posting drawings on SAM.gov for review and use?

A40. See Amnd 0002 for “Temp. Trailers Site Prep Phase 2 Dwgs.”

Q41. When will responses to previous questions be posted to SAM.gov?

A41. See Amnd 002 for answers to previous questions.

Q42. Will a bid bond be required for this proposal?

A42. No bid bonds required.

Q43. Will a payment and performance bond be required for the project after award?

A43. No payment and preformance bonds are required for this project after award.

Q44. Will contractor be allowed to work extended hours and on weekends as needed for delivery and assembly?

A44. If contractor wishes to request to work on extended hours, and or weekends, as needed for delivery and assembly, then the contractor is to include this in their schedule.

Q45. Is Furniture such as cubicles or desks and/or appliances such as coffee makers, fridges or microwaves to be included in proposal? If so please provide an equipment, or what typical items are to be included.

A45. No furniture, "such as cubicles or desks and/or appliances such as coffee makers, fridges or microwaves" are to be included in the proposal.

Q46. Is specialty equipment such as printers, computers, phone systems, computers, or servers included in this proposal? If so please provide an equipment list, or what typical items are to be included.

A46. No specialty equipment, "such as printers, computers, phone systems, computers, or servers" are to be included in the proposal.

Q47. Given the amount of draft layouts needed, the fact that site plans have not yet been provided and that questions still need to be answered, can an amendment be issued adding a 1-week extension for the bid?

A47. We are not extending the proposal due date.

Q48. SOW PG-10 Note 4, This states that the contractor will provide trailer layouts for approval. Can the contractor assume that the Gov't will provide a review of these within 7 days to meet the schedule requirements? If not, please advise how long the Govt will have for review.

A48. Government has 10 days to review trailer layouts.

Q49. Page 7, 1.1.1.e - A minimum of two entry doors with locks and three keys per lock.

a. Are these residential locks all keyed alike, or Best compatible with IC cores?

A49a. Locks will be BEST compatible IC 7-pin cores. Each trailer will have a minimum of two entry with doors locks, except for the 8400 SF.

a. Please confirm that Vinyl Covered Gypsum (VCG) interior walls are acceptable?

A50a. VCG is not acceptable for interior walls.

Q51. Page 7, 2.1.1.i – Steps and Landing

a. Please confirm ramps are not needed?

b. Please confirm is these are to be OSHA compliant, or ADA compliant?

A51a. Meet ADA compliance.

DELETE Spec Section:

Part 2 Products, 2.1.1 Construction Requirements, section i. Steps and Landing: Durable nonslip materials such as checkered plate metal, treated wood or concrete stairs and landing. Landing at trailer level of size adequate for person to stand on landing and open the door. Railing on both sides of steps and two sides of landing.

Part 3 Execution, 3.2.1 Steps and Landings- Provide two sets of steps and landing for each mobile building.

Q52. Page 7, 2.1.2.c – 150 Amp-8 circuit panel

a. Please confirm that this is single phase electric?

A52a. Yes and a 150 Amp - 8 circuit single phase panel is required per module. For instance, a quad has 4 modules.

a. Please confirm how many boxes and conduits are needed in each building A53a.

-All telecommunications work area outlets shall be installed per Base Telephone Specification 27 10 00.

-Standard Office spaces of approximately 100 sq/ft shall receive a minimum of (1) telecom work area outlets (WAO) per office space.

-Larger Office spaces greater than 110 sq/ft shall receive a minimum of (2) telecom work area outlets (WAO) per office space.

-Any spaces that could be converted to an office space (e.g. storage areas) shall receive telecom work area outlets per as identified above.

-Open office space shall receive telecom work area outlets at every electrical outlet in that space.

-“Printer spaces” shall receive telecom work area outlets at every electrical outlet in that space.

-Break rooms shall receive a minimum of (1) telecommunications work area outlet.

-OSP cabling: Outside plant cabling requirements have been identified per attachment.

Pathway shall be installed from Main Telecom Room (MDF) of each trailer park to identified manhole/riser point per Base Specifications 33 82 00.

-Sufficient ducts/conduit shall be installed to house the horizontal cabling from the trailer containing the MDF to all trailers contained within the site. Typically these are 4” ducts, sleeved down from the telecom room with a sweeping 90 degree bend under earth, direct buried to inside the skirt line of the adjacent trailers with a sweeping 90 degree bend to under the trailers edge. NOTE: these should be direct routed. IF there are additional turns/bends, other than the (2) sweeping 90 degree bends, an approved pull box per base specification 33 82 00 shall be added.

Q52. Page 10 - The contractor shall transport temporary facilities from point of origin to twelve designated sites at MCB Camp Lejeune

a. Do you have a site map indicating all of the locations?

A52a. Yes, Drawings will be provided via an amendment and will be posted on beta.SAM.gov.

Q53. Page 10 - The contractor must have facilities delivered no later than 90 days from contract award

a. Would it be acceptable to say 90/150 days from approved plans versus contract award.

b. Will the buildings need to have a North Carolina state approval of plans and seal, or will it be acceptable if they are reviewed and approved by 3rd party engineers since this is Federal property?

A53a. Time starts at Award A53b. It is acceptable to have drawings reviewed and approved by out of state engineers.

Trailers must meet 130 mph wind load standards for NC with appropriate anchoring and foundations.

Q54. Page 11, 10 – All occupied trailers require drop/removable ceiling and central cable tray down center.

a. Are we responsible for installing these cable trays?

A54a. In regards to telecommunications horizontal cabling, typically trailers are cabled from below; using J-hooks with 1” stub ups to each telecom work area outlet location.

-IF the telecommunications cabling is routed from above the ceiling, cable trays/basket trays may be used. NOTE, this would require the transition of all cabling from underground to above ceiling; not recommended.

Q55. Page 11, 13 – Trailers shall be connected with walks and awnings to the best extent possible

a. Are we responsible for these walks and canopies?

A55. NIC- see Q51 response.

Q56 Cipher Locks on all exterior doors

a. Please confirm make and model desired?

A56a. Cipher Locks are required for all Harden interior and exterior spaces.

Q57. Will the customer be providing the furniture, gear lockers, comm lockers and 6in1 lockers, tables, etc.?

A57. All furniture will be provided and installed by the govt.

Q58. Trailer P3, P%

a. What STC rating is required for the soundproofing?

b. What size 1-way mirror is required?

i. Do you have a make and model number for this item?

A58a. For Camp Lejeune, STC 45 ratings required for all medical treatment rooms, medical offices and classroom spaces.

A58b. Cherry Point; answer will be posted on a future amendment.

Q59. Are the sites flat & level?

a. What surface are the sites, i.e. concrete, asphalt, grass, etc.

b. If grass or gravel, will the site be compacted to minimum 2500 psi?

A59a. Refer to site prep drawings A59b. Compaction is not required, site prep will be completed by others.

Q60. Do we need to include empty boxes & conduits for fire alarms, security systems, etc?

A60. Trailers must meet NFPA and UFC requirements for fire alarms and mass notification systems, if required, both fire alarms and mass notification systems are required to be fully connected and wired by the contractor.

Q61. Can one individual act as SSHO, QC, and Superintendent?

a. If not, is dual hatting acceptable?

A61a. Yes.

Q62. Will the units for Camp Lejeune have a fixed ceiling (sheetrock) or a drop (t-grid) ceiling?

A62. Drop (t-grid) ceiling is acceptable for all spaces except for communication rooms, restrooms and hardened areas, which will require fixed (sheetrock) ceilings.

Q63. Where will the designated parking area be for workers accessing the construction site?

A63. Coordinate with CM post award.

Q64. Will the Government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project?

A64. Yes.

Q65. Please confirm that the government will connect the utilities including water, sewer, and electrical services to the trailers.

A65. Yes- Site prep and outside utilities will be completed by a separate contract.

Q66. How many days will the government use to review the shop drawings provided for the trailers?

A66. 10 days.

Q67. Please confirm that the 12 location sites will have a level location able to receive the trailers.

A67. The leveling will be completed with the site prep contract.

Q68. Will a map of the 12 location sites be provided?

A68. Yes.

Q69. Can you please clarify the requirement of utility/data connection scope of work?

Page 10 under contractor shall item number 2 gives one direction, however under notes item 2 contradicts the previous line.

A69. Outside utilities are NIC for Camp Lejeune trailers, refer to Site Prep Drawings Project 19-0108; inside utilities are the responsibility of the contractor.

Q70. Section 2.1.1 item j references hardened/ lockable secure records room. Can you clarify the type of wall covering in that room? Plywood, FRP, type X VCG, etc? Any additional details or drawing of room would be appreciated.

A70. Painted Gypsum is acceptable for the interior walls of the hardened spaces.

Q71. The RFP states that foundations are included in the procurement. Since there is no information concerning existing site conditions, we are assuming that “foundations” speaks to the ABS pads and blocking that will be used to set the trailers. Is this correct?

A71. Yes, ABS pads and blocking are required to set the trailers. Contractor shall provide galvanized or stainless steel tie downs.

Q72. Are the priorities for Camp Lejeune and Cherry Point concurrent priorities as relates to delivery (i.e. is the Priority 1 facility for Camp Lejeune and Priority 1 for Cherry Point both due 90 days after contract award)?

A72. Yes. The provided priorities and they run concurrently at both locations.

Q73. What are the Government’s requirements for the communication rooms (i.e. fire rated plywood, grounding, anti-static flooring)?

A73. Please reference attached document: Base Telephone Interim facility requirements, specifications 27 10 00 and 33 82 00.

Q74. Does the Government have requirements for the communication rooms (i.e. fire rated plywood, grounding, anti-static flooring)?

Q75. Has the Government identified the furniture system requirements for power and communications connection placement, and if so, will the Government provide this information?

A75. Furniture NIC. Contractor to provide code and specification compliant power and communication requirements.

Q76. Has the Government determined the required power load for each facility, and will the Government please provide this information?

A76. The Government has assumed a peak load per trailer module of 15,000VA (15kVA). This assumption was made not knowing the exact loads that would be in each trailer module in order to size the site electrical services.

Q77. Will the Government please provide door and window location preferences?

A77. Every space shall have at least one window with the exception of the communications room. 3 or more windows are required depending on size of the perimeter large spaces to include open offices, classrooms, and conference rooms.

Q78. Do these facilities have to meet any architectural compatibility requirements for Camp Lejeune or Cherry Point? If so, please provide the requirements.

A. Exterior colors must be submitted with the floorplans for base approval.

Q79. Will the trailer finishes require a submittal and approval process prior to release for manufacturing? If so, please provide the specifications regarding the finishes and submittal requirements.

A79. Yes.

Q80. What are the requirements for fire alarm and suppression systems? Will they require remote monitoring or notification to a central station? If so, what are the specifications of the system?

A80. Refer to Q60.

Q81. Will ABA/ADA access be required for any of the proposed buildings?

A81. ADA compliant

Q82. Will walkways, steps, and/or ramps be required? If so, please specify type of construction.

A82. Yes, but NIC.

Q83. Will awning be required?

A83. No.

Q84. Section 2.3 of the RFP “Fire Suppression” states that the modular units will need to comply with UFC 1-200-01. Please indicate if this should be UFC 3-600-01. UFC 3-600- 01 is used for Fire Protection in DoD Facilities not UFC 1-200-01.

A84. Comply with UFC 1-200-01.

Q85. Will UFC 1-200-01 be required to be followed for these facilities? UFC 1-200-01 essentially takes the IBC and modifies it incorporating essentially every UFC written.

Please keep in mind that this UFC is not written with modular facilities in mind and not every item can be accomplished in a cost effective manner.

A85. Comply with UFC 1-200-01.

Q86. Are these facilities considered “temporary” with less than a 5 year design life? This question is being asked to determine the applicability of Anti-terrorism force protection measures found in UFC 4-010-01.

A86. No, facilities will have a greater than 5 year design life.

Q87. Will electrical raceways be required to meet the requirements in 3-520-01? These requirements do not necessarily match the requirements called out in NFPA 70 (National Electric Code). For instance, this UFC does not allow for the use of non-metallic sheathed cable in non-residential structures however the NEC does allow this. Please verify if electrical raceways must meet UFC 3-520-01 or just NFPA 70 NEC).

Q88. Will MC Cable be allowed for use with light whips?

A88. No.

Q89. Will switches and receptacles be required to be 20A specification grade as required in UFC 3-520-01.

A89. Yes.

Q90. Will electrical surge protection devices be required in the modular facilities?

A90. Yes.

Q91. Will Lightning Protection be required for these facilities and if so, what type is desired?

A91. Supplier shall complete evaluation per NFPA 780 and provide lightning protection if required.

Q92. Will bolt-on breakers be required for electrical panelboards per UFC 3-520-01?

A92. Yes.

Q93. What type of lighting is required in the facilities (LED, Fluorescents, etc…)?

A93. LED.

Q94. Please indicate if the State of NC approval is required for the modular facilities.

A94. Trailers are on a Federal Installation, State of NC.

Q95. Please confirm that local building permits are not required.

A95. Local Building permits are not required.

Q96. Please indicate if the method of construction provided in 2.1.1 is required? The wall thicknesses and insulation values do not meet the latest IECC prescriptive requirements.

Q97. Will fire water be available for fire suppression system of the facilities larger than 5,000 sq. ft?

A97. Yes.

Q98. Please indicate if Hard ceilings or Acoustical Ceilings are required (Excluding the secure areas where hard ceilings are required).

Q99. Will plumbing fixtures be required to be tank-type or flush valves?

A99. Tank-type.

Q103. What is required as far as design documentation on this project? As written, design documentation consists of building shop drawings, foundation design, and building access design… Is there any other design documentation expected from the awarded bidder? If so, please provide an itemized list.
