RFI RESPONSES #3 8-2-19
1. I would like to bring a few environmental items to your attention, specifically the lack of an environmental report , showing the sampling of the presumed Asbestos material percentages. But more importantly the testing for Lead paint on both interior and exterior where any cutting or torching must be performed. ALL regulatory agencies State and Federal strictly prohibit any cutting, torching or abrasive methods which will disturb the Lead paint. IF you have the analysis showing that the paint is negative for
Lead PLEASE disregard above concerns, however if not Lead paint must be properly abated ( at designated locations requiring to be cut or torched ) by licensed personnel using PPE and EPA , NJState guidelines, prior to cutting/torching . As for the boxcar asbestos that is " friable" as per the SOW this material that is flaking and peeling and on the ground of the inside of the boxcar needs to be abated/cleaned up under FULL CONTAINMENT with attached Decon and would require pre abatement
- During abatement- and Final clearance sampling by a third party monitor on all boxcars. The boxcars cannot be demolished with Excavator like wood , but MUST be cut or torched into manageable pieces or to reduce to a 5-foot or less as called for in amendment, without cutting and torching. Without disturbing the possible lead paint please respond how we are to bid ? As" NON LED"?? We will have to sample after award and if positive abatement must be done prior to "DEMO" which technically this project isn't but rather abatement of Lead and Asbestos with hand tools. Again as per EPA and NJ regulations no substrate containing Lead paint shall be cut or torched using abrasive methods but stripped under containment either chemically or sandblasted using licensed Lead abatement workers.
GOVERNMENT RESPONSE: The contractor shall prepare a plan and shall sample for LBP at areas that will be disturbed, and could potentially release lead to the environment, and shall plan for controls to prevent releases of lead if LBP is present. This work shall be done by a qualified licensed contractor, and in accordance with local, State, and Federal guidelines for dealing with lead based paint in construction.
